Track adoption, developer experience, task results, quality, rework and delivery—not just usage or perceived speed—and count reclaimed engineering capacity as a benefit only when it is actually put to valuable work.
What ROI means for an AI developer tool
A tool can make an individual task feel faster without improving delivery, reducing costs or creating more business value. For ROI, connect an observed change to a specific outcome, state how you valued it and identify the time period covered.

A practical calculation is:
Net ROI = (monetized attributable benefits − total incremental costs) / total incremental costs
Report the result as a percentage and give the measurement period. For example, a result covering a short pilot should not be presented as an annual return without explaining the extrapolation and its assumptions. If the evidence does not support converting an outcome into money, report the operational result separately rather than assigning it a speculative dollar value.

Potential benefits include reduced rework or faster delivery when those changes are measured and attributable. Engineering capacity reclaimed can also be a benefit, but only if the organization can identify valuable work that the freed capacity enabled. A time-saving estimate by itself is not realized financial value.
Design a pilot that supports a fair comparison
- Set the baseline first. Define the work, teams or developers, quality rubric, outcome measures and observation period before access begins. Record existing performance and costs in the workflow you intend to assess.
- Choose a credible comparison. Where practical, compare similar teams or randomly assign access. If that is not feasible, match comparable work and document selection effects and other differences that may influence results. No comparison design removes every confound.
- Separate access from adoption. Record who had the tool available, who used it, how often, and for which task categories. Availability does not establish use, and use does not establish a benefit.
- Allow for learning. Track onboarding and training time separately from later use. Show whether results changed as developers became familiar with the tool; do not silently treat the learning period as steady-state performance.
- Define quality guardrails in advance. Set the criteria for tests, defects, review findings, maintainability or other relevant measures before comparing outcomes. This reduces the risk of calling work faster when it simply shifted effort into review or rework.
- Set a period and report uncertainty. State when the pilot ran, how much work was observed and what limits the comparison. Distinguish observed results from estimates and associations.
Measure a balanced set of outcomes
Developer productivity is multidimensional. SPACE groups relevant dimensions as Satisfaction and well-being, Performance, Activity, Communication and collaboration, and Efficiency and flow; no single activity count fully represents productivity. Use measures that reflect the workflow and business question, rather than assuming that more code or accepted suggestions mean more value. GitHub’s explanation of developer productivity and happiness discusses this broader framing.

- Developer experience and flow: satisfaction, frustration, focus, perceived cognitive load and whether developers can spend time on meaningful work. Treat survey responses as perceptions, not financial returns.
- Task and workflow results: completed comparable work, task completion time, review cycle time, waiting time and rework time. Define what counts as a comparable task.
- Quality and rework: test outcomes, defects, review findings, maintainability, reliability and post-merge rework. Interpret these against the rubric set before the pilot.
- Delivery performance: throughput and stability at the team or service level, including deployment or recovery outcomes when relevant. Do not attribute every movement in these measures to the assistant.
- Adoption and cost: active use, acceptance, task categories, licenses or usage, onboarding, training, administration and review effort.
- Business value: the operational change that produced monetary value, the valuation method, the time horizon and whether capacity was actually redeployed.
Lines of code, acceptance rate, tool usage and reported time savings can help describe activity or experience, but none is a standalone measure of business return.

- License, subscription or usage expenditure for the measured period.
- Rollout, onboarding and training time, including the learning period.
- Administration and governance effort.
- Additional review effort and any observed increase in rework.
Keep costs and benefits on a consistent time basis. If one-time rollout costs are included while benefits are projected beyond the observed period, identify that projection and its assumptions rather than presenting it as measured ROI.
Convert measured changes into value carefully
For each proposed benefit, document the baseline, observed change, attribution basis, valuation method and time period. A delivery improvement may matter commercially, for example, but a faster task is not automatically revenue or cost savings. Explain the path from the measured change to the financial outcome.

