Workforce readiness is an investment gate built from several kinds of evidence: the available labor supply, the skills employers require, the capacity of training providers to close gaps, job quality, inclusion, resilience, and the strength of employer commitments.
No globally valid pass/fail score exists. A defensible decision uses a transparent, locally calibrated scorecard, validates skills with employers and observed work performance, and commits to measurable employment and earnings outcomes before money is awarded.

What workforce readiness actually measures
A region is workforce-ready for a proposed industry when it can recruit enough people, develop any missing capabilities within the investment timetable, and connect those people to jobs that are sufficiently attractive and durable. That is a system condition, not a trait possessed by the workforce alone.

The OECD Skills-First Readiness and Adoption Index illustrates the multidimensional approach. Its three sub-indices—Learning Ecosystem, Talent Recognition, and Enabling Environment—contain 25 indicators. A separate Labour Market Pressure for Skills-First Approaches index contains nine indicators. These measures organize the question; they do not establish a universal cutoff for a particular city or project.

The OECD labour-market framework also groups performance into job quantity and quality, inclusiveness, and resilience or adaptability. Those categories prevent an incentive from being judged only by the number of positions announced. A project with fewer jobs may be a stronger investment if its wages, advancement, durability, and evidence of demand are better.
Why a baseline must precede an incentive
Economic-development proposals often describe future hiring while leaving the starting point vague. Without a baseline, an agency cannot tell whether a training program added capacity, whether employers hired locally, or whether reported gains came from normal labor-market changes. Establish the baseline before funds are committed, freeze the definitions, and assign an owner to every measure.
The baseline should answer five questions:
- How many people could plausibly fill the target occupations, where do they live, and how quickly could they start?
- Which technical, digital, foundational, and behavioral capabilities do those occupations require?
- Can local schools, colleges, workforce agencies, and employers expand or adapt training before the hiring window closes?
- Will the jobs provide adequate pay, benefits, safety, predictable schedules, and advancement?
- Which groups are currently excluded or underemployed, and will the project improve their access?
Step 1: Define the investment and occupations precisely
Start with a written investment definition rather than a broad industry label. Record the industry, facility or business type, occupations, number of hires, hiring horizon, geography, and minimum job-quality standard. “Advanced manufacturing,” for example, is too broad for measurement until the proposal identifies the specific technician, operator, maintenance, logistics, or engineering roles involved.

Use the commuting area that employers will actually draw from, not automatically the boundaries of a municipality. A county average can hide a shortage in the neighborhoods nearest a site or a surplus of qualified workers who cannot reach it. Report results by location and show commuting patterns, transportation constraints, and the distance between training sites and jobs.
Specify the hiring horizon
Separate immediate openings from projected openings three or five years out. A training program that can graduate people in 18 months may solve a later expansion but not a facility that starts hiring in four months. Record expected recruitment dates, ramp-up stages, and the number of workers required at each stage.
Define job quality before counting jobs
Set minimum expectations for wages, benefits, schedule predictability, safety, employment security, voice, and advancement. Wage levels and wage progression should be measured, not inferred from an occupation title. If the proposal counts temporary, part-time, or contractor positions, identify them separately from regular jobs.
Step 2: Build a baseline dashboard
A useful dashboard combines administrative records, labor-market statistics, provider data, and employer evidence. Every indicator needs a definition, geography, time period, source, refresh schedule, and responsible owner.

