Manage an Indonesia portfolio as two linked exposures: the value of the rupiah against your base currency and your ability to raise cash without unacceptable losses. Start by mapping every asset, liability and cash flow by currency; calculate the net mismatch; set exposure and liquidity limits; then choose a hedge whose tenor, settlement method and collateral requirements match the underlying risk. Keep a dedicated cash and near-cash reserve, test a falling-rupiah scenario together with wider spreads and delayed settlement, and review counterparties and limits at least daily.
This approach matters because Indonesia is sensitive to foreign portfolio flows. The IMF’s 2025 external-sector assessment says reliance on foreign portfolio investment can expose the economy to sharp swings in market sentiment, risk premia and global financial conditions. Indonesia’s official reserves were reported at US$156 billion in 2024, equal to 11.2% of GDP and 6.4 months of prospective imports; those are sovereign-level buffers, not a guarantee that an individual portfolio can transact at its target price during a shock.

What currency and liquidity risk mean in an Indonesia portfolio
Currency risk is the possibility that exchange-rate movements change the value of an investment, liability or cash flow when measured in the portfolio’s base currency. A US-dollar investor who owns rupiah assets loses base-currency value when the rupiah falls, even if the local asset price is unchanged. The reverse can occur when a foreign-currency liability funds a rupiah asset and the rupiah appreciates.
Liquidity risk is the risk of being unable to sell, settle, fund or collateralise a position when required, or of having to accept a materially worse price. It has several dimensions:

- Cash liquidity: immediately available cash for settlement, margin, taxes and withdrawals.
- Market liquidity: sufficient buyers, market depth and a manageable bid-ask spread.
- Settlement liquidity: the ability to deliver the required currency and securities on time.
- Collateral liquidity: assets that a lender or clearing arrangement will accept, at a predictable haircut.
A portfolio can have a sound cash balance and still be vulnerable if its largest positions cannot be sold quickly, if a hedge requires unexpected margin, or if settlement in the needed currency is delayed. The IMF’s 2025 stress-testing work describes overall Indonesian bank liquidity as sound while warning that foreign-exchange liquidity risks require close monitoring and that liquidity-coverage requirements should apply to all banks.
Begin with a complete currency map
Choose the measurement currency
State one base currency for performance, risk limits and reporting. It should be the currency in which the owner measures wealth and expects to spend or distribute cash. A global fund may use USD; an Indonesian institution may use IDR; a European investor may use EUR. Do not mix a USD performance target with IDR-only limits without translating both into a common framework.
List assets, obligations and contingent cash flows
Record the currency, amount, date and certainty of each item. Include more than the security’s trading currency:
- Equities, government bonds, corporate bonds, money-market instruments and deposits.
- Dividends, coupons, redemptions, subscriptions and expected distributions.
- Borrowings, repurchase agreements, derivatives collateral and variation margin.
- Investor withdrawals, tax payments, management fees and operating expenses.
- Committed but undrawn facilities and other contingent calls that could become cash needs in a stress.
An Indonesian company’s share may be quoted in rupiah while its revenues, debt service or dividend policy are linked to dollars. Conversely, an exporter with dollar receipts may have a natural offset to a dollar liability. Classify the economic currency of each cash flow rather than assuming the quotation currency tells the whole story.
Calculate net exposure, not just gross positions
For each currency, subtract liabilities and expected outflows from assets and expected inflows after applying defensible correlations or natural offsets. Report both the absolute amount and the percentage of portfolio net asset value. A simple schedule can look like this:
| Item | Currency | Amount in local currency | Base-currency value | Timing and certainty |
|---|---|---|---|---|
| Indonesian government bonds | IDR | Position value | Translated at current rate | Liquidation depends on market depth |
| Coupon receipts | IDR | Expected amount | Translated at stress and current rates | Known payment date |
| Investor redemption | USD | Committed amount | Base-currency amount | Near-term obligation |
| FX forward settlement | USD/IDR | Contract amount | Mark-to-market plus settlement need | Contract maturity |
The net figure is the starting point for a hedge. A large IDR asset and a large USD liability can produce a modest net mismatch, but both legs still create liquidity, collateral and rollover demands.
Set risk limits before selecting a hedge
Use a hierarchy of limits
Write limits that distinguish strategic exposure from temporary trading decisions. A practical policy can include:

