1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteMeasure AI-assisted PR outreach against a defined communication objective and a documented baseline. Compare AI-supported work with your existing workflow on comparable audiences and time windows, then assess the entire chain: what you produced, how people responded, what they understood or did, and the organizational result. More pitches, faster drafting, or a different writing style are activity changes—not proof of improvement. AI-generated discovery in answer engines is a separate measurement question and should be tracked as such.
Define “improvement” before using AI
An evaluation is useful only when it answers a decision. Write down what you may change: use AI for contact research, personalization, drafting, follow-up, workflow administration, or not at all. You can also decide that AI is permitted only for selected steps and requires human approval elsewhere.

Start with the organizational aim, then translate it into one measurable communication objective. For example, an organizational aim might be to strengthen relationships with a defined group of technology journalists. The communication objective could be to increase the number of accurate, relevant briefing conversations with that group during a stated campaign period. The objective should identify:

- Audience: the people or organizations whose response matters, with inclusion and exclusion rules.
- Desired change: a response, understanding, trust signal, briefing, article, audience action, or other observable step.
- Baseline: the comparable result from the current workflow or a prior period, with its measurement method recorded.
- Measurement window: when outreach starts, when responses are counted, and when downstream effects are assessed.
- Target and decision rule: the threshold or pattern that would justify expanding, restricting, or stopping AI use.
AMEC’s Integrated Evaluation Framework treats objectives, benchmarks, plans, and targets as part of planning as well as post-campaign review. The framework is free and non-proprietary, but the team must obtain and document its own data.

Use a comparison that can actually answer the question
The cleanest practical design compares comparable outreach handled with AI assistance against outreach handled through the existing process. This is an application of objective-led, benchmarked evaluation guidance, not a published experiment proving that one workflow performs better.
Keep the comparison fair
- Define the eligible population. Use the same beat, geography, seniority, publication type, contact recency, and relevance rules for both groups.
- Set the objective and window once. Do not give one group a different success definition or extra time to generate responses.
- Assign contacts or batches transparently. Random assignment is preferable when practical. If assignment is based on journalist fit, market segment, or account priority, record that difference because it can explain the result.
- Log the assistance. Note whether AI was used for discovery, research, personalization, drafting, follow-up timing, or administration; record the model or tool version when available, prompts or workflow templates, human edits, and approval steps.
- Freeze the primary measures before reviewing results. You may add exploratory analysis later, but changing the main KPI after seeing the outcome weakens the comparison.
- Use the same counting rules. Define what counts as a delivered pitch, relevant reply, qualified conversation, accepted briefing, accurate placement, or downstream action before either group is evaluated.
If a controlled comparison is impossible, use a historical or rolling benchmark and label the evaluation observational. Report other changes—news events, spokesperson availability, list quality, timing, budget, or distribution—as possible explanations rather than assigning the result to AI.
Comparison axes to record
| Axis | What to compare | Interpretation question |
|---|---|---|
| Communication objective | Same objective statement, target, and window | Did both workflows pursue the same change? |
| Audience relevance | Fit to the defined journalist or stakeholder criteria | Were contacts equally eligible before outreach? |
| Personalization quality | Accuracy, specificity, context, and usefulness of each pitch | Did personalization help the recipient, or merely add surface detail? |
| Workflow effort | Staff hours, review time, rework, and approval steps | Did any gain in outcomes justify the resources and controls required? |
| Meaningful response | Relevant replies, questions, requests, or qualified conversations | Did the intended audience engage, not just acknowledge receipt? |
| Coverage quality | Accuracy, message context, prominence, audience fit, and sentiment where appropriate | Was resulting coverage useful and correct? |
| Downstream outcome | Awareness, trust, preference, action, relationship, demand, or another agreed result | Did communication contribute to the organizational objective? |
Measure the full chain, not just pitch volume
AMEC separates activity from audience and organizational effects. Use the following sequence in your reporting so a rise in output is not mistaken for a rise in value.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Outputs: what the team produced and distributed
- Number of pitches prepared and sent.
- Number of eligible contacts reached and delivery or bounce status.
- Number of follow-ups and the interval between attempts.
- Responses and resulting coverage, separated into raw volume and relevant, usable results.
- Human review findings on factual accuracy, disclosure, personalization, tone, and compliance.
Outputs tell you what happened operationally. They do not establish that recipients cared or that the organization benefited.
Out-takes: what the audience understood or did immediately
Depending on the objective, track attention, recall, understanding, engagement, questions, requests for more information, or a request to schedule a briefing. For a small campaign, a structured coding sheet can classify replies as no response, decline, generic acknowledgement, clarification request, qualified interest, or accepted briefing. Use the same categories for both workflows.
Outcomes: changes among the target audience
Outcomes can include changes in awareness, understanding, trust, preference, intention, or behavior. A placement count is an output; evidence that the intended audience understood a key claim or changed its stated preference is an outcome. Choose only outcomes that match the objective and that you can measure credibly.
Impact: contribution to the organizational aim
Impact may involve reputation, durable relationships, demand, sales, donations, policy, or social change, where those are appropriate objectives. PR rarely controls these results alone. Attribute cautiously, document other influences, and describe communication as a contribution unless a stronger design supports a narrower claim.