| Baseline area | Measures to collect | Decision use |
|---|---|---|
| Labor supply | Labor-force participation, employment, unemployment, underemployment, commuting patterns, age, education, credentials, and location | Estimates the reachable pool and identifies barriers that a regional average conceals |
| Occupational demand | Vacancies, projected openings, turnover, employer-reported shortages, hiring volumes, and time to fill | Tests whether proposed hiring reflects observed demand rather than an announcement |
| Skills | Literacy, numeracy, digital, technical, behavioral, and job-specific capabilities | Shows where worker capabilities overlap with occupation requirements |
| Job quality | Pay, wage progression, benefits, schedule predictability, safety, security, voice, and advancement | Determines whether jobs can attract and retain workers |
| Training capacity | Completions, available seats, instructors, equipment, work-based learning, credential relevance, and time to completion | Measures whether providers can close gaps within the hiring timetable |
| Inclusion | Participation and outcomes by race, gender, disability, age, place, and other locally relevant groups | Reveals who is excluded and whether projected gains are broadly shared |
| Employer engagement | Data sharing, curriculum validation, placements, interviews, hiring commitments, and training contributions | Distinguishes a real hiring pipeline from a speculative promise |
| Resilience | Exposure to technology, trade, demographic, and cyclical shocks; retraining and redeployment capacity | Tests whether benefits are likely to persist when conditions change |
Disaggregate instead of averaging away shortages
Compare the target occupations’ projected demand with available workers by location, age, education, credential, and relevant technical and behavioral skills. A region may have many workers overall but too few people with the license, shift availability, or experience required for a particular role. Conversely, a measured shortage may disappear when adjacent occupations, commuting, or a realistic training pipeline is included.
Document data quality
Record whether a value is an administrative count, a survey estimate, an employer projection, or a modeled forecast. Note the collection date and any sampling or coding limitations. Skills-gap results can change with occupation codes, survey wording, geography, and timing, so the dashboard should be revised when labor-market conditions change.
Step 3: Measure skills from both sides of the market
Worker data show what people can do or believe they can do. Employer data show what jobs use, require, and reward. Neither side is sufficient by itself.
Worker and household measures
Use an instrument that covers literacy, numeracy, digital and technical skills, behavioral traits, and other capabilities relevant to the occupations. Include credentials and prior experience, but do not treat a credential as proof that a person can perform every task associated with it.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteThe World Bank’s STEP design is a useful model because it combines direct reading assessment and self-reported capabilities with employer information. STEP data currently cover urban adults aged 15–64 in participating countries and the collection years listed by the World Bank. Those historical, cross-country observations should not be presented as a current local estimate; a local team must update the evidence.
Employer measures
Ask firms which skills are used now, which are required at hiring, which are becoming more important, what training they provide, and how satisfied they are with available training. Collect the occupation, task, proficiency level, and time horizon for each answer. Ask employers to distinguish a true inability to find workers from a preference for candidates who already have experience that could be taught.
Make the gap calculation transparent
For each target occupation, publish the numerator, denominator, and threshold used. One transparent local calculation is:

- [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by
skill-match rate = workers meeting the published proficiency threshold ÷ projected hires in the occupation
The threshold, worker population, and hiring forecast must be stated alongside the rate. This is a local decision metric, not an internationally accepted pass mark. Report uncertainty when the worker count or employer forecast is estimated.
Step 4: Validate behavior, not just knowledge
Knowledge tests can show whether someone recognizes a concept; they are weaker evidence of reliability, safe conduct, teamwork, problem solving, or the ability to follow a process under real conditions. For incumbent workers or program participants, add structured work samples, demonstrations, attendance and reliability records, and supervisor observation.
U.S. Department of Labor guidance states: “The attainment of proficiency or competency in the foundational and worksite-specific skills necessary to be successful in the workplace should be determined by the employer.” The same guidance says employer observation of workplace performance is more effective for work behavior than true/false or multiple-choice tests.
Use a consistent observation protocol
- List the work behaviors that matter for each occupation, such as safe equipment use, handoff quality, attendance, customer interaction, or troubleshooting.
- Define observable proficiency levels and the evidence required at each level.
- Train supervisors or evaluators to use the same rubric and keep records of the task, date, conditions, and result.
- Combine observations with work samples and attendance data rather than allowing one supervisor’s impression to determine readiness.
- Review whether the assessment itself creates barriers unrelated to job performance, including inaccessible equipment or scheduling.
Step 5: Test training-system capacity and responsiveness
A list of existing courses is not proof that a region can supply workers. Count available seats, completions, instructors, equipment, work-based-learning placements, credential relevance, and time to completion. Check whether providers can add sections, recruit instructors, obtain equipment, and change curricula within the investment schedule.
Evaluate credentials for relevance
Map each credential to the tasks and proficiency levels employers identified. Record whether it is required, preferred, or merely familiar to hiring managers. A credential that does not lead to interviews, work samples, or recognized advancement should not be counted as equivalent to occupational readiness.
Measure work-based learning
Track internships, apprenticeships, clinical or lab hours, simulations, and other placements that let participants demonstrate skills. Record how many placements are available, who supervises them, completion rates, and whether participating employers interview or hire the people they host.

