Before increasing an AI project’s budget, establish what changed against a credible baseline, calculate benefits and full lifecycle costs over the same period, and test whether the result is likely to hold at scale. There is no research-backed ROI percentage that automatically makes an AI project worth expanding; the right funding threshold depends on your goals, alternatives, risk tolerance, and the strength of the evidence.

How do I measure the ROI of an AI project?

Start with the business problem, not the AI tool. Describe the workflow or customer need, who is affected, how it works today, and the outcome the project is meant to improve. Then choose a small set of measures that connect directly to that outcome. The Australian Government’s National AI Centre guidance recommends setting the problem, expected outcome, and progress indicators before investing.

  1. Define the intended change. Specify what should improve, for whom, and in which process. Examples include shorter task times, more completed cases, fewer errors, higher conversion, or better customer satisfaction.
  2. Record the baseline. Measure the existing process before AI is introduced. Note what “business as usual” includes, such as staffing, workload, service levels, and other tools or process changes.
  3. Choose an evaluation approach. If practical, compare outcomes with a suitable group or workflow that did not receive the intervention. Depending on the setting, an experimental or quasi-experimental design may help distinguish the AI effect from other changes. For a complex program, a theory-based evaluation may be more appropriate. The UK government’s Magenta Book supplement explains these approaches for AI interventions in central government and public services; its evaluation principles can inform other settings, but its scope is public-sector interventions.
  4. Measure outcomes and costs over a matching period. Compare the observed result with the baseline, include the full costs incurred to achieve it, and state the time window. If attribution to AI is uncertain, show the observed change separately from the portion you estimate is attributable to AI.
  5. Report uncertainty, not false precision. Show a range or scenarios when results depend on uncertain adoption, costs, or attribution. Make the assumptions visible.

A familiar accounting presentation is net benefit = monetised attributable benefits − full costs, followed by ROI = net benefit ÷ full costs × 100%. This is a useful way to present financial results, not a universally prescribed AI evaluation method. Keep nonfinancial outcomes, risks, and uncertainty visible alongside the percentage.

Choose measures that fit the use case

Not every project needs every metric. Select measures that reflect the intended outcome and the risks of the workflow. Technical benchmark scores can help assess system performance, but they do not by themselves establish organisational impact.

Dimension Before the pilot During or after Question before expansion
Cost Current process cost and expected implementation costs Licences, infrastructure, data work, training, support, and oversight Which costs rise with volume, users, or integration?
Time and capacity Task duration, demand, and throughput Time with AI, adoption, and how released capacity is used Will time saved become useful work or greater output?
Quality and risk Error, rework, incident, or risk baseline Changes in errors, review burden, incidents, or compliance Could errors or harms increase at larger volume?
Revenue and customers Relevant conversion, retention, and service levels Observed change and plausible attribution Does the effect persist across customer segments and seasons?
People and adoption Current satisfaction and workflow Uptake, satisfaction, overrides, and review effort Will users accept the process and staffing changes?

What costs should I include when calculating AI ROI?

Count costs on the same time horizon as benefits. A vendor invoice alone is rarely a complete cost estimate. Include the work needed to prepare, deploy, operate, govern, and improve the system.

  • Technology: licences or subscriptions, cloud or other infrastructure, integrations, and external implementation support.
  • Data and setup: data preparation, access, quality work, testing, and changes needed to connect the system to existing processes.
  • People and change: staff training, workflow redesign, change management, human review, and time spent supervising or correcting outputs.
  • Ongoing operation: monitoring, maintenance, support, governance, compliance work, and updates as models or business needs change.
  • Opportunity costs and risks: staff time diverted from other work and material operational, security, compliance, or quality risks.

OECD guidance on public-sector AI investment stresses tracking full costs and outcomes; the exact cost categories and accounting treatment will depend on the organisation and project. NIST’s evaluation procedure for industrial condition-monitoring systems likewise makes baseline risk, installation and operating costs, system risks, and estimated value part of the investment assessment. That procedure is an industrial example, not a universal template for every AI workflow.

How should I value time savings and other benefits?

For time savings, measure task duration before and with AI, then multiply the difference by an appropriate estimate of staff-time cost. Treat that result as an estimate of released capacity—not automatically as a realised cash saving. It becomes financial value when the organisation redeploys the capacity to useful work, increases productive output, or reduces an expense.

As Australia’s National AI Centre puts it, “Time saved only delivers value if it’s redirected to useful work, such as serving customers, improving quality or growing the business.” Track where the capacity goes and whether the intended benefit materialises.

For quality, compare error or rework rates and their associated costs. For revenue, retention, or customer outcomes, allow enough time to observe meaningful change and be cautious about attributing it to AI when pricing, marketing, demand, or other process changes also shifted. Include measures such as satisfaction, decision quality, compliance, and risk when they matter to the business case, even if they are not easily converted into money.

How do I know if an AI pilot is worth scaling?

A positive pilot result is evidence to examine, not a guarantee of rollout performance. Expansion can change the users, workflows, data, demand, model performance, and amount of human review. Before committing a larger budget, test whether the economics and outcomes remain plausible under those conditions.

  • Recheck the comparison. Ask whether other changes could explain the result, and whether the baseline and comparison still represent the larger rollout.
  • Look for uneven effects. Check whether results vary across teams, tasks, customer groups, or operating conditions, and identify unintended effects.
  • Forecast the full rollout. Map implementation work across departments, including integration, data and workflow changes, training, governance, support, and continuing oversight.
  • Test operating assumptions. Estimate how adoption, review effort, demand, throughput, and performance over time affect costs and benefits.
  • Expand in phases. Use milestones and continued monitoring so funding can be adjusted as evidence accumulates and the system changes.

The OECD’s firm-adoption guidance emphasises defining the problem and assessing the additional value AI could bring using operational data. Its account describes institutional practices and advice, rather than providing a universal causal estimate of company returns. A 2025 OECD discussion of government AI investment also notes that cost and impact evidence is often missing or anecdotal while efforts remain provisional or at pilot stage; that observation concerns public administration, not a measured rate of private-sector pilot failure.

What should the budget decision include?

Present the funding request so a decision-maker can see what is measured, what is estimated, and what remains uncertain. Compare the project with alternatives competing for the same resources, rather than treating its ROI percentage as a standalone verdict.

  • Business problem and intended outcome
  • Baseline, comparison method, measurement period, and attribution limits
  • Observed results, monetised benefits, and nonfinancial outcomes
  • Full costs to date and forecast lifecycle costs at the proposed scale
  • Assumptions, uncertainty, downside risks, and effects across groups or contexts
  • Requested next funding tranche, measurable milestones, and conditions for pausing, reviewing, or stopping

Useful comparison criteria include lifecycle cost, size and relevance of benefits, evidence quality, uncertainty, risk, effects on service or compliance, scalability, and strategic contribution. NIST’s industrial example applies a risk-based investment analysis and notes that a monitoring solution may not benefit every process—another reason to assess fit rather than assume a tool has value everywhere.

There is no universal private-sector AI ROI target or validated cross-industry payback period established by the cited guidance. Treat any threshold as an organisation-specific rule based on goals, cost of capital, risk tolerance, available alternatives, and confidence in the measurement.

What public-sector figures do—and do not—show

The OECD’s 2025 reporting on the 2023 Digital Government Index says 88% of OECD countries had a standardised approach to developing value propositions for digital-government investments, while 41% had developed a risk-assessment mechanism for those investments. These are country-level public-sector governance figures, not the share of AI projects that produce positive ROI and not a private-company investment benchmark.