The OECD’s summary of the Barcelona Principles 4.0 (2025) likewise calls for clear measurable objectives, stakeholder understanding, relevant-channel measurement, qualitative and quantitative analysis, and joint reporting of outputs, outcomes, and impact. It rejects advertising value equivalents as a substitute for communication value.
Build a KPI set with definitions and denominators
A useful scorecard combines rates, quality judgments, effort, and downstream evidence. The exact KPIs depend on your objective; the following definitions prevent common counting errors.
| Measure | Definition | Guardrail |
|---|---|---|
| Relevant reply rate | Relevant replies divided by successfully delivered pitches | Define “relevant” before coding; exclude auto-replies and unrelated responses. |
| Qualified conversation rate | Qualified conversations divided by delivered pitches | Specify the qualification criteria, such as confirmed topic fit and willingness to continue. |
| Briefing acceptance rate | Accepted briefings divided by qualified conversations or delivered pitches | Use one denominator consistently and show both when the funnel is small. |
| Accurate-placement rate | Placements meeting your accuracy and relevance rubric divided by total placements | Review the article or segment, not only its headline or URL. |
| Audience-fit rate | Contacts meeting the pre-defined audience rule divided by contacts pitched | Measure list quality separately from response performance. |
| Effort per qualified result | Total documented staff hours divided by qualified conversations, briefings, or another chosen result | Include editing, fact-checking, approvals, correction work, and tool administration. |
| Correction or retraction rate | Items requiring factual correction or withdrawal divided by items published or sent | Track severity; a minor wording fix is not equivalent to a material error. |
| Downstream action rate | Target-audience actions divided by the measured audience exposed or reached | State how exposure was established and avoid claiming causation from correlation alone. |
Do not create a single composite score unless each component has a clear rationale, weighting, and sensitivity check. A high reply rate with poor accuracy can be worse than a lower rate with trustworthy coverage. Keep the underlying measures visible.
Review quality with a repeatable human rubric
Counts and rates show how much happened; human review shows whether the work was relevant and responsible. The cited standards call for qualitative as well as quantitative analysis but do not provide a universal PR-pitch scoring rubric. Create one that fits your objective and apply it consistently to both workflows.
An illustrative review sheet
Score each item on a defined scale—for example, 0 (not met), 1 (partly met), or 2 (fully met)—and write a short evidence note. The scale is a team-designed instrument, not an industry benchmark.
- Audience fit: Is the recipient demonstrably relevant to the topic and intended audience?
- Factual accuracy: Are names, roles, dates, figures, claims, and references correct?
- Context: Does the pitch show a defensible reason this story matters to that recipient now?
- Specificity: Does it offer a concrete angle, source, data point, or access rather than generic praise?
- Message integrity: Is the central claim represented without exaggeration or misleading omission?
- Tone and respect: Is the message concise, professional, and appropriate to the relationship?
- Disclosure and governance: Are relevant commercial, synthetic, privacy, or approval requirements handled?
- Correction burden: How much human rework was required before sending or publishing?
Use two reviewers for a sample when possible. Discuss disagreements, refine ambiguous definitions, and preserve the original score and rationale. This makes quality changes auditable instead of turning a favorable impression into a result.
Measure efficiency without confusing speed with value
AI can change how quickly a team researches, drafts, or personalizes. Record elapsed time and staff effort by workflow stage: list building, research, drafting, fact-checking, approvals, sending, follow-up, and correction. Also record the number of people involved and any waiting time.

