How to Play the Naruto Trading Card Game: Rules, Turns, and Win Conditions (2027 Guide)

To play the NARUTO CARD GAME, choose one Leader, prepare the announced 50-card main deck plus five Chakra Cards and one Summon Card, then use Characters and effects to reduce your opponent Leader’s Life to 0. Your Leader’s color determines the Character cards and strategies available to you. Chakra pays for Ninjutsu and support effects, while the Summon card is used to bring Characters onto the battlefield.

The game is scheduled for a worldwide release in summer 2027, with in-store tutorials beginning in January 2027. Bandai has published the objective, card roles and initial deck structure, but the complete rulebook is not yet available. Phase timing, combat details, opening-hand procedures and tournament rules described below are separated into confirmed information and rules reported from Gen Con 2026 demonstrations that may change before release.

What is the Naruto Trading Card Game?

The NARUTO CARD GAME is a competitive trading card game based on NARUTO, NARUTO: SHIPPUDEN and BORUTO: NARUTO NEXT GENERATIONS. Each player builds around a Leader card, deploys Characters, spends Chakra on Ninjutsu and support effects, and uses attacks to reduce the opposing Leader’s Life.

The central victory rule is published consistently in the official announcement and the game’s overview: you win when the opposing Leader’s Life reaches 0. The materials currently available do not establish a complete alternate victory condition, such as winning by exhausting a deck, so do not assume one until the final rulebook is released.

The product is still pre-release. The information in the sections marked “reported demo rules” comes from community coverage of Gen Con 2026 demonstrations, not from a final tournament rulebook. Treat those timing and combat details as a practical preview rather than permanent law.

What you need to start a game

The July 29, 2026 announcement gives the clearest setup description:

  • One Leader Card
  • A 50-card deck
  • Five Chakra Cards
  • One Summon Card

The official overview uses different wording, describing “a deck of 51 cards, 5 Chakra cards, and 1 Summon card.” The most natural interpretation is that the overview counts the Leader together with the 50-card main deck, while the announcement calls the Leader out separately. That interpretation is not yet confirmed terminology. Until the final rulebook says otherwise, prepare one Leader, 50 main-deck cards, five Chakra cards and one Summon card, and check the published rules for the definitive deck-construction wording.

Choose a Leader before building the deck

Your Leader establishes the deck’s color identity. The official announcement says that the cards and strategies available to a player are determined by the Leader’s color, and instructs players to deploy Characters of the same color as their Leader. In practical terms, select the Leader first, then choose the Character and support suite that fits that color rather than assembling a generic pile and picking a Leader afterward.

Arrange the cards before the first turn

Keep the Leader in its designated Leader area, separate the five Chakra Cards from the main deck, and place the Summon Card where both players can see its status. Shuffle the 50-card main deck. The currently published material does not specify an opening-hand size, mulligan procedure, starting Life display, or exact zone layout, so use the final rulebook or an event judge’s instructions when those details are published.

The five card types

The official overview identifies five card categories. Knowing the job of each type makes the resource loop easier to understand.

Card type Role What is established
Leader Card Defines the deck’s color and is the main victory target. Your opponent wins by reducing its Life to 0.
Character Card Main battlefield units that fight Characters and Leaders. Some Characters can activate Ninjutsu by paying Chakra.
EX Character More powerful Character that enters after a specified condition is met. Its printed condition determines when it can be played.
Chakra Card Resource used to pay for Ninjutsu and other support effects. The game begins with five Chakra Cards.
Summon Card Resource used to pay the cost of bringing Characters onto the field. The official illustration shows the Summon being rested to deploy a Character.

Leader Cards

The Leader is both your deck’s identity and the life total your opponent is trying to defeat. Its color restricts the Character cards and strategies you can use. Because the published win condition is tied directly to Leader Life, protecting your Leader and choosing when to expose it to attacks are fundamental decisions even before detailed defensive rules are finalized.

Character Cards

Characters are the normal way to establish a battlefield. They can attack opposing Characters or a Leader, and some have Ninjutsu or support abilities that consume Chakra. The exact costs, traits and text on individual cards will determine whether a Character is primarily an attacker, a defender, a resource engine or a setup piece.

EX Characters

EX Characters are described as powerful Characters that enter play after specific conditions are met. They are not simply larger versions of normal Characters: their printed requirements are part of the balancing system. A deck that includes EX Characters must be able to satisfy those conditions consistently without abandoning pressure on the opposing Leader.

Chakra Cards

Chakra is the game’s spell-and-support resource. It is used to activate Ninjutsu and other support effects, so spending it is a trade-off between immediate tempo and preserving options for a later turn. The Gen Con report says spent Chakra does not automatically turn face-up during Refresh, but that detail is provisional and must be confirmed in the final rules.

