Short answer: Build the armor or prop primarily from EVA foam or another lightweight, blunt material, then add thermoplastic reinforcement only where stiffness or durability demands it. Prototype in paper or cardboard, keep the finished piece modular, round every point and edge, remove every firing or projectile function, and make weapon-like parts visibly impossible to use as real weapons. Before you travel, read the exact convention’s current rules, measure and weigh the finished item, and plan to use its Weapons Check, Prop Check, tagging, or peace-bonding process.

There is no universal cosplay-prop standard. A build accepted at one event can exceed another event’s size limit or fail its realism and inspection rules. Treat the convention policy as a design requirement from the first sketch, not as a final hurdle.

Choose the convention before you finalize the design

Start by saving the event’s current weapons and props policy, plus any venue or local-law requirements it references. Look for rules covering construction materials, maximum dimensions, weight, realism, moving parts, inspection, tags, storage, and whether large pieces must be carried separately. Policies change, and the same convention may publish different guidance for different venues or years.

For example, Anime Expo’s published 2026 prop guidance sets a maximum of 7 feet (2.13 meters) in any direction and a maximum weight of 15 pounds (6.8 kilograms). Budapest Comic Con publishes example limits of 150 centimeters for melee weapons, 180 centimeters for spears and staffs, and 1 meter by 1 meter for shields. Those figures are not interchangeable: a staff that fits one event can be too long for another, and a shield that is legal by dimensions can still be refused if its edges or attachments are unsafe.

Event or policy example Published requirement or principle How to use it
Anime Expo, 2026 7 feet (2.13 m) maximum in any direction; 15 pounds (6.8 kg) maximum Measure the complete assembled item, including handles, horns, tails, and detachable parts that will be carried together.
Budapest Comic Con, page accessed 2026 150 cm melee props; 180 cm spears or staffs; 1 m × 1 m shields Check the category that matches your item rather than assuming the most generous limit applies.
FanX Weapons Policy Weapons must be easily distinguishable from real weapons and made from safe, lightweight material. Prioritize obvious prop treatment, low mass, and construction that cannot injure someone if bumped.
Comic-Con convention policies No functional or sharp-edged props or weapons Remove working mechanisms and eliminate sharp edges before arriving at the venue.

Write the limits on your pattern envelope or project checklist. Include the date you checked the policy, because an old screenshot is not proof that the rule still applies. If the policy is unclear about a material or mechanism, contact the event rather than relying on another convention’s answer.

Pick materials by total risk, not just by weight

The lightest raw material is not automatically the safest finished prop. Compare the complete build for mass, stiffness, flexibility in a crowd, edge safety, heat and moisture tolerance, repairability, cost, transport volume, and the inspection standard at your event.

EVA foam: the best default for most armor

EVA or craft foam is usually the most forgiving starting point for wearable armor panels and soft-edged prop volumes. It is light, cuts with ordinary craft tools, accepts bevels and curves, and can be repaired without dismantling an entire costume. Foam also yields when someone brushes against it, which is useful in queues, elevators, and crowded halls.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use different thicknesses strategically rather than laminating heavy slabs everywhere. A thicker sheet can provide the main silhouette, while thinner foam handles raised details, straps, and flexible covers. Bevel visible seams and soften corners so a panel cannot act like a hard wedge when you turn or sit.

Foam with selective Worbla or other thermoplastic

Worbla and similar thermoplastics add a stiffer shell, hold crisp detail, and reinforce high-wear edges. They also add heat-forming work, material cost, and weight. Use them where they solve a specific problem: a shoulder rim that must keep its curve, a chest plate that needs a rigid surface, or a small detail that would collapse in foam.

Do not automatically coat an entire suit in thermoplastic. A full hard shell can make a costume heavier, less flexible, hotter to wear, and harder to repair. Build the foam base first, test the fit, then reinforce only the sections that need it.

Lightweight plastic and hollow 3D prints

Lightweight plastics and hollow 3D prints can produce repeatable rigid details, clean mechanical shapes, and pieces that are difficult to cut from foam. Birmingham Anime & Gaming Con lists lightweight plastics and hollow 3D prints among acceptable examples. Acceptance still depends on the finished object: inspect every print for brittle points, sharp layer edges, exposed infill, and excessive mass.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep printed parts hollow where strength allows, cap openings cleanly, and round tips before priming. A thin printed blade-like form can still be treated as a dangerous rigid object if its point is sharp or its edge is hard, even when the infill is low.

Cardboard and foam board

Cardboard and foam board are inexpensive for prototypes and can work as finished props when protected from moisture and crushing. Several convention policies list them as acceptable lightweight materials. They are less impact- and water-resistant than EVA, so protect exposed edges, avoid loose paper layers, and carry them where they cannot be bent by luggage or crowds.