- Net USD/IDR exposure: a maximum absolute mismatch as a percentage of net asset value.
- Unhedged foreign-currency share: the portion deliberately left open because of cost, return objectives or a natural offset.
- Hedge ratio: the percentage of a defined exposure covered, with a permitted range rather than an unmonitored target.
- Tenor and rollover limits: maximum maturity and the proportion that expires in any one week or month.
- Counterparty limits: gross and net mark-to-market exposure by bank, broker and legal entity.
- Minimum liquidity: cash and eligible near-cash assets after stressed margin and redemption needs.
Bank Indonesia’s Net Open Position (NOP) concept is a useful control analogy: the relevant danger is the gap between foreign-currency assets and obligations, not the gross size of either side. BI says the NOP instrument is intended to control currency risk, reduce excessive currency mismatch and maintain liquidity resilience in the banking industry. A portfolio policy should adapt that principle to its own mandate rather than assume the banking rule automatically governs every investor.
Understand published position caps
BI financial-market guidance lists maximum outstanding positions of 100% of portfolio value for FX purchases and 25% for FX sales, subject to the applicable framework. Treat these as regulatory parameters to verify with the relevant bank, custodian or adviser at the time of trading, not as a universal portfolio recommendation. OJK and BI eligibility, documentation and threshold rules can change as market conditions and policy responses evolve.
Build liquidity buckets and a liquidation waterfall
Assign every asset to a bucket based on how quickly it can produce usable cash under normal and stressed conditions. The buckets should be sized from obligations and stress losses, not from a convenient round percentage.
| Bucket | Purpose | Typical contents | Control question |
|---|---|---|---|
| Immediate | Settlement, margin, taxes and expected withdrawals | Cash in required currencies and immediately available balances | Can the portfolio meet the next payment without selling an asset? |
| Operating | Needs over the next several months | Highly liquid government bills, money-market instruments and deposits matched to dates | How much value could be realised after a stressed haircut? |
| Strategic | Longer-term return objectives | Assets with longer liquidation times or wider stressed spreads | What is the acceptable sale time and price concession? |
Document a liquidation waterfall before a crisis. For example, use excess cash first, then maturing bills, then the most liquid government securities, while protecting assets whose sale would trigger a large spread or tax cost. Identify which holdings are encumbered as collateral and therefore unavailable. BI notes that efficient, liquid and deep money markets give participants more flexibility to manage funding, investment and hedging; that market access should inform, but not replace, your own reserve.
Size the reserve from a combined cash need
Calculate the reserve as the sum of expected near-term outflows, stressed margin, settlement obligations and a contingency for delayed receipts, less reliable inflows and unencumbered cash. Keep the result by currency. A USD redemption cannot always be met with an IDR deposit without taking an additional conversion and market-liquidity risk.
Stress currency price and liquidity together
A stand-alone exchange-rate shock understates risk because a falling rupiah can coincide with outflows, wider spreads and higher collateral calls. Run combined scenarios at least quarterly and whenever exposures or market conditions change.
Core scenarios
- Rupiah depreciation: test a 10% and a 20% IDR fall against the base currency, then translate assets, liabilities, coupons and hedge settlements.
- Spread and depth shock: widen bid-ask spreads, reduce executable size and apply larger haircuts to less liquid bonds and equities.
- Funding shock: increase initial and variation margin, shorten the time available to meet a call and assume a portion of expected inflows is delayed.
- Flow shock: combine foreign-investor outflows with a simultaneous redemption wave from your own investors.
- Settlement disruption: delay receipt of securities or currency and test whether the immediate bucket still covers obligations.
For each scenario, report base-currency loss, remaining cash by currency, collateral headroom, days until a forced sale, hedge effectiveness and the first limit breached. Include second-round effects: selling a bond may lower its price, increase the portfolio’s unhedged exposure and create another margin call.

