The safest hurricane preparation in Mexico starts with a local evacuation decision, not a shopping list. Ask your municipal Protección Civil whether your address is exposed to flooding or slope movement, identify the designated shelter and route, and leave when authorities order an evacuation. Then repair weak parts of the home, clear drainage, secure objects that can become windborne debris, and keep an accessible emergency backpack for everyone who may shelter or travel.
National guidance cannot determine whether one particular house is safe. Use this plan together with current instructions from local Protección Civil, the Servicio Meteorológico Nacional (SMN), and the Coordinación Nacional de Protección Civil (CNPC).

Why hurricane preparation in Mexico must begin with your address
A tropical cyclone can create several hazards at once: destructive wind, intense rain, flooding, and slope movement. The danger to a house depends on its construction, elevation, drainage, nearby channels, and location—not simply on the storm category shown in a forecast.
CENAPRED reported on 29 May 2026 that Mexico is affected by an average of five cyclones each year: three from the Pacific and two from the Gulf of Mexico and Caribbean. The publication does not state the averaging period, and the figure cannot predict which coast, municipality, or neighborhood will be affected in a particular season.

Use local officials to answer questions a national checklist cannot:
- Is the property in a flood-prone zone, beside a storm drain or channel, or below a slope susceptible to movement?
- Which roads remain usable during heavy rain, and where are the designated temporary shelters?
- What warning level triggers evacuation for this municipality?
- Which route works for children, older adults, wheelchair users, people who need medication, and pets?
CENAPRED’s cyclone leaflet specifically advises people in fragile or lightweight homes, and people in flood- or slope-risk areas, to plan to leave and identify a shelter. Treat an evacuation order as an instruction to act, not as a suggestion to wait for a more dramatic forecast.
Make the household plan before a storm is named
1. Map hazards, exits, routes, and the meeting point
- Walk the property and mark every exit, including an alternative route if the main door is blocked.
- Ask municipal Protección Civil to identify flood exposure, slope hazards, shelters, and official evacuation routes for your address.
- Choose an out-of-area meeting point in case household members are separated before leaving. Write its address and directions on paper.
- Record official contacts and family contacts in each person’s phone and on a waterproof paper list. Include a contact who lives outside the affected area.
- Assign responsibilities: who collects the emergency backpack, who assists each person with mobility or medical needs, who handles pets, and who checks that everyone has left.
- Practice the route and assignments. A plan that exists only in one person’s memory is not a household plan.
CENAPRED’s “Salva tu vida y tu patrimonio” guidance treats family planning, contacts, a meeting point, assigned tasks, and practice as one protection measure. Build the plan while roads and communications are normal, then review it periodically.

2. Inspect the structure and arrange qualified repairs
Look for visible damage in the roof, windows, walls, doors, and the connections that keep exterior elements attached. Arrange repairs before a threat develops. CENAPRED’s concise instruction is: Repara techos, ventanas y paredes para evitar daños mayores.
—CENAPRED, hurricane-preparation guidance, 2017.
This is a maintenance recommendation, not a promise that a particular coating, tape, shutter, sandbag, or consumer product can make a building hurricane-proof. If damage involves structural members, electrical wiring, gas, or plumbing, use appropriately qualified help. The cited CENAPRED material recommends reviewing water, electrical, and gas installations but does not specify a single technical repair standard.
3. Keep water paths clear
Before the season and again when a storm threatens, clear the roof, gutters, roof drains, floor drains (coladeras), nearby storm drains, and drainage channels. Remove leaves, sediment, rubbish, and other obstructions that can redirect water toward doors or foundations.