Material approach Strengths Trade-offs and checks Good uses
EVA foam Light, forgiving, easy to cut, shape, repair, and soften at the edges Can compress, dent, or lose a sharp detail; needs sealing and careful adhesive work Armor panels, helmets, soft-edged weapons, large lightweight volumes
Foam plus thermoplastic More stiffness, stronger shells, crisp details, durable high-wear edges More heat-forming work, cost, and weight; can restrict movement Selective reinforcement, rigid contours, small structural details
Lightweight plastic or hollow 3D print Repeatable shapes, rigid details, complex geometry Check brittle points, sharp edges, seams, and total mass; rigid parts are less forgiving in crowds Small details, hollow oversized forms, repeatable fittings
Cardboard or foam board Cheap, fast to prototype, very light Lower moisture and impact resistance; edges need protection Mock-ups, signs, broad decorative panels, simple finished props

Prototype for movement and inspection

Make a paper or cardboard pattern first

Draw each panel at full scale on paper or card. Tape the pieces together into a wearable mock-up before cutting expensive material. A pattern that looks correct on a table may collide with your hips, catch on door frames, block your elbows, or prevent you from sitting.

Test the mock-up while walking, turning, climbing stairs, sitting in a chair, reaching overhead, and swinging your arms naturally. Check that you can see through the helmet, breathe comfortably, and remove the costume without help. Mark every seam and fastener that must remain reachable for repairs or emergency removal.

Design in modules

Separate large armor into removable sections joined with accessible straps, buckles, magnets, or other secure fasteners. Modular construction reduces transport volume and lets staff inspect a suspicious-looking part without handling the entire costume. It also gives you a way to remove a shoulder, wing, tail, or prop attachment if a doorway or inspection point requires it.

Make detachable pieces visibly secure during normal movement. A part that can fall into a walkway, detach as a hard projectile, or expose a sharp fastener is a safety problem even if it is legal when held still.

Round the geometry

Bevel exposed foam edges, radius printed corners, blunt every tip, and recess or cover hardware. Avoid rigid spikes, knife-like silhouettes, and narrow protrusions at shoulder, elbow, knee, or hip height. Decorative points should end in a visibly rounded or flexible cap. If a point is essential to the character’s silhouette, make it soft, hollow, short, or collapsible and verify that the event permits it.

Build workflow: from sketch to convention floor

  1. Record the event rules. Save the current policy and write down dimensions, weight, material, realism, inspection, tagging, storage, and local-law requirements. Note the exact category for each weapon-like part.
  2. Prototype in paper or cardboard. Build a wearable mock-up, then test walking, sitting, stairs, doorways, visibility, arm swing, and emergency removal. Adjust the pattern before transferring it to foam.
  3. Cut lightweight panels. Use EVA or craft foam for the armor body and most prop volumes. Cut on a stable mat with a sharp blade, replace dull blades instead of forcing them, and keep seams and fasteners accessible.
  4. Shape and soften. Form curves with controlled heat, then test the fit as the material cools. Bevel edges and round tips before adding surface details, because paint and texture will not make a dangerous point safe.
  5. Add selective reinforcement. Apply Worbla or another thermoplastic only to the shell, high-wear edge, or detail that genuinely needs stiffness. Recheck total weight and mobility after each reinforced section.
  6. Disable every weapon-like function. Remove firing mechanisms, springs, sharp inserts, removable ammunition, compressed-air systems, pyrotechnics, and any capability to launch a projectile. A prop should not merely be unloaded; it should be inoperable.
  7. Finish without adding dangerous mass. Seal and paint after test-fitting. Keep decorative hardware small and recessed. ATL’s policy allows metal accents but not metal as the primary construction material for a weapon-like prop, so do not build a metal core and hide it under foam.
  8. Measure, weigh, and document. Measure the assembled item in the orientation required by the policy, weigh it with all attached parts, and photograph the final construction for your own records. If the result is near a limit, redesign lighter rather than hoping an inspector will allow an exception.
  9. Pack for inspection. Carry large parts so they can be shown separately, protect edges during transport, and leave any required tag or peace bond visible. Bring repair supplies that do not introduce prohibited tools or materials into the venue.

Make weapon-like props unmistakably nonfunctional

Convention staff are assessing what an object could do in a crowded public space, not just what you intended it to do. A realistic silhouette combined with a rigid point, hidden mechanism, or heavy construction can create a problem even when the prop is fictional.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Remove firing systems, trigger assemblies, springs, gas or compressed-air systems, pyrotechnics, and projectile capability.
  • Do not insert metal blades, sharpened rods, glass, or other rigid sharp cores into foam props.
  • Do not carry removable ammunition, darts, bolts, pellets, or similar accessories that imply the item can fire.
  • Use obvious non-realistic treatment where the policy requires it, including bright caps or other prescribed markings.
  • Keep handles, grips, and moving parts decorative rather than functional. If a mechanism must move for an effect, verify that the convention explicitly permits it and make sure it cannot pinch, fire, or release a hard part.
  • Keep metal decorative accents small and nonstructural. Metal should not be the primary construction material for a weapon-like prop where the policy prohibits that construction.