Compare effort per meaningful result, not only minutes per pitch. A workflow that doubles output while doubling review and correction work has not necessarily improved efficiency. Conversely, a slower process may be justified if it materially increases accurate briefings or reduces reputational risk. State whether time is self-reported, sampled, or captured from a system, because measurement method affects comparability.

Keep AI-generated discovery as a separate workstream
Whether AI systems discover and represent an organization is related to PR visibility but does not answer whether AI improved pitching. Measure it separately so a change in an answer engine is not attributed to the outreach workflow without evidence.
AMEC’s GEO Principles and practitioner guide, launched on 20 May 2026, groups AI-led discovery evidence into three areas:
1. Upstream reputation signals
Track earned coverage, third-party commentary, references by credible organizations, and other signals that feed the information environment. Record source quality, recency, topic relevance, and whether the mention is accurate. These are inputs to discoverability, not proof that a particular pitch caused an answer.
2. Search and content readiness
Check whether authoritative pages and published material are technically accessible, clearly structured, current, and explicit about entities, claims, dates, and evidence. Document what was checked and when. Do not treat technical readiness as a guarantee that an AI system will use the material.

Use a fixed prompt set that represents real user questions. Run the same prompts across documented platforms and dates, preserving the exact wording and relevant settings. Record whether the organization appears, its prominence, framing, citations, omissions, factual accuracy, and reputational risk.
Repeat observations rather than relying on one answer. AI outputs vary by platform, model update, location, account state, prompt history, and retrieval sources. Report the platform, date, method, assumptions, sample size, and limitations. Treat results as directional evidence and triangulate them with reputation and content signals; a single platform score is not ground truth.