Calculate time and cost to close gaps
For every major gap, estimate the time from enrollment to verified proficiency and the resources needed to expand. Keep the estimate separate from the current baseline. A project should not receive credit for training capacity that exists only after an unapproved expansion or an unassigned funding request.
Step 6: Score system conditions and investment risk
Use a scorecard that makes trade-offs visible. A simple local scale can run from 0 to 3—0 means no credible evidence, 1 means limited evidence or a major unresolved gap, 2 means adequate evidence with manageable risk, and 3 means strong evidence with documented capacity. Publish the definitions and weights adopted by the investment committee; this scale is a governance choice, not a universal standard.
| Dimension | Evidence | Gate question |
|---|---|---|
| Skill match | Worker assessments, work samples, employer task requirements, and credential mapping | Do current or near-term workers meet the published proficiency thresholds? |
| Supply depth | Qualified workers, likely entrants, commuting reach, and demographic pipeline | Is there enough depth to handle hiring, turnover, and expansion? |
| Training responsiveness | Seats, instructors, equipment, completion time, placements, and expansion plan | Can gaps be closed before each hiring stage? |
| Employer commitment | Vacancies, wage offers, interviews, placements, data sharing, and curriculum participation | Will employers validate and use the pipeline? |
| Job quality | Pay, benefits, security, safety, predictable hours, voice, and advancement | Are the jobs likely to attract and retain local workers? |
| Inclusion | Access, participation, completion, placement, and earnings by locally relevant groups | Do projected gains reach people currently excluded or underemployed? |
| Resilience | Exposure to technology, trade, demographic, and cyclical shocks plus retraining capacity | Can workers and providers adapt if the industry changes? |
| Evidence quality | Recency, coverage, consistent definitions, employer response rate, and uncertainty | Is the decision based on reliable and current information? |
Set minimum conditions, not just an average score
An average can hide a fatal weakness. Require minimum evidence for safety-critical occupations, employer commitments, and the ability to train before the first hiring milestone. A project with a high supply score but no employer validation should not pass; neither should a project with strong demand but no credible way to train or retain workers.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Step 7: Compare competing projects on the same axes
When two investments seek public support, apply identical definitions and time horizons. Compare them on the following axes:
| Comparison axis | What to examine |
|---|---|
| Labor-supply depth | Qualified workers, likely entrants, commuting area, and expected turnover |
| Skill match | Overlap between measured capabilities and occupation requirements, including behavioral performance |
| Gap-closing burden | Time, cost, instructors, equipment, and placements needed to reach proficiency |
| Training scalability | Whether providers can expand without reducing quality or displacing existing learners |
| Employer commitment | Documented interviews, hires, placements, data sharing, wages, and curriculum participation |
| Job quality | Pay, benefits, safety, schedule, security, voice, and advancement |
| Inclusion | Access and outcomes for groups currently underrepresented or underemployed |
| Resilience | Exposure to shocks and the region’s ability to retrain or redeploy workers |
| Evidence quality | Recency, coverage, definitions, response rates, and uncertainty |
Do not rank projects by promised jobs alone. A smaller project with durable demand, better earnings, a credible training path, and measurable employer participation can produce greater public value than a larger but weakly supported promise.
Step 8: Establish the investment gate and reporting contract
Before approval, place the following items in the award decision:

- The baseline values, sources, collection dates, definitions, and known limitations.
- The employer evidence, including vacancies, required skills, wage offers, interviews, placements, and hiring commitments.

