The safest way to make a CPU feel faster is to remove avoidable work, verify what is actually limiting the system, select a suitable power mode, and stop heat from forcing the processor to reduce speed. These five steps target the causes of sluggishness that can be corrected without promising an arbitrary percentage gain. The result depends on your workload, processor, cooling design, Windows edition and version, and the bottleneck you find.

1. Trim startup programs and background work

Every application that launches with Windows competes for processor time, memory, storage access and sometimes network activity. A program does not need to be visibly open to consume resources: synchronizers, update agents, browser helpers and hardware utilities can continue running after sign-in. Microsoft identifies excessive startup apps, background apps, limited storage and outdated software as common reasons for poor Windows performance.

Disable unnecessary startup apps

  1. Press Ctrl+Shift+Esc to open Task Manager.
  2. Select Startup apps. On some Windows versions this list appears under a Startup tab.
  3. Sort by Startup impact and examine applications you recognize.
  4. Select a nonessential app and choose Disable. This prevents automatic launch; it does not uninstall the program.

Keep security software, touchpad or graphics drivers, accessibility tools and utilities you deliberately need. If you are unsure what an entry does, leave it enabled until you can identify its publisher and purpose. Disabling a startup item is reversible: return to the same list and choose Enable.

Limit background permissions

For apps that support Windows background controls, open Settings > Apps > Installed apps, select the app’s three-dot menu, choose Advanced options, and set Background apps permissions to Never. The exact labels vary by Windows edition, and some desktop programs do not expose this control. Do not apply it to an app that must synchronize or deliver notifications.

Find a process that is consuming the CPU now

In Task Manager’s Processes view, click the CPU column to sort from highest to lowest use. Check the Memory and Disk columns as well. A process with high disk or memory use may make the computer feel slow even when the CPU is not the limiting component. Close an application normally first; use End task only for a program that is unresponsive and only after saving work. Do not terminate Windows components merely because their names are unfamiliar.

Uninstall software you no longer use through Settings > Apps > Installed apps. Removing unused launchers and helpers reduces future background work rather than merely ending it for the current session.

2. Install Windows and driver updates

A slow system can be suffering from a software or driver problem rather than inadequate processor hardware. Microsoft includes Windows updates and optional driver updates among its performance remedies because updates can correct compatibility, scheduling and device problems.

Use Windows Update

  1. Open Settings > Windows Update.
  2. Select Check for updates and install available updates.
  3. Restart when Windows requests it. A pending restart can leave a fix inactive.

Windows 10 and Windows 11 show slightly different wording, but the Windows Update page is the starting point. If an update fails, record its error code, restart, make sure the system has free storage, and try again rather than repeatedly forcing a shutdown.

Check optional driver updates

On supported Windows versions, open Settings > Windows Update > Advanced options > Optional updates, then review Driver updates. Install a driver only when it matches hardware you actually have. Graphics, chipset, storage and power-management drivers can affect responsiveness, but an incompatible driver can create new problems. If a new driver causes instability, use the device’s supported rollback or recovery option instead of installing random packages from third-party download sites.

Updates cannot turn a processor into a faster model. Their value is removing software friction and ensuring that Windows can manage the hardware correctly.

3. Measure the bottleneck before changing settings

“The CPU is slow” is often a diagnosis made from a symptom such as a delayed application or a loud fan. Task Manager lets you test that assumption before changing power or cooling settings.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Read the three useful Task Manager views

  • Processes: shows which apps and services are consuming CPU, memory, disk and network resources at that moment.
  • Performance: shows CPU utilization, current speed, logical processors and other system graphs. It also provides separate views for memory, disks and graphics.
  • Startup apps: shows which programs load at sign-in and their startup impact.

Watch the graphs while reproducing the slowdown. Sustained high CPU use points toward active computation or a runaway process. High memory use accompanied by heavy disk activity points toward memory pressure, not a processor setting. A busy disk or graphics processor can also be the limiting component. If no resource is consistently saturated, look for an application-specific delay, network latency or a hardware fault instead of forcing the CPU into a more aggressive mode.

Use measurements to choose the next action

What you observe Most useful next step What not to assume
One identifiable app uses most CPU Close, update or repair that app; check whether it is performing a legitimate task. Do not assume the processor needs replacement.
Many startup items briefly spike after sign-in Disable nonessential startup entries and allow the system to finish its work before judging responsiveness. A short spike is not automatically a fault.
Memory is nearly full and disk activity is high Close memory-heavy programs, reduce background apps and consider whether more memory is appropriate. A Best performance power mode will not add memory.
CPU speed falls during a sustained workload while the system is hot Inspect airflow, fan operation, heatsink contact and thermal paste. Do not treat a temperature-driven reduction as a Windows setting problem.
CPU use is modest but the system still feels slow Inspect disk, graphics, network and application behavior in Task Manager. High clock speed cannot fix a non-CPU bottleneck.

Capture what you observe before and after a change. This simple habit makes it possible to undo an ineffective tweak and prevents a coincidental improvement from being mistaken for proof.

