To find out whether Google Search ads caused conversions—not merely received credit for them—compare outcomes for an ad-exposed group with outcomes for a comparable group held out from the ads. Google Ads calls this a Conversion Lift study. Its treatment-control difference estimates incremental conversions; ordinary attribution reports conversions associated with ads but cannot show by themselves whether those conversions would have happened anyway.
What “incremental conversions” means
A conversion is incremental when it happened because of the advertising being tested. If someone would have completed the same action without seeing or clicking an ad, the conversion may appear in an attribution report but is not incremental to that ad.

Attribution and incrementality answer different questions. Attribution assigns credit according to a chosen model and its rules. A controlled lift study estimates the causal effect by comparing downstream outcomes for people or places exposed to ads against outcomes for a control group that was not exposed. The observed difference is the estimated lift, not a count of conversions that can be identified individually as “caused” by an ad. Google describes Conversion Lift as a way to measure this incremental effect.

Google Ads offers user-based and geo-based approaches. The choice depends on campaign eligibility, the outcome and data you can measure, and whether users or geographic regions make the more useful experimental unit.

| Decision point | User-based Conversion Lift | Geo-based Conversion Lift |
|---|---|---|
| What is compared? | Groups formed from aggregated user attributes. | Geographic regions assigned to exposed and control conditions. |
| Offline conversion data | Verify that the specific setup is supported; Google’s overview associates offline-data support with geo-based studies. Google Conversion Lift overview | Google documents support for offline data and multiple conversion types. Geo-based Conversion Lift setup |
| Main practical checks | Campaign and conversion-action eligibility, observed conversion volume, and study power. | Comparable regions, compatible conversion data, account access, feasibility, and potential spillover between regions. |
| Key interpretation risk | Too few outcomes or insufficient study power can leave the estimated lift uncertain. | Exposure or conversions crossing between treatment and control regions can reduce the measured difference. |
Google’s setup documentation lists Search among the campaign types supported by geo-based Conversion Lift, but that does not mean every advertiser or campaign can run a study. User-based and geo-based studies also have different data and design requirements; confirm the supported configuration in the account rather than assuming one approach is available. Google’s geo-study guidance explains eligibility and setup.
How to plan and interpret a lift study
-
Define the question and outcome
Specify which Search campaign or campaigns are being tested, the conversion outcome that matters, and the decision the result will inform. Prefer an outcome close to the business goal. A shallower event may be useful only when deeper outcomes are too sparse and the earlier event is directionally relevant. Study feasibility depends on the configuration and conversion volume. Google’s guidance on feasibility and certainty explains how to assess whether a study can detect lift.

Check access and feasibility before committing
Check whether Conversion Lift is available in the Google Ads account and whether the intended campaigns and conversion actions are eligible. Google notes that access is not universal and directs advertisers to their representative. For a geo-based study, review the in-product feasibility estimate and confirm that the conversion data you plan to use is supported. Do not treat general feature support for Search as confirmation that your own account qualifies. Conversion Lift overview and geo-based setup guidance.

Choose the experimental unit
Use a user-based design when the relevant comparison is between exposed and unexposed user groups and the supported conversion setup fits your needs. Consider a geo-based design when regions are a practical unit for assigning exposure or when supported offline outcomes are important. For geo studies, regions should be sufficiently comparable for the intended comparison; geography is not automatically a clean substitute for randomizing users.
-
Protect the comparison
Keep treatment and control definitions clear, follow Google’s implementation guidance, and avoid changes that affect one group differently from the other during the study. In a geo design, limit cross-region exposure and conversion spillover where practical. Google warns that a person exposed in a treatment region who later converts in a control region can reduce the observed treatment-control difference. Geo-based Conversion Lift setup.

Read lift metrics, not attribution totals
Use the study’s estimated incremental conversions and, when conversion values are supplied, incremental conversion value. Incremental cost per action (iCPA) relates spend to estimated incremental conversions; incremental return on ad spend (iROAS) relates spend to incremental value. These measures depend on the outcome definition and how value is assigned, so decide those before interpreting the result. Attributed conversions can provide campaign context, but they are not a substitute for the treatment-control lift estimate. Google Conversion Lift overview.

Wait for the study to finish and report uncertainty
Google says geo results may appear while a study is running but recommends waiting until it ends for the most accurate results. Report the lift estimate alongside the study’s certainty information or interval, the spend and period tested, the conversion definition, and relevant limitations. Google’s certainty guidance explains why chance and measurement noise can produce an apparent positive or null result.

What a lift result can—and cannot—tell you
A positive estimate with adequate certainty is evidence that the tested ads produced additional conversions under the conditions measured. It is not a guarantee that every campaign, audience, period, or level of spend will produce the same effect. A low-certainty result, or a result with no detected lift, does not prove the true effect is exactly zero. It may mean the study could not distinguish an effect from noise.
Keep the conclusion bounded to the tested campaign setup, outcome, spend, and period. If the result is inconclusive, the sensible next step may be to improve study feasibility, run a better-powered test, or gather more data—not to declare the ads effective or ineffective. Google’s documentation describes feasibility and certainty as aids to interpreting whether a study can detect lift; it does not establish independent validation of every platform estimate or eligibility for any particular account. Google feasibility and certainty guidance.
Use the estimate to make a decision
Whether incremental conversions are worthwhile depends on the business outcome and its value, not simply on whether lift is positive. Compare incremental conversions or incremental value with the spend and decision threshold that matter to the business. iCPA and iROAS can help frame that comparison when the study provides suitable conversion and value data. The result is an estimate for the tested conditions, so avoid extrapolating it automatically to other campaigns or future budgets.
Google’s Experiment Center distinguishes studies measuring incremental outcomes from experiments that compare campaign tactics or settings. A test showing which setting performs better does not, by itself, establish whether ads generated conversions that would otherwise not have occurred. Google Ads Experiment Center guidance.
