What a timestamped screenshot can—and cannot—preserve
A screenshot is useful as a visual record of what appeared on screen at capture time. It does not necessarily preserve content outside the visible area, linked files, page behavior, or a way to navigate the page later. NARA’s federal records guidance notes that static screenshots do not retain hypertext functionality; that is a preservation limitation, not a universal rule about whether a personal screenshot can serve as evidence. NARA’s file-format guidance addresses government web records.

A timestamp written in a filename or note helps associate the image with a capture event, but it is not cryptographic proof that the image has not been changed. For higher-stakes records, keep the original file and its context notes together, and consider preserving a complementary web capture.

How to make and document the screenshot
- Open and verify the page. Navigate to the intended page, check the address bar, and confirm that the visible content is the page you mean to document. If the page is dynamic, note relevant context such as a selected tab, expanded section, or signed-in state.
- Capture the image. Use your operating system’s native screenshot function or another ordinary capture method. Include enough of the page and, where practical, the browser address bar to make the context apparent. Avoid changing the page or image more than necessary.
- Save the original image. Keep the unedited capture as your original. Use a filename that associates it with the event, for example
example-com-pricing-2026-10-03T1420Z.png. The filename is a convenience, not a substitute for recording the full URL and time separately. - Record the exact URL and capture time. Include the complete URL and a date-time with timezone, such as
2026-10-03 14:20 UTCor2026-10-03 10:20 EDT. RFC 3227’s evidence-collection guidance says, “For each timestamp provided, indicate whether UTC or local time is used.” It does not require UTC in every case; choose a consistent convention and label it explicitly. RFC 3227 - Keep a short capture note. Save a text note alongside the image. Record the URL, capture time and timezone, browser and device context, and a brief description of what the image shows. Add any circumstances likely to affect interpretation, such as a page requiring a login or a content panel that was expanded.
- Preserve a web archive when structure matters. If links, resources, or replaying the page matter, make a web capture as well as the screenshot. The Library of Congress identifies WARC as a preferred web-archive format and recommends non-proprietary output. Library of Congress: Recommended Formats Statement—Web Archives

The Library of Congress cautions that web-archiving tools cannot capture every content type. Treat an archive as a stronger preservation complement when structure matters, not as a guarantee of a perfect copy. Document the capture circumstances. Finding an archived version of a webpage
If you need to view a page as it appeared on a past capture date, search a web archive by the page URL and select an available capture date. The result depends on whether the page was collected and how the archive captured it; a missing or incomplete replay does not prove that the page never existed. When identifying a saved record, URL and timestamp alone may not distinguish it from other captures. IIPC guidance notes that collection identity or a record identifier may also matter. Retain those identifiers when the archive provides them. IIPC WARC Implementation Guidelines

For ongoing webpage records
If you are maintaining a collection rather than documenting a one-off page, decide how often to capture based on the risk that content will change or disappear. NARA’s guidance for federal web records recommends risk-based planning and considering whether versions or site maps need to be tracked; it should not be read as a universal schedule for personal use. - Decide which pages and related resources belong in the collection.
- Set a capture frequency that reflects how quickly the content may change and the consequence of losing it.
- Determine how you will identify versions and retain archive record identifiers or collection details.
- Keep capture notes with the image and any web archive, using the same timezone convention throughout.

Does a timestamp on a screenshot prove when it was taken?
No. A labeled time helps document the capture event, but a timestamp alone does not prove that the image is authentic or unaltered.

Should I use UTC or local time?
Either can be used if it is clearly labeled. RFC 3227 requires identifying whether a timestamp is UTC or local time; it does not mandate UTC.
Can a web archive capture every part of a page?
No. Some media, streaming, deep-web, and database content may not be captured, and replay may be incomplete.