James Crawford, managing director of PR Agency One and an AMEC Board Director, summarized this approach: “The most useful measurement will come from triangulating evidence: the reputation signals that feed the information environment, whether organisations are technically and editorially discoverable, and what AI systems then present to users.”
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Report uncertainty and alternative explanations
Every result should state whether it came from a controlled comparison, a matched observational comparison, or a historical benchmark. Include group sizes, assignment method, response window, missing data, and any material differences between groups.
Do not attribute a change to AI when other explanations remain plausible. Common confounders include:
- A breaking news event or seasonal editorial cycle.
- A stronger or weaker story, spokesperson, asset, or data release.
- Different journalist seniority, beat, geography, or prior relationship.
- Changes in subject lines, send times, follow-up policy, or delivery quality.
- List cleaning, opt-outs, bounce handling, or a new monitoring source.
- Model updates, prompt changes, staff learning, or a simultaneous process redesign.
Show absolute counts alongside rates. A change from one response to two can produce a large percentage movement while remaining too small for a stable conclusion. Avoid presenting a directional pattern as a universal effect size or benchmark.
OECD’s account of Barcelona Principles 4.0 describes formative, process, and summative evaluation. Formative checks help adjust a plan while work is underway; process checks show whether the intended workflow was followed; summative evaluation assesses results after the defined period. Using all three prevents a late report from hiding preventable list, accuracy, or governance problems.
A practical measurement workflow
- Write the decision statement. Example: decide whether AI may remain in research and drafting for a defined journalist segment, subject to human fact-checking.
- Write the communication objective. Name the audience, desired change, baseline, period, target, and primary KPI.
- Define eligibility and exclusions. Freeze the contact, campaign, delivery, and response rules before assignment.
- Prepare the logging sheet. Include contact or batch identifier, workflow, assistance used, prompt or template version, staff hours, delivery status, response code, quality scores, coverage, corrections, and downstream observations.
- Assign comparable work. Randomize when practical; otherwise document matching criteria and differences.
- Run human approvals. Verify facts, relevance, privacy, disclosure, and tone before sending. Preserve the pre-edit and final versions when governance requires it.
- Monitor process measures. Check list quality, delivery, response coding, correction events, and adherence to the assigned workflow during the campaign.
- Collect out-take, outcome, and impact evidence. Use the pre-defined survey, interview, coverage review, referral, action, or organizational data source appropriate to the objective.
- Analyze by workflow and relevant segment. Show counts, rates, quality, effort, and uncertainty. Do not hide unfavorable cases in an average.
- Run the AI-discovery workstream separately. Repeat the fixed prompt set and report upstream, readiness, and downstream findings together.
- Make the decision using the pre-written rule. Expand, restrict, redesign, or stop the AI step; record what evidence led to that choice.
Example reporting layout
A concise internal report can use this order:
- Decision and objective: what was being decided and for whom.
- Design: workflow definitions, assignment, dates, window, and data sources.
- Outputs: delivered pitches, contacts reached, replies, and coverage.
- Quality and effort: rubric results, correction burden, staff hours, and governance exceptions.
- Out-takes and outcomes: understanding, qualified interest, accepted briefings, audience response, and downstream actions.
- Impact contribution: organizational indicators and other factors that could have influenced them.
- AI discovery: prompt set, platforms, dates, representation, citations, omissions, framing, and risk.
- Uncertainty: sample size, missing data, observational limits, and plausible alternative explanations.
- Decision: the operational change, owner, review date, and conditions for reversal.
Common measurement mistakes and fixes
Counting more pitches as improvement
Problem: AI increases production volume, so the team reports success without showing audience value.
Fix: Pair output counts with relevance, meaningful response, quality, effort, and downstream measures tied to the objective.
Using open or click activity as the main result
Problem: technical activity is treated as persuasion or relationship progress.
Fix: Use delivery or engagement data as process evidence, then measure qualified responses, understanding, briefings, coverage quality, or the agreed organizational action.
Best Value
Changing the audience or denominator mid-campaign
Problem: a workflow appears better because low-fit contacts were removed only from its results.
Fix: Freeze eligibility and counting rules; report list quality separately.
Scoring personalization by appearance
Problem: a detailed sentence is rewarded even when it is irrelevant or inaccurate.
Fix: review contextual relevance and factual accuracy with evidence notes, not stylistic enthusiasm.
Ignoring correction and governance work
Problem: drafting time falls while fact-checking, approvals, privacy review, or corrections rise unnoticed.
Fix: include all required effort and log errors by severity.
Attributing business results directly to PR or AI
Problem: sales, demand, reputation, or policy movement is credited to one workflow despite many influences.
Fix: describe contribution, document other drivers, and use a stronger comparative design before making a causal claim.
Using one AI-answer score
Problem: a single platform, prompt, or vendor score is treated as a stable measure of discoverability or reputation.
Fix: repeat a documented prompt set, compare accuracy and framing across observations, and triangulate with upstream and readiness evidence.
Using advertising value equivalents
Problem: a media-space price is presented as communication impact.
Fix: report the actual audience, quality, outcome, and organizational measures; do not substitute an advertising value equivalent.
What the current evidence does—and does not—show
AMEC’s Integrated Evaluation Framework and the Barcelona Principles 4.0 provide a disciplined way to plan objectives, benchmarks, channels, qualitative and quantitative analysis, and reporting. AMEC’s GEO guidance adds a distinct method for examining AI-led discovery through upstream signals, content readiness, and downstream answers.

These standards do not establish that AI-assisted pitching improves reply rates, placements, or business outcomes. No effect size or universal benchmark is established here. A team can make a defensible claim only from its own well-documented comparison or from a direct comparative study that matches its context. Until then, describe AI as a workflow change being evaluated, not as a proven performance improvement.