DORA’s resource on the ROI of AI-assisted software development connects delivery measures with financial impact, but the valuation assumptions still need to be made for the organization and use case being assessed. Google Cloud / DORA’s ROI resource provides that framing.

What published studies can—and cannot—tell you
Published results are useful context, not a universal productivity multiplier. The studies below differ in participants, tools, tasks and measures, so their effect sizes should not be averaged into one forecast for a company.
| Evidence | Reported result | How to interpret it |
|---|---|---|
| DORA / Google, 2025 | Nearly 5,000 technology professionals surveyed and more than 100 hours of qualitative data. | DORA characterizes AI as an amplifier of organizational strengths and dysfunctions. Its framing emphasizes the organizational system around the tool. Read the DORA 2025 report page. |
| Microsoft Research, 2025 | A combined 26.08% increase in completed tasks, with a standard error of 10.3%, across 4,867 developers in three randomized field experiments at Microsoft, Accenture and an anonymous Fortune 100 company. | This is a combined estimate from those study settings, not a guaranteed enterprise ROI or direct dollar return. Read the Microsoft Research study. |
| METR / arXiv, 2025 | Among 16 experienced open-source developers completing 246 tasks in mature projects, completion time was 19% longer when AI was allowed. Participants primarily used Cursor Pro and Claude 3.5/3.7 Sonnet. After the study, participants estimated AI had reduced their time by 20%. | This small, specific study does not establish that tools generally slow developers down. The difference between perceived and observed time illustrates why both should be measured. Read the METR study. |
| GitHub, 2022 | In a controlled JavaScript HTTP-server task, 95 professional developers were randomly assigned; 55% faster completion was reported, and 78% of the Copilot group completed the task versus 70% of the group without Copilot. | This narrow task experiment is not a forecast of team-level ROI. Read GitHub’s productivity and happiness study. |
| GitHub, 2024 study, article updated 2025 | In a controlled code-quality task completed by 202 developers with at least five years of experience, GitHub reported changes in readability (+3.62%), reliability (+2.94%), maintainability (+2.47%) and conciseness (+4.16%); Copilot users were 5% more likely to approve code. | These are results under the study’s task and review rubric, not a general quality guarantee. Read GitHub’s code-quality study. |
| Google Cloud summary of DORA, 2024 | A 25% increase in AI adoption was associated with 7.5% higher documentation quality, 3.4% higher code quality and 3.1% higher code review speed, alongside estimated delivery throughput 1.5% lower and delivery stability 7.2% lower. | These are reported associations and estimates, not isolated causal effects. The summary also stresses delivery fundamentals such as small batches and robust testing. Read the 2024 DORA report announcement. |
| GitHub and Accenture, 2024 | Among surveyed Accenture developers, 90% said they felt more fulfilled using Copilot and 95% said they enjoyed coding more. Sixty-seven percent reported using it at least five days per week, averaging 3.4 days weekly. | The work combined randomized access, telemetry, adoption measures and user surveys. Usage and perceptions provide context, not financial returns. Read the GitHub and Accenture study. |
| GitHub survey, 2022 | Among more than 2,000 developers who registered for the Technical Preview, 60–75% reported greater fulfillment, less frustration or more focus on satisfying work; 73% reported staying in flow and 87% reported conserving mental effort on repetitive tasks. | These are survey perceptions among Technical Preview registrants, not causal business outcomes. Compare tools or pilot designs on the same axes
If you are evaluating multiple tools or rollout approaches, use the same measures for each. Product capabilities and prices change, so verify current terms and requirements at procurement time.
- Total incremental cost.
- Fit for the developers’ tasks and workflow.
- Adoption and time to competence.
- Quality and rework.
- Developer experience.
- Delivery performance.
- Governance requirements.
- Confidence in the comparison and attribution.
DORA’s 2025 report summarizes its central framing this way: “The greatest returns on AI investment come not from the tools themselves, but from a strategic focus on the underlying organizational system.” Treat that as DORA’s perspective on its findings, not proof that a particular organizational change will improve a particular company’s ROI.
