The reliable way to manage data-center water is to establish a clearly defined facility boundary, measure every relevant water input, measure IT energy over the same period, and calculate Water Usage Effectiveness (WUE) in liters per kilowatt-hour. Then reduce avoidable use by tuning controls, improving cooling-tower operation and checking whether alternative cooling methods fit the site’s climate, water chemistry, reliability needs and energy objectives.
WUE is an intensity metric, not a complete water-impact statement. Publish the ratio together with annual water volume, water source and quality, reporting period, facility scope and local context.

What WUE measures—and what it does not
The U.S. Department of Energy Federal Energy Management Program (DOE FEMP) gives the practical calculation:
WUE = annual site water usage (liters) ÷ annual IT equipment energy use (kWh)

The result is expressed in liters per kilowatt-hour (L/kWh). The numerator is water used by the defined data-center site during the reporting year; the denominator is energy consumed by IT equipment during that same period and under the selected measurement method.
ISO/IEC 30134-9:2022 specifies WUE as a data-center key performance indicator for the use phase, including categories, measurement, calculation, reporting and interpretation. Use the standard’s exact category definitions when you need a formal comparison or compliance-grade report.
A lower ratio means less measured water per unit of IT energy within the stated boundary. It does not, by itself, prove lower total environmental impact. A cooling change can reduce direct water use while increasing electricity demand and associated emissions. Conversely, water cooling can reduce energy consumption and related carbon emissions compared with air-based systems in some configurations. Location, humidity, ambient temperature, water source and local availability all affect the result.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsKeep these terms separate in your ledger:
- Water withdrawn or supplied: water entering the facility boundary from a utility, well or other source.
- Water consumed: the portion not returned to the source in the same form or location, according to the accounting definition you adopt.
- Water discharged or returned: water leaving the boundary, such as cooling-tower blowdown or treated effluent.
Do not substitute one term for another. State which quantity appears in your WUE numerator and how return flows are treated.
Set a defensible data-center boundary first
WUE comparisons fail when sites count different equipment or shared building services. Write the boundary before installing meters or downloading utility data.
Define included spaces and systems
Document the buildings, rooms and plant systems that serve the data center. Decide whether the boundary includes:
- IT rooms and the energy used by servers, storage and networking equipment;
- chillers, pumps, cooling towers, dry coolers, heat exchangers and associated treatment systems;
- humidification equipment;
- maintenance, testing and other water uses that support data-center operation; and
- shared building services such as toilets, kitchens or general HVAC.
For a mixed-use building, either install separate meters or transparently estimate the data-center share. Record the allocation method and keep it consistent from year to year. A change from measured allocation to an unsupported estimate can create an apparent WUE improvement that is only an accounting change.