Use stress results to trigger action
Set pre-agreed escalation points. A breach might require reducing an open position, raising cash, extending a hedge, transferring collateral or pausing new investments. The policy should name the decision-maker, notification deadline and permitted instruments; otherwise a stress test becomes an observation rather than a control.

Choose the hedge that matches the exposure
| Instrument | Best fit | Main benefits | Risks and costs to test |
|---|---|---|---|
| Forward | Known amount and date | Locks an exchange rate without an option premium | Counterparty credit, mark-to-market, rollover, settlement and unwind liquidity |
| Deliverable or non-deliverable forward | USD/IDR exposure where delivery or cash settlement is appropriate | Can match a defined maturity; a DNDF settles the difference rather than delivering the underlying currency | Basis to the portfolio’s actual cash rate, fixing risk, collateral, counterparty and market depth |
| FX swap | Temporary funding or exchanging currencies across two dates | Useful for short-term liquidity and maturity management | Rollover, funding spread, counterparty and settlement risks |
| Cross-currency swap | Recurring or longer-dated principal and interest cash flows | Matches periodic currency obligations over a longer schedule | Basis, collateral, valuation complexity, break costs and long-dated counterparty exposure |
| Option or call-spread option | Protection with some upside retained | Defines adverse-rate protection while preserving favourable moves, depending on structure | Upfront premium, volatility pricing, strike risk, liquidity and possible caps on upside |
BI rules recognize spot, forwards, swaps, options, cross-currency swaps and call-spread options against the rupiah. If a contract specifies a reference fixing, JISDOR is used under the relevant framework. Confirm the product’s eligibility, fixing convention, settlement currency, documentation and collateral terms with the regulated provider before execution.
How eligible non-residents can assess a USD/IDR DNDF
Bank Indonesia describes a USD/IDR DNDF hedge window for eligible non-resident portfolio investors. The published description includes six-month and twelve-month tenors, JISDOR fixing and specified Indonesian securities as underlying transactions: SRBI, government securities (SBN), corporate bonds, asset-backed securities and equities.
- Confirm investor and account eligibility. Ask the appointed Indonesian bank or custodian to verify that the investor, fund structure and transaction qualify under the current BI framework.
- Match the underlying exposure. Document the eligible security, its value, ownership and the portion being hedged. Do not assume an unrelated USD receivable qualifies.
- Select the six- or twelve-month tenor. Compare the maturity with the security’s expected holding period, coupon dates and redemption schedule.
- Confirm the fixing and settlement. Record JISDOR fixing timing, cash-settlement currency, payment date, collateral and what happens if the underlying security is sold early.
- Check limits and reporting. Obtain the current position cap, eligible-document list, valuation method and required reports in writing before trade confirmation.
A DNDF removes the need to deliver the underlying USD or IDR at maturity, but it does not remove basis, fixing, counterparty, collateral or liquidity risk. The settlement amount may differ from the portfolio’s realised conversion rate, especially when the asset is sold at a different time or in a stressed market.
Match hedge ratio and tenor to the cash flow
Decide how much to hedge
A fully hedged policy can reduce translation volatility but may be expensive, create large collateral needs and eliminate beneficial currency movements. A partially hedged policy can lower cost and preserve some upside while leaving residual risk. An unhedged policy may be reasonable when the investor has a natural liability in the same currency or a long horizon, but it must be an explicit decision with a loss limit.

Hedge a larger share of a contractual USD redemption than of a forecast dividend that could change. Recalculate the ratio after market moves because a hedge sized in IDR can become too large or too small as the portfolio value changes.
Align maturity with the exposure
Use a maturity ladder rather than rolling the entire hedge on one date. Match coupon, dividend and redemption dates where possible. Rolling a short forward repeatedly introduces rollover and gap risk: the old hedge can expire during a market disruption before the replacement is executable. A longer hedge reduces near-term rollover frequency but can increase break costs, basis risk and collateral duration.

