To preserve a webpage as evidence, capture it promptly, save more than a screenshot when the issue warrants it, and document exactly what you captured, when, how, and by whom. Keep the original files with a manifest and cryptographic hashes; for stronger independent time evidence, obtain and verify an RFC 3161 timestamp token over a hash. None of these steps alone proves who published the page, that your capture is complete, or that a court will admit it.
Start with the fact you need to preserve
Decide what a later reviewer needs to assess: exact wording, an advertised price or offer, a policy version, the page’s visual appearance, or relationships among pages on a site. That decision determines how much to collect. A screenshot can record what appeared on screen, but a page may depend on scripts, images, stylesheets, and other files. For broader site material, preserve relevant resources and relationships where practical. The U.S. National Archives recommends snapshots accompanied by a site map for web records, with capture frequency and change tracking chosen according to risk (NARA, Guidance on Managing Web Records).

Capture the page and document the circumstances
- Record the target. Save the exact URL, including its query string when relevant. Note any redirect, login wall, access problem, or unusual behavior.
- Record time with its basis. Write the capture date and time with an explicit designation such as UTC or a named local time zone. If relying on the computer’s clock, record that fact and any known difference from UTC.
- Identify the collection. Record the operator, capture method and tool, and relevant context such as browser, access conditions, or whether the page required authentication.
- Minimize changes. Avoid editing the evidence during collection; document any necessary transformations separately. IETF guidance advises detailed notes and distinguishing the system clock from UTC (RFC 3227, Guidelines for Evidence Collection and Archiving).
Do not rely on a filename alone as a record of capture time. A filename is useful for organization, but it is not independent verification of when the file existed.
Preserve a useful set of artifacts
For a page whose contents may matter later, retain a screenshot as a visual record and, when practical, the page source or a web-archive capture that includes associated resources. For a collection of pages, keep a site map or equivalent record of how the pages relate. The Library of Congress notes that webpages consist of multiple files and that capture quality is not guaranteed (Library of Congress, Creating Preservable Websites).

Keep a readme or manifest that explains the package in ordinary language. List each artifact, its role, its hash, the original URL, capture time and time zone, method and operator, and known omissions. Examples of omissions worth noting include blocked scripts, dynamic content that did not load, inaccessible media, and login-restricted material. Preserve originals separately from later annotated, converted, or redacted copies.
Hash the files and protect the package
Calculate a cryptographic hash for each retained artifact and record the algorithm and digest in the manifest. A later matching digest helps show that the checked bytes still match the bytes represented by the recorded hash. It does not establish that the first capture was faithful or complete, who created the page, or when the file originally existed. RFC 4810 describes preservation records and integrity checking for archived objects (RFC 4810, Long-Term Archive Service Requirements).

Keep the original package and a separate backup under controlled access. Record later transfers or transformations so another person can understand what happened to the files. A storage device may help retain a copy, but storage hardware by itself provides neither a trusted timestamp nor proof of authenticity.
Add independent time evidence with an RFC 3161 token
If an independent time record matters, submit the hash imprint of the file or package to a suitable Time-Stamping Authority (TSA) and retain the returned RFC 3161 token with the original files and manifest. The protocol’s timestamp applies to the hash representation, not directly to the webpage. A successfully verified token supports the proposition that corresponding data existed before the time stated in the token, subject to the TSA’s policy and trustworthiness (RFC 3161, Time-Stamp Protocol).

Keep the verification material and record the result. Check that the token’s signature is valid, its stated time and hash algorithm are acceptable for your purpose, and its imprint matches the hash you intended to timestamp. A token cannot inspect the live site or establish that your capture accurately represented it. The collector’s own timestamp remains useful context, but should be identified as such and kept distinct from the TSA time.
Use public archives as corroboration, not as your only copy
Check whether a public web archive has a capture relevant to the page and record the exact archived URL and the capture time displayed there. An archive can provide useful independent context, but capture availability and fidelity are not guaranteed. The Library of Congress explains that continuity can also be affected when a URI changes without a redirect. For important matters, keep your own independently documented capture as well.

Is a screenshot enough?
It may be enough to document a visual view for some purposes, but it usually cannot show all underlying page content or relationships. Preserve source or associated resources too when those details matter.
Does a hash prove when a webpage existed?
No. A hash can help detect later byte-level changes relative to a recorded digest. To attach independent time evidence to the hashed data, use a suitable timestamp token and verify it.

Does an RFC 3161 token prove the page is authentic?
No. It concerns the hashed data and supports a time assertion about that data if verification succeeds. It does not verify the website, author, truth, or completeness of the capture.
What if the page is dynamic, blocked, or partly missing?
Record the omission and the conditions under which it occurred. Do not present the capture as complete if scripts, media, login-protected content, or other relevant elements failed to load.
Can a technically sound capture guarantee legal admissibility?
No. The cited guidance includes U.S. records-management recommendations and IETF standards, not jurisdiction-specific court rulings. Admissibility depends on jurisdiction and circumstances; for an active dispute, follow counsel’s direction and applicable procedural rules.