Match the boundary to reporting rules
EU Commission Delegated Regulation (EU) 2024/1364 requires reporting centers to measure water volumes entering the boundary and used for data-center functions and to identify the WUE category. It references EN 50600-4-9 methodology or an equivalent. This is a jurisdiction-specific requirement, not a rule for every facility worldwide. Check the current regulation and the rules that apply to your location before making a compliance claim.
When comparing two sites, require the same boundary, WUE category, reporting period and treatment of shared uses. If they differ, present the figures as separate disclosures rather than as a ranking.
How do I measure water use in a data center?
Use a documented water balance. The following sequence creates an auditable baseline.
- Freeze the scope and period. Name the facilities, systems and services in the boundary. Choose a full 12-month period, normally a fiscal or calendar year, and record the start and end dates.
- List every source and use. Identify potable, reclaimed, rainwater, well or other supplies. Map where each source goes: cooling-tower makeup, humidification, process systems, sanitation and other facility uses. Record water quality because treatment requirements and allowable cycles depend on chemistry.
- Reconcile bills with site meters. Collect utility invoices and main-meter readings for the same dates. Investigate differences caused by billing estimates, meter resets, leaks, reading dates or water that serves non-data-center tenants.
- Add submeters at major branches. A total facility meter establishes the input. Submeters can isolate cooling-tower makeup, humidification and other large users. DOE metering resources specifically discuss submetering water, and its metering best-practices guide describes cooling-tower makeup metering as a way to identify abnormal flow.
- Verify meter suitability and data quality. Select and install instruments according to pipe size, flow range, water quality, pressure, installation conditions and the site’s instrumentation requirements. Keep calibration, maintenance and data-logging records. There is no single meter type or model that fits every facility.
- Measure IT energy over the identical period. Apply the boundary and method required by your chosen standard or reporting rule. Retain the underlying interval or billing records instead of keeping only the final annual total.
- Calculate and review WUE. Divide annual site water usage in liters by annual IT equipment energy in kilowatt-hours. Have operations and finance or sustainability staff review the inputs before publication.
- Publish the context. State the boundary, category, dates, sources, water quantity definition, allocation method, data quality and any estimated values. Report absolute annual water volume alongside WUE.
Build a water ledger
A simple ledger makes unexplained changes visible. Keep at least these fields for each source and use:
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →| Ledger field | What to record |
|---|---|
| Source | Utility, well, reclaimed or other supply |
| Point of measurement | Main meter or named submeter and its physical location |
| Water quality | Potable, reclaimed or other specified quality |
| Use | Cooling-tower makeup, blowdown, humidification, sanitation or another defined use |
| Period | Reading dates and the annual reporting interval |
| Quantity and unit | Metered volume with the original unit and converted liters |
| Data status | Actual reading, utility bill, allocation or documented estimate |
Reconcile the sum of branch meters to the facility input. A persistent gap may indicate an unmetered branch, leak, meter error or a boundary assumption that was never documented.
Calculate and communicate WUE without misleading comparisons
Use one numerator and one denominator
Convert all water readings to liters and all IT energy records to kilowatt-hours before division. Use the same dates for both. If a site opened partway through the year, state the partial period rather than annualizing it without explanation.
For an illustrative calculation, a site that records 8,760,000 liters of in-boundary water and 12,000,000 kWh of IT energy for the same year would report 0.73 L/kWh. This is an arithmetic example, not a performance benchmark.

Report the ratio with absolute water
WUE can improve because IT energy rises faster than water use, even while total water demand increases. Conversely, a smaller facility can have a low annual volume but a high intensity. Publish both figures, along with source and quality, so readers can see the actual demand and the efficiency ratio.

Microsoft reports a global FY25 WUE of 0.27 L/kWh for July 1, 2024 through June 30, 2025. Its stated scope is datacenters it fully owns and controls that had been operational for 12 months at the time of calculation. The same page reports the following regional values:
| Microsoft FY25 region | Reported WUE | Scope and period |
|---|---|---|
| Global | 0.27 L/kWh | Datacenters fully owned and controlled, operational for 12 months; July 1, 2024–June 30, 2025 |
| Americas | 0.34 L/kWh | Microsoft’s stated facility scope and FY25 period |
| Asia Pacific | 0.25 L/kWh | Microsoft’s stated facility scope and FY25 period |
| Europe, Middle East and Africa | 0.03 L/kWh | Microsoft’s stated facility scope and FY25 period |
These regional differences are not a controlled comparison of cooling systems: climate, humidity, facility age, design and operating conditions vary. No industry-wide “good WUE” threshold is established by the cited DOE and ISO material. A benchmark is meaningful only when boundaries, categories, periods, climate and cooling designs are comparable.
Where data-center water is normally used
Cooling-tower evaporation
Evaporation removes heat from the circulating water in an evaporative tower. It is a direct water demand that rises with rejected heat and operating conditions.
Cooling-tower blowdown
As water evaporates, dissolved minerals remain in the circulating loop. Operators discharge a portion as blowdown to control concentration and add makeup water. Both streams belong in the water balance.

Humidification and other facility uses
Humidification can be significant in climates or operating regimes that require it. Include it, along with sanitation, maintenance and any process use that falls inside the boundary. Do not assume the cooling tower is the only material consumer.
How can a data center reduce water use?
Tune temperature and humidity controls
DOE FEMP notes that data-center temperatures are often held below recommended setpoints and that humidity may be controlled more narrowly than necessary. Review actual setpoints against applicable equipment and thermal guidance. Where the IT equipment, controls and facility design permit, widen operating ranges gradually and monitor reliability, alarms, hardware health and environmental excursions.