Evaluate a hedge on total risk, not headline price
Before approval, compare alternatives on the same worksheet:
- Expected reduction in base-currency volatility and the residual unhedged amount.
- Tenor match, fixing basis and sensitivity to the portfolio’s actual cash conversion rate.
- Premium, forward points, bid-ask spread, brokerage, custody and documentation costs.
- Initial margin, variation margin, eligible collateral, haircuts and worst-case cash calls.
- Counterparty credit quality, netting enforceability and concentration after stress.
- Settlement currency, payment timing, close-out rights and ease of early unwind.
- Accounting, tax and regulatory treatment for the investor’s jurisdiction and fund vehicle.
- Operational workload: confirmations, independent valuation, reconciliations and limit reporting.
The cheapest quoted rate can be the riskiest choice if it requires frequent rolls, accepts weak collateral or cannot be unwound when Indonesian market depth falls.

Run the portfolio with daily controls
Daily monitoring
- Revalue every asset, liability and derivative in the base currency using approved rates.
- Recalculate net currency exposure, hedge ratio, remaining tenor and counterparty concentration.
- Check cash by currency, same-day settlement obligations, margin calls and unencumbered collateral.
- Compare observed bid-ask spreads and executable size with the assumptions in the stress model.
- Escalate any limit breach immediately; do not wait for month-end reporting.
Independent governance
Separate trading, valuation, collateral control and limit approval. Use independent prices where possible, reconcile confirmations with the custodian and retain evidence of eligibility for every regulated hedge. The written policy should specify who can approve an exception, its maximum duration and the remediation deadline.
Review events
Reassess after a large subscription or redemption, a change in the investor base, a material shift in IDR exposure, a downgrade of a counterparty, a market-liquidity event or a change in BI or OJK rules. Regulatory thresholds and eligible instruments are not permanent; verify them with the relevant licensed institution before relying on an old term sheet.
Worked example: linking exposure, hedge and liquidity
Assume a USD-based portfolio owns IDR 100 billion of Indonesian securities, expects IDR 5 billion of coupons over six months and owes USD 2 million to investors in three months. The owner first translates the asset and coupon at the current USD/IDR rate, then records the USD liability. The net currency exposure is the translated IDR assets and coupons less the USD obligation, not the IDR asset alone.
The policy might hedge the portion corresponding to the contractual USD redemption with a maturity near three months, while using a separate, possibly partial hedge for the six-month coupon and investment exposure. The immediate bucket must hold the USD payment and expected margin; the operating bucket can hold highly liquid instruments for later coupons. In a 20% rupiah-depreciation scenario, the portfolio recalculates asset value, hedge settlement, spread widening and any additional margin. If the stress shows that selling strategic holdings would be needed before the hedge settles, the reserve or hedge schedule is inadequate and must be changed.

Common failure modes and fixes
Hedging gross assets while ignoring liabilities
Problem: A manager hedges the entire IDR asset even though USD liabilities are a natural offset, creating an oversized short-IDR position.
Fix: Net every asset, obligation and dependable cash flow first; set a maximum gross hedge separately for operational reasons.
Keeping “cash” in an illiquid instrument
Problem: A bond is labelled cash-equivalent but cannot be sold at the assumed price during an outflow.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsFix: Apply stressed haircuts, test executable size and keep immediate obligations in genuinely accessible balances.
Rolling all hedges on one date
Problem: A single expiry creates a concentrated rollover need during a market shock.
Fix: Ladder maturities, pre-fund expected margin and define an alternative instrument or approved counterparty before expiry.
Assuming a DNDF eliminates risk
Problem: Cash settlement is mistaken for a perfect match to the portfolio’s realised conversion rate.
Fix: Model JISDOR fixing, timing, basis, collateral, counterparty exposure and early-unwind terms.
Using stale regulatory assumptions
Problem: An old limit or eligibility list is applied to a new transaction.
Fix: Obtain current confirmation from the regulated Indonesian bank or custodian and archive the applicable rule and date.
