Apple School Manager (ASM) and mobile device management (MDM) do different jobs: ASM connects eligible school-owned devices to an MDM service and manages volume content licenses; MDM configures and manages the iPads themselves. For a smooth deployment, assign devices to the school’s MDM service before activation, decide how enrollment will work, and prepare apps and network capacity before students receive devices.
Apple School Manager vs. MDM: what each system does
Think of ASM as the school’s enrollment and licensing control point, and MDM as the service that sends settings and managed content to each iPad. ASM can link eligible devices to the school’s chosen management service and support bulk app and book purchasing. It does not, by itself, apply every restriction or configuration to an iPad; that work is handled through MDM.

Apple describes ASM as a web-based portal for administrators deploying devices bought directly from Apple or from a participating Apple Authorized Reseller or carrier. A consumer-purchased iPad does not automatically appear in the school’s ASM account simply because the school intends to use it. Device eligibility and assignment determine whether automated enrollment is available. Apple’s introduction to Apple School Manager and its setup guide explain the relationship.
Set up the school deployment before handing out iPads
Plan the deployment as a sequence: establish management, assign devices, choose enrollment behavior, then prepare content and test the student experience.

- Choose a compatible MDM service. Confirm it supports the school’s intended enrollment method, device configuration, and content management. ASM connects to the selected service; it is not a substitute for it.
- Enroll the organization in ASM and connect purchase channels. Eligible devices bought directly from Apple or participating resellers or carriers can be added through the relevant organizational purchasing channel. Some devices can also be added manually using Apple Configurator; confirm eligibility and the applicable process in Apple’s setup documentation.
- Assign each device to the MDM server in ASM. Assignment is the key step that lets the MDM service configure activation and enrollment for eligible devices. Do this before deployment rather than assuming a device will enroll automatically because the school owns it.
- Set enrollment and Setup Assistant policies in MDM. Decide whether enrollment is required, whether a student or staff member must authenticate, and which Setup Assistant screens to show or skip.
- Acquire and assign apps and books. Decide which licenses are assigned to devices and which to users, then stage the content students need first.
- Test the complete activation path. Use a representative iPad to verify Wi-Fi access, enrollment, the expected Setup Assistant screens, management status, and delivery of essential apps before distributing the full set.
- Prepare the people and environment. Confirm network readiness and ensure IT staff and faculty understand the chosen workflow and where to get support. Apple’s education deployment guide frames the work around planning, infrastructure, team enablement, deployment, and teaching tools; it focuses on K–12 and higher education in the United States, and availability can differ elsewhere. Choose between one-to-one and shared iPads
The right model depends on how students will use devices, not on a universal rule. Apple treats one-to-one and shared deployments as distinct scenarios. Consider the users, enrollment controls, content assignments, network capacity, and how devices will be handled at the end of a term.
| Planning question | One iPad per student or staff member | Multiple students share iPads |
|---|---|---|
| User model | A device is allocated to an individual. | Devices are used by more than one student. |
| Management control | Enrollment may be required, authenticated, and—for supervised devices—configured so the MDM profile cannot be removed. | Shared iPad requires each device to be supervised in ASM and configured for the shared environment through MDM. |
| Setup and handout | Eligible devices assigned to MDM in ASM can use automated enrollment and preconfigured Setup Assistant. | Plan shared-mode setup as a distinct deployment workflow; the device enters the shared environment after its next activation and MDM enrollment once enabled. |
| Content | Apps can be assigned to devices or users; books cannot be assigned to devices. | Plan app and book licensing around the school’s user and device model; book licenses remain user-assigned. |
| Operational planning | Account for Wi-Fi readiness, first-day app downloads, and how devices will be managed when students leave. | Account for the same network and content needs, plus the reset and reactivation required to remove a device from Shared iPad. |
One-to-one deployments
For individually allocated iPads, determine whether students or staff should authenticate during enrollment and whether the device should remain under management if someone tries to remove its profile. For supervised devices, Apple documents an option to make the MDM enrollment profile nonremovable.

Shared iPad deployments
Every device must be supervised in ASM before Shared iPad is enabled through MDM. After it is enabled, the device switches to the shared environment following its next activation and MDM enrollment. Leaving Shared iPad is not a simple profile change: Apple says the device must be erased and reactivated. Apple’s enrollment configuration guidance covers these behaviors.

Apple documents several choices for devices enrolled through ASM. An organization can require MDM enrollment, and the MDM service can require a username and password during Setup Assistant. For supervised devices, the enrollment profile can be made nonremovable. These choices affect whether a user can bypass management and whether the school can associate a person with a device.

MDM can skip selected Setup Assistant panes to shorten setup, but it cannot use ASM to skip the first three iPad panes: language, country or region, and Wi-Fi. When a pane is skipped, its associated feature uses a default setting; skipping a screen does not by itself permanently prohibit later use of that feature. Review the intended setup on a test device before handout. See Apple’s device enrollment configuration options.
Assign apps and books with their different rules in mind
ASM and MDM work together to purchase content in volume, assign it to users or devices where supported, and distribute it wirelessly—including in deployments where the App Store is disabled. Apple recommends assigning apps to devices to simplify initial distribution: it avoids an invitation step and the need for an account on the device. In-app purchases are not compatible with apps assigned to a device.

- Apps: Licenses can be assigned to devices or users. App licenses may be revoked and reassigned. Apps assigned through MDM may be removed if a user unenrolls the device.
- Books: Books cannot be assigned to devices. Apple says book licenses purchased through ASM cannot be revoked and reassigned, unlike app licenses.
For a large rollout, Apple advises staging only the apps required on the first day, then making additional apps available over time to reduce the risk of saturating network bandwidth. Apple’s app and book purchasing guidance details the assignment rules.

Plan for ongoing management and local availability
Device deployment is not finished at activation. The school needs a workable process for preparing infrastructure, enabling IT and faculty, distributing content, and supporting teaching tools. Check that local requirements and regional availability fit the intended setup: Apple’s education deployment guide focuses on U.S. K–12 and higher education, and not every feature or service is available in every region.

ASM can also connect with a Student Information System through direct integration or SFTP and can integrate identity providers. The precise integration steps depend on the systems in use, so consult the relevant current documentation for those services rather than assuming one connection method applies to every school. Apple’s ASM setup overview describes these integration options.