Reducing unnecessary cooling load can reduce the heat that must be rejected, but verify both water and energy results. A control change that saves tower water while increasing chiller electricity may not improve the site’s total impact.
Optimize cooling-tower cycles of concentration
Cycles of concentration describe the dissolved-mineral concentration in circulating water relative to makeup water. Increasing cycles can reduce blowdown and makeup demand, but the safe limit depends on water chemistry, treatment, corrosion, scaling, biological control and equipment constraints.
DOE FEMP, citing its Cooling Tower Best Management Practice, reports that increasing cycles from three to six reduces cooling-tower makeup-water requirements by 20% and cooling-tower blowdown by 50%. Treat these as guidance figures for that specified operational change, not a guaranteed result at every site. Have qualified facilities and water-treatment staff establish and validate the operating limit.
Use water-side economizing where the plant supports it
Water-side economizing uses an integrated heat exchanger so the cooling tower can cool the chilled-water loop during mild outdoor conditions, bypassing or reducing chiller work. In suitable designs and climates it can reduce water and energy use, but the result depends on the plant configuration, ambient conditions and control sequence.
DOE notes that compressor heat can contribute up to 20% of the cooling-tower system’s total heat-rejection requirement in the described configuration. That figure is context from the guidance, not a guaranteed saving for another facility.
Find and correct abnormal flow
Trend the main meter and cooling-tower makeup submeter against IT load, outdoor conditions, tower operating hours and treatment activity. A sudden increase without a corresponding load or weather change warrants an inspection for leaks, stuck valves, failed controls, overflow, meter faults or an unrecorded use. Keep the investigation record with the annual water ledger.
Match water quality to the design
Reclaimed water may reduce potable-water demand where it is available and approved for the intended use. Its mineral and biological characteristics can change treatment requirements and allowable cycles. Evaluate source reliability, seasonal availability, treatment cost, discharge limits and equipment warranties before switching sources.

DOE FEMP describes “a variety of low-cost, no-cost, operations and maintenance (O&M) related water-saving opportunities” as options for existing federal data centers. The practical implication is to begin with setpoints, controls, leaks, meter visibility and tower operation before committing to a major plant retrofit.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Compare cooling choices with a water-and-energy lens
Do not label air cooling, liquid cooling or evaporative cooling as universally best. Compare the complete operating context:
| Decision axis | Questions to answer |
|---|---|
| Direct water | How much water enters the boundary, how much is consumed or discharged, and which sources and qualities are used? |
| Energy and emissions | Will the option increase or reduce chiller, fan, pump or treatment energy, and what emissions follow from the local electricity supply? |
| Local water context | Is water available year-round? What are watershed conditions, drought exposure and seasonal restrictions? |
| Reliability | How does performance change with local temperature, humidity and extreme weather? |
| Measurement quality | Can the option be isolated with meters and reported under a consistent WUE boundary and category? |
| Retrofit and operations | What structural changes, treatment, controls, maintenance and operating limits are required? |
Google describes campus decisions as balancing carbon-free energy with responsibly sourced water and says water cooling can reduce energy consumption and related carbon emissions compared with air-based cooling. Microsoft likewise notes that location, humidity and ambient temperatures affect WUE. These statements support a site-specific assessment, not a universal technology ranking.

Troubleshoot common WUE reporting problems
WUE suddenly increases
Check for a leak, tower overflow, failed valve, abnormal blowdown, humidifier fault, meter reset or missing IT-energy data. Confirm that the reporting period and unit conversions did not change.
WUE improves but water volume rises
Look at the two absolute totals. The denominator may have grown faster than the numerator. Report both numbers rather than presenting the lower ratio as an unconditional reduction.
Two facilities show very different ratios
Compare boundary, WUE category, climate, humidity, cooling design, water source, operating period and data quality before drawing a conclusion. A regional value is not evidence that one cooling system is inherently superior.
The main meter and submeters do not reconcile
Check reading dates, unit conversions, meter calibration, unmetered branches, shared tenants, leaks and discharge paths. Document the unresolved difference and identify whether the annual numerator is measured or estimated.
What a credible annual disclosure contains
A concise but defensible report should state:
- the facilities and systems inside the boundary;
- the WUE category and calculation method;
- the reporting dates;
- annual site water usage in liters and the definition used;
- annual IT equipment energy in kilowatt-hours;
- the resulting WUE in liters per kilowatt-hour;
- water sources and qualities;
- shared-use allocation methods;
- metering coverage, estimates and known data gaps; and
- local water, climate and operating context where it affects interpretation.
This format lets a reader distinguish a real operational change from a change in scope or accounting.