The Summon Card

The Summon Card pays for bringing Characters onto the battlefield. In the official overview’s example, a player rests the Summon Card to deploy a Character. Under the reported demo rules, this creates a normal-summon limit of one Character per turn; EX Characters and effect-based summons can bypass that limit when their printed conditions allow it.

How a turn works: reported Gen Con demo sequence

The only detailed phase outline currently available comes from a reconstruction of Gen Con 2026 demonstrations. It is not an official comprehensive rulebook. Use it to understand the intended rhythm of play, but expect wording, timing and exceptions to be revised.

  1. Refresh: Return cards to Active Mode. The demo report specifically says spent Chakra does not automatically turn face-up, so do not assume every resource refreshes in the same way.
  2. Draw: On the first turn, the first player draws one card and the second player draws two. From turn two onward, both players draw two cards.
  3. Main: Play cards, activate Jutsu and attack in any legal order. The report describes no separate Battle Phase.
  4. End: Finish the turn and pass play to the opponent.

Because this sequence is provisional, a future rulebook may rename phases, change the first-turn draw, create a separate battle step or define timing windows that the demonstration did not show.

What is not yet settled about turns

Published beginner coverage notes that the following details remained open before a full rulebook was released:

  • Maximum hand size and whether a hand limit is checked at a particular time
  • Opening-hand size and mulligan procedure
  • Exact response timing for effects played during an opponent’s action
  • What happens when a player must draw from an empty deck
  • Precise zones and interactions involving the Leader
  • Complete tournament procedures and judge remedies

Do not invent house rules for these issues at sanctioned events. Follow the event organizer’s instructions until Bandai publishes the definitive procedures.

Summoning Characters

Normal Character summons

Under the reported demo rules, rest the Summon Card to pay for one normal Character summon during your turn. “Rested” means the card is turned to show that its resource has been used; the exact terminology and recovery timing should be checked against the final rulebook. The normal-summon limit is one Character per turn in the demonstration rules.

EX and effect-based summons

An EX Character or a Character brought in by an effect does not use the normal-summon limit when its printed condition permits that play. Read the card’s condition literally: an effect that says a Character is deployed is not automatically the same as paying for a normal summon, and an EX requirement is not automatically satisfied by merely having the card in hand.

Rush and summoning sickness

Characters normally cannot attack during the turn in which they are played. The reported exception is Rush, which allows a Character to attack immediately if its card text grants that ability. This creates a clear tempo choice: develop a board for future turns, or pay attention to Rush-enabled threats that can pressure Leader Life immediately.

How attacks and combat reportedly work

The following sequence is reconstructed from Gen Con demonstrations and may change:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Attack declaration: Choose an eligible attacker and declare whether it is attacking an opposing Character or the opposing Leader.
  2. Effect declaration: Declare applicable attack or Character effects at the point permitted by the card text and timing rules.
  3. Support cut-in: Resolve any support effects that can be inserted during the attack.
  4. Damage step: Compare the appropriate statistic and apply the result.

DMG and POW use different targets

The demo report distinguishes the two combat statistics. DMG is used against Leaders, while POW is used against Characters. That means a card built to damage a Leader is not automatically the best tool for clearing a Character, and vice versa. Check the printed statistic and target before committing an attack.

Which cards can be attacked?

Only Rest-mode Characters can be attacked under the reported rules. A Leader can be attacked while Active or Rested. The report also says there are no blockers, so defense is not described as assigning a separate Character to intercept an attack. These are important strategic assumptions for demo play, but they are not yet confirmed as final tournament rules.

Damage that remains on Characters

Damage on a surviving defending Character remains until the end of the turn in the demonstration rules. A partially damaged Character can therefore become an easier target later in the same turn, while a new turn may clear that temporary damage. The final rulebook must confirm whether this end-of-turn cleanup and the associated timing are retained.

How you win and how a game can end

Reduce the opposing Leader’s Life to zero

Your primary objective is to attack the opponent’s Leader and reduce its Life to 0. The official announcement phrases the goal as deploying Characters of the same color as your Leader and reducing the opponent Leader’s Life to 0; the official game overview states the same win condition.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Protect your own Life total

Because the same rule applies to both players, every attack on your Leader advances the opponent toward victory. Decide whether to keep the Leader Active, develop Characters that can answer threats, or spend Chakra on effects that preserve tempo. The exact defensive options are not yet fully published, so avoid assuming that a particular card can block or redirect damage unless its final text says so.

Deck-out and other loss conditions

The available material does not establish what happens when a player must draw from an empty deck, whether a player may concede at any time, or how simultaneous zero-Life events are resolved. Those are rulebook questions, not confirmed win conditions. Until they are published, the only universally documented victory condition is reducing the opposing Leader’s Life to 0.

Building a first deck

Start with the Leader and use the following process rather than choosing cards at random.