The U.S. Economic Development Administration recommends that a Comprehensive Economic Development Strategy include regional workforce composition and skills, training infrastructure, measurable goals, and employment and earnings outcomes. Use that discipline even when the project is not formally part of a CEDS.
Best Value
Separate commitments from forecasts
Label each number as a contractual commitment, a provider capacity estimate, an employer forecast, or a modeled scenario. Require evidence for each category. A forecast can inform a decision, but it should not be reported later as a job created or a worker trained.
Step 9: Track outcomes after funding
Use the same definitions after the investment as before it. The Workforce Innovation and Opportunity Act (WIOA) provides operational examples: employment in the second and fourth quarters after exit, median earnings, credential attainment, measurable skill gains, and effectiveness in serving employers.
| Outcome | How to report it |
|---|---|
| Employment after exit | State the share employed in the second and fourth quarters after program exit, with the exit cohort and denominator |
| Earnings | Report median earnings for the defined follow-up period and identify whether figures are nominal or inflation-adjusted |
| Credential attainment | Count credentials that meet the published occupational relevance rule, not attendance certificates alone |
| Measurable skill gains | Show the assessment or milestone used, the starting level, and the verified gain |
| Employer effectiveness | Report employer satisfaction, repeat participation, placements, retention, and whether the pipeline met stated skill needs |
| Equity outcomes | Publish participation, completion, placement, earnings, and retention by the groups defined in the baseline |
Publish a schedule for interim and final reporting. A project that meets enrollment targets but misses placement, earnings, or employer-effectiveness targets has not demonstrated workforce readiness simply because training activity occurred.
How to handle uncertainty and changing conditions
Skills-gap indicators are sensitive to occupation coding, survey wording, geography, and timing. Put version dates on the dashboard and explain any definition changes. If a major employer changes its hiring plan, refresh demand, supply, and training assumptions rather than preserving an obsolete baseline for comparability.
Triangulate whenever possible: compare administrative records with employer surveys, worker assessments, vacancies, and observed performance. Investigate large disagreements. For example, a survey shortage alongside low vacancy postings may indicate a retention problem, a wage mismatch, or an employer preference for experienced applicants rather than an absolute absence of workers.
A practical decision sequence
- Frame the project. Name occupations, hiring dates, geography, job-quality requirements, and the number of positions at each stage.
- Freeze the baseline. Collect labor supply, demand, skills, training, job quality, inclusion, employer, and resilience measures with definitions and dates.
- Test the skill match. Combine worker or household instruments with employer requirements and publish the threshold used.
- Observe performance. Use work samples, demonstrations, attendance, reliability records, and supervisor observation for incumbent or participating workers.
- Check capacity. Verify seats, instructors, equipment, work-based learning, credentials, and time to completion.
- Score risk. Apply the published local scale, enforce minimum conditions, and record evidence quality separately from the substantive score.
- Approve with conditions. Tie funding to employer commitments, training milestones, job quality, inclusion, and outcome reporting.
- Reassess. Refresh the dashboard when market conditions or employer plans change and use post-exit outcomes to decide whether later funding is justified.
What a workforce-readiness score can and cannot say
A local scorecard can make an investment committee’s reasoning explicit: it shows which dimensions are strong, which gaps are material, and what evidence would change the decision. It cannot convert uncertain forecasts into facts or compare regions fairly when the underlying definitions differ.
The OECD, International Labour Organization, EDA, and WIOA materials provide dimensions, indicators, and outcome definitions rather than one globally valid cutoff. The ILO’s work on basic and extended indicators is intended to improve comparability of skills-gap measurement; it does not remove the need to document local occupation codes, survey wording, geography, and timing. The Education-to-Workforce Indicator Framework synthesized 41 existing frameworks in 2023, underscoring how many legitimate measurement choices exist.

The defensible answer to “Are we ready?” is therefore conditional: ready for which occupations, by when, at what job quality, with what training expansion, employer evidence, and protection against downside risk? An incentive should proceed only when those conditions and the measures used to monitor them are explicit.