4. Select Best performance only when its trade-offs fit

Windows power management can reduce performance states or background activity to save energy. Microsoft says the Best performance mode can help the CPU run at higher performance when needed, but it also increases power consumption, drains laptop batteries faster and may make the device warmer. The setting is therefore a workload choice, not a permanent speed upgrade.

Windows 11 path

  1. Open Settings > System > Power & battery.
  2. Find Power mode and select Best performance.
  3. Test the workload that was slow, then switch back to Balanced when maximum responsiveness is no longer necessary.

Other Windows layouts

Some systems expose classic plans instead. Open Control Panel > Hardware and Sound > Power Options and review the available plans. A High performance plan keeps the processor in higher performance states, while Balanced favors a compromise between responsiveness and energy use. Manufacturer utilities may add their own modes and can override or supplement Windows controls.

On a plugged-in desktop performing a long compile, render or analysis, Best performance may be a sensible temporary choice. On a battery-powered laptop, the extra heat and shorter battery life may outweigh a small or unnoticeable gain. Intel describes Dynamic Tuning Technology as balancing performance, power, acoustics and thermals by monitoring workload, temperature and power conditions; that illustrates why modern systems do not hold one maximum state continuously.

Mode or approach Expected effect Power and heat Reversibility and effort
Balanced Allows Windows to raise performance when needed while retaining efficiency. Lower than an aggressive performance plan in many workloads. One setting change; easy to restore.
Best performance Can let the CPU operate at higher performance when workload demands it. Higher consumption; laptops may lose battery faster and run warmer. One setting change; use selectively.
High performance plan Keeps processors in higher performance states on systems that provide the plan. Potentially higher energy use and heat. Available options depend on Windows edition and manufacturer.
Cooling inspection Restores performance lost to thermal throttling when cooling is inadequate. May reduce temperature and fan stress after a correct fix. Requires physical checks and possibly parts; compatibility matters.

5. Fix cooling and thermal-interface problems

A CPU that reaches a thermal or power limit can reduce its operating speed to protect itself. AMD advises checking that the cooling solution and heatsink meet the processor’s default thermal design power (TDP), are mounted correctly and use suitable thermal paste. This is a prerequisite for sustained performance, not an invitation to apply a more aggressive tuning profile.

Check the easy causes first

  • Make sure intake and exhaust vents are not blocked by a wall, fabric or dust buildup.
  • Confirm that every required fan spins and that its cable is connected to the correct motherboard header.
  • On a desktop, verify that the heatsink is firmly mounted with even pressure and that its protective film was removed during installation.
  • Confirm that the cooler’s socket mounting hardware matches the processor and motherboard.
  • For a laptop, keep the chassis on a hard, flat surface and follow the manufacturer’s service guidance before opening it.

Inspect thermal paste and heatsink contact

Thermal paste fills microscopic gaps between the processor heat spreader and the heatsink. If the cooler has been removed, the paste is contaminated, or mounting pressure is uneven, clean and repaste according to the cooler and processor manufacturer’s instructions. Use a paste intended for CPU thermal transfer and apply only the amount specified by that product’s guidance; excess compound does not compensate for a loose mount.

A replacement CPU cooler must fit the CPU socket, case or laptop clearance and mounting system. Its thermal capacity should meet or exceed the processor’s default TDP, and its noise level should suit the environment. A physically larger cooler is not automatically compatible if it blocks memory modules, a graphics card or the case side panel.

Investigate unexpectedly high idle temperature

AMD notes that a background application that constantly polls the CPU can produce unexpectedly high idle temperatures. Return to Task Manager’s Processes view and look for a process that remains active when the system should be idle. If temperatures remain high with little software activity, inspect airflow, fan control, heatsink contact and thermal paste before attempting any tuning.

If temperatures climb under load and the CPU’s reported speed falls, treat that combination as evidence to check cooling. Do not infer a universal safe temperature or performance gain from another processor’s result; thermal limits and boost behavior differ by model, firmware and chassis.

How to choose the least risky intervention

Use this order when a computer feels slow:

  1. Measure: observe CPU, memory, disk and startup activity in Task Manager while the problem occurs.
  2. Remove software waste: disable unnecessary startup entries, restrict nonessential background permissions and uninstall unused applications.
  3. Update: install Windows updates and review matching optional driver updates, then restart.
  4. Test power mode: use Best performance for a defined, plugged-in workload and compare behavior with Balanced.
  5. Check thermals: if heat or falling speed accompanies the slowdown, inspect the cooler, airflow, fans and thermal interface.

Each step is reversible or diagnosable, so you can stop when the bottleneck is resolved. Keep notes about the original setting, the observed symptom and the change you made.

What these tips cannot guarantee

There is no single benchmark percentage that applies to every CPU or PC. A system limited by a runaway process may improve immediately after that process is fixed; a system limited by memory, storage, graphics performance or a poorly designed cooling system needs a different remedy. Best performance can change responsiveness while increasing heat and power use, but it cannot overcome an undersized cooler. Likewise, cleaning startup apps cannot accelerate a workload that already uses the processor efficiently.

Aggressive overclocking or undervolting is not a universal fix. Those techniques depend on the exact processor, motherboard, firmware, cooling solution and stability requirements, while the dependable actions here are diagnosis, current software, appropriate power management and sound cooling.