  1. Select the color identity: Pick a Leader whose color supports the way you want to play.
  2. Choose legal Characters: Build the Character suite around the Leader’s color, as required by the official announcement.
  3. Plan Summon usage: Since the Summon Card is shown as the payment method for Character deployment, include a curve of Characters that can be deployed efficiently under the one-normal-summon-per-turn demo rule.
  4. Reserve Chakra for key effects: Identify which Ninjutsu or support effects are worth holding Chakra for, and avoid spending every resource on the first available effect.
  5. Add EX Characters deliberately: Include EX Characters only when the deck can meet their printed conditions reliably.
  6. Balance pressure and protection: Your deck must advance its own Leader-Life plan while answering opposing Characters and preventing easy attacks on your Leader.

The exact number of copies, legal card pool, rarity distribution, sideboard rules and rotation policy have not been published. Do not copy deck-construction limits from another Naruto card game or assume that legacy products are compatible.

How to compare Naruto deck strategies

Once complete card lists are available, compare decks using the same practical criteria rather than judging only by character popularity.

Comparison axis Questions to ask Why it matters
Leader color and card pool Which Characters and support effects are legal for the Leader, and do they reinforce one plan? Color determines the available strategy and Character selection.
Character deployment speed Can the deck establish useful Characters quickly, and does it rely on a single normal summon each turn? Early board presence controls who can attack and which Characters remain safe.
Chakra efficiency How much value does each Chakra payment produce through Ninjutsu or support effects? Chakra is the resource for tactical effects, so inefficient spending can leave you unable to respond.
EX condition difficulty Can the deck meet the EX Character’s requirement on schedule without weakening its core plan? Powerful EX cards are useful only when their conditions are realistic.
Leader-Life pressure and protection How quickly can the deck threaten the opponent’s Life, and how well can it prevent attacks on its own Leader? Life reaching 0 is the documented victory condition.

A sample decision sequence on your turn

Because card text and final timing windows are not yet complete, the following is a decision framework rather than a scripted combo.

  1. Check which of your Characters are Active, which opposing Characters are Rested, and whether your Leader is exposed to an attack.
  2. Decide whether using the Summon Card for your normal Character is more valuable than holding resources for a response or Ninjutsu effect.
  3. Play any Character whose arrival changes the legality or value of your attacks, remembering that a normal Character generally cannot attack immediately without Rush.
  4. Declare attacks in an order that accounts for the reported support cut-in and damage steps; do not assume there is a separate Battle Phase.
  5. Spend Chakra only after identifying the attack or defense outcome you need. Chakra that is spent may not automatically refresh under the demo rules.
  6. End the turn with your Leader and key Characters positioned for the opponent’s likely attack, while recognizing that the final rules may define additional positioning or response options.

Common mistakes to avoid

  • Counting the deck incorrectly: The announcement says one Leader plus a 50-card deck, while the overview says “51 cards.” Treat that as an unresolved terminology issue, not permission to add an extra main-deck card.
  • Using off-color Characters: The published setup ties Character selection to the Leader’s color.
  • Spending all Chakra immediately: Chakra pays for Ninjutsu and support effects, so an empty resource pool can remove your best interaction.
  • Expecting every Character to attack immediately: The reported demo rules give normal Characters a delay unless they have Rush.
  • Assuming blockers exist: The Gen Con report says there are no blockers. Wait for the final rulebook before planning around interception mechanics.
  • Treating demo timing as permanent: The reported Refresh, draw, attack and damage procedures are provisional.
  • Importing rules from an older Naruto card game: This is a new product with its own Leader, Chakra and Summon systems. Legacy cards and rules should not be presumed compatible.

What to verify before playing at an event

Before attending a tutorial or tournament, check the latest official announcement and the event’s own player guide for:

  • The final rulebook and comprehensive timing chart
  • Whether the legal deck is formally defined as 50 cards plus a Leader or as 51 cards including the Leader
  • Opening hand, mulligan and first-player procedures
  • Chakra refresh and payment rules
  • Leader and battlefield zones
  • Blockers, responses and support timing
  • Deck-out, simultaneous effects and concession procedures
  • Product names, regional availability and the cards legal for that event

In-store tutorials are scheduled to begin in January 2027, ahead of the worldwide summer 2027 release. Tutorial staff may use demonstration materials that differ from the final tournament environment, so ask which rules document governs the session.

Bottom line for new players

Learn the game as a Leader-centered resource system: your color defines the deck, the Summon card develops the Character board, Chakra fuels Ninjutsu and support effects, and attacks ultimately target Leader Life. The announced setup is one Leader, 50 main-deck cards, five Chakra Cards and one Summon Card, although the separate “51-card deck” wording still needs clarification. Use the Gen Con turn and combat sequence to understand the intended flow, but rely on Bandai’s final rulebook for exact legal play when NARUTO CARD GAME launches in summer 2027.