Do not assume a clean drain eliminates flood risk. Local topography, river or channel overflow, and municipal drainage capacity can still make a property unsafe; that is why the local hazard assessment and evacuation plan come first.
4. Review utilities without improvising repairs
Include water, electricity, and gas installations in routine home risk checks. Photograph shutoff locations and make sure responsible adults know where they are, but follow local emergency instructions before disconnecting anything. Do not attempt unfamiliar gas or electrical work during a storm. Ask a qualified professional to correct defects found during inspection.
Decide whether to shelter or evacuate
The correct choice is determined by official instructions and the home’s hazards, not by how comfortable the house feels on an ordinary day.
| Situation | Preparation priority | Decision |
|---|---|---|
| Fragile or lightweight construction | Identify a designated shelter and a route that can be used before conditions deteriorate. | Plan to leave; comply with an evacuation order. |
| Known flood exposure, low-lying site, or nearby channel | Ask Protección Civil for the trigger to evacuate and the safest route; keep the backpack ready at the exit. | Leave when local authorities direct it, even if wind has not yet become severe. |
| Slope or landslide susceptibility | Obtain local guidance, avoid waiting for visible movement, and identify a shelter away from the hazard. | Take official evacuation instructions seriously and leave when directed. |
| Sturdy home outside identified evacuation zones | Complete repairs, clear drainage, secure objects, and monitor SMN, CNPC, and local alerts. | Follow the municipality’s current instructions; do not substitute a national checklist for a local order. |
Never wait for a universal product recommendation to solve an unsafe location or structure. The official material reviewed emphasizes hazard assessment, shelter planning, repairs, and evacuation decisions; it does not endorse one window covering, generator, or flood barrier for every Mexican home.
Prepare the house and surroundings when a storm threatens
Secure anything wind can move
Bring loose outdoor items inside or fasten them so they cannot become projectiles. Check balconies, patios, roofs, yards, and shared areas for furniture, tools, signs, plant containers, construction materials, ladders, and unsecured equipment. Close and secure windows and doors using the building’s intended hardware. Do not create a last-minute modification that damages the frame or prevents an emergency exit.
Protect chemicals from floodwater
Move fertilizers, insecticides, and similar chemicals to a protected location above likely floodwater and away from living areas. Keep them in their original, labeled containers; never transfer them into drinking-water bottles. If a container is damaged or displaced, follow municipal or emergency-service instructions rather than handling an unknown spill.

Keep the exit route usable

Assemble a Mexico-ready emergency backpack
CENAPRED’s Mochila de emergencia guidance supports a practical backpack that can be carried during an evacuation or used when services fail. Pack for the actual people and animals in the household rather than buying a generic bag and assuming it is complete.
| Category | What to pack | Useful preparation detail |
|---|---|---|
| Identification and documents | Identification, copies of important documents, insurance or property information that you normally need, and the written contact list. | Protect paper from water in sealed packaging; keep originals where they are secure and accessible. |
| Water and food | Bottled drinking water and nonperishable food that household members can eat. | Account for allergies, infant feeding, medical diets, and the number of people. |
| Health | First-aid supplies and necessary household medicines. | Include prescriptions and any equipment needed for a person’s care; check expiry dates routinely. |
| Information and light | Battery-powered radio, flashlight, and spare batteries. | Keep spare batteries sealed and test both devices periodically. |
| Basic repairs | Simple tools for emergency repairs. | Choose tools household members can use safely; do not treat them as a substitute for professional repair. |
| Personal needs | Clothing and personal-hygiene items. | Include weather-appropriate clothing and items for children or people with disabilities. |
| Practical items | Cash and spare keys. | Cash can be useful when electricity or payment networks are unavailable; store keys securely. |
| Dependents and animals | Items required by children, older adults, people with disabilities, and pets. | Plan food, medication, mobility aids, carriers, leashes, and identification according to each need. |
How much water and food should you pack?
CENAPRED publications use different planning durations. One hurricane-preparation source refers to water for two days, while general emergency-backpack material refers to 48 or 72 hours. These are not one universal Mexico-wide quantity. Use the duration specified by local authorities and size supplies for household members, climate, medical needs, and the possibility that roads or services remain disrupted.

Keep the backpack light enough for the person assigned to carry it, and make a second smaller bag if one person cannot safely carry all essential supplies.
Use communications that still work during an outage
A battery-powered radio has a specific role in the official kit: CENAPRED explains that it can provide information without internet, television, or telephone networks. Keep it with spare batteries and monitor official broadcasts rather than forwarding unverified messages.
Before an alert, charge phones and power banks if available, but do not make internet access the foundation of the plan. Keep the written contact list, shelter address, route, and meeting point available offline. Agree on a short message format so relatives know whether the household is safe, evacuating, or at the designated shelter.

Before hurricane season
- Ask local Protección Civil about flood and slope hazards, evacuation routes, and temporary shelters.
- Inspect roofs, windows, walls, doors, and visible exterior attachments; arrange appropriate repairs.
- Review water, electrical, and gas installations and obtain qualified help for defects beyond ordinary maintenance.
- Clear the roof, gutters, drains, coladeras, storm drains, and nearby channels.
- Create the household contact list, meeting point, assignments, and evacuation route.
- Assemble and test the backpack, then adapt it for care needs and pets.
- Practice the plan and update it after changes in residence, health, household membership, or transportation.
When a cyclone is approaching
- Check SMN, CNPC, and local Protección Civil alerts and locate the nearest designated shelter.
- Confirm the route and transport plan, especially for people who need assistance.
- Bring loose outdoor objects inside or secure them; protect fertilizers and insecticides from floodwater.
- Place the backpack, documents, medicines, keys, and contact list at the exit.
- Tell the agreed meeting point and responsibilities to every household member.
- Leave promptly if authorities order evacuation. People in fragile homes or flood- and slope-risk locations should not delay departure while waiting for conditions to look worse.
If evacuation is not ordered
Continue monitoring official updates and keep the exit route clear. Do not enter flooded areas to inspect drains or retrieve property. If local authorities change the instruction, use the practiced route and shelter plan rather than improvising.
Common preparation mistakes and the correction
- Relying on a national checklist to judge one address. Correction: obtain the municipality’s flood, slope, route, and shelter information.
- Waiting until the warning to repair visible damage. Correction: schedule roof, window, wall, and utility inspections before the season.
- Ignoring drainage because the home has never flooded. Correction: clear the roof, drains, channels, and nearby storm drains before heavy rain.
- Leaving patio and rooftop objects loose. Correction: bring them inside or secure them before winds strengthen.
- Keeping chemicals at floor level. Correction: move fertilizers and insecticides to a protected place away from floodwater.
- Putting the backpack somewhere difficult to reach. Correction: keep it on the planned exit route and make its contents suitable for the person carrying it.
- Preparing only for the average adult. Correction: add medicines, mobility aids, child supplies, older-adult needs, disability-related equipment, and pet items.
- Assuming a phone or internet connection will remain available. Correction: carry a battery-powered radio, spare batteries, and printed contacts.
- Buying a product instead of making a decision. Correction: prioritize evacuation planning, structural maintenance, drainage, and official instructions; no single consumer item guarantees safety.
What Mexican official guidance covers—and what it cannot promise
CENAPRED’s publications provide consistent planning principles: identify hazards and shelters, repair the home, clear drainage, secure objects, protect chemicals, prepare a backpack, and make a practiced family plan. The 2017, 2018, and 2026 materials differ in age and in details such as supply-duration examples, so use the older checklists for general preparation and verify live instructions again during the current storm.
Those publications do not establish a universal engineering specification for every roof, window, wall, generator, flood barrier, or shelter-in-place arrangement. They also cannot classify a particular address. Local Protección Civil remains the authority for event-specific evacuation orders and shelter information.
Official references to keep with your plan

- CENAPRED, “Ciclones tropicales: Elabora tu Plan Familiar de Protección Civil ante el impacto de un Ciclón Tropical,” official leaflet: flood-risk and fragile-housing evacuation planning; the publication date is not stated in the cited result.
Keep the relevant local phone numbers and shelter details with these references, and check SMN, CNPC, and municipal Protección Civil again whenever a storm threatens. The plan is successful when every person knows whether to leave, where to go, what to carry, and who is responsible before conditions make those decisions difficult.