FanX states that weapons must be easily distinguishable from real weapons and constructed from safe, lightweight material. That is a useful design test even when your event uses different wording: an inspector should be able to identify the object as a harmless prop at a glance.

Finish for durability without turning armor into a hazard

Finish the build only after you have confirmed fit and movement. Heat-shape, glue, seal, prime, and paint in an order that leaves fasteners and adjustment points accessible. Avoid thick brittle coatings on flexible joints; cracking can expose hard edges or shed flakes in a crowd.

Keep hardware recessed or covered, especially around wrists, necklines, thighs, and shoulder straps. Check the inside as carefully as the exterior: a smooth painted front does not make a protruding screw, zip-tie end, or rough printed seam safe against skin or another attendee.

Use lightweight decorative elements. Large metal plates, dense resin blocks, glass, and solid printed masses can push a costume over a convention’s weight limit and increase injury risk if the piece swings or falls. If a detail can be made hollow, foamed, or flexible without changing its appearance, that is usually the safer choice.

Travel, weapons check, and peace-bonding

Plan for inspection as part of arrival. Find the event’s Weapons Check or Prop Check location and its opening hours before you leave home. Keep the prop accessible rather than buried under clothing and luggage. A large item may need to be assembled after inspection or carried in separate sections.

  1. Arrive with the prop unloaded, inoperable, blunt, and separated from any accessory that could be mistaken for ammunition.
  2. Present the complete item and identify detachable sections honestly. Do not conceal a mechanism or rely on a costume covering to make a questionable feature acceptable.
  3. Follow the inspector’s tagging or peace-bonding instructions. Leave the visible tag, cable tie, tape, or other required marker attached while you are inside.
  4. Keep the prop secured and pointed away from people while moving through the venue. Do not swing, brandish, or pose with it in a way that blocks aisles or alarms staff.
  5. Be prepared to modify, store, or remove the item. Nordsken says all cosplay weapons and props are assessed from a safety perspective, and both Nordsken and Comic-Con policies reserve on-site discretion. Birmingham Anime & Gaming Con also notes that staff may judge a specific item unsafe even when a material appears on an acceptable-example list.

Peace-bonding is not a declaration that a prop is universally legal or safe. It is an event-control measure showing that the item has been inspected and must remain secured as directed. If the bond breaks, becomes unreadable, or is removed, return to the designated desk before carrying the prop again.

Common failure modes and how to fix them

The prop is under the weight limit but still refused

Weight is only one criterion. A rigid point, sharp edge, realistic appearance, concealed mechanism, or unsafe attachment can fail inspection even when the scale reading is acceptable. Replace hard protrusions with rounded foam, remove metal cores, disable moving functions, and make the silhouette more obviously fictional.

The armor passes a measurement check but cannot move safely

Dimensions do not reveal collision risk. Return to the cardboard mock-up and test arm swing, stairs, doorways, sitting, and emergency removal. Add modular breaks, shorten projections, or relocate rigid details away from joints and walking paths.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A printed part cracks or exposes a sharp seam

Stop using it until the defect is repaired. Sand and round the seam, cap the opening, reinforce from the inside with a lightweight method, or replace the part with foam. Do not cover a sharp fracture with paint and assume it is safe.

The policy allows foam, but your finished prop feels too heavy

Look for hidden mass: dense filler, solid printed cores, multiple thermoplastic layers, metal rods, wet paint, and oversized hardware. Hollow or foam-fill nonstructural volumes, thin the shell, and keep reinforcement only where it carries a real load.

The convention’s wording is ambiguous

Ask the event directly and keep the response with your project notes. Include photographs, dimensions, weight, material, and a description of how the item is made inoperable. A verbal answer from a different event, venue, or previous year is not a substitute for the current policy.

Starter materials for a lightweight build

A practical starter kit can stay focused on light, repairable construction:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • EVA foam sheets in several thicknesses
  • Worbla or another thermoplastic sheet for selective reinforcement
  • A sharp craft knife with replacement blades
  • A cutting mat and a ruler or patterning straightedge
  • Contact adhesive suitable for foam
  • Heat-shaping equipment used with ventilation and safe handling
  • Primer or sealer compatible with the chosen surface
  • Acrylic paint and small recessed decorative hardware
  • Paper or cardboard for full-size patterns
  • Straps, buckles, or other accessible fasteners for modular sections

Buy or borrow only what the design needs. A lighter, simpler build that can be repaired at the convention is generally more useful than a rigid showpiece that barely fits the rules or cannot be removed quickly.

A final pre-departure checklist

  • Have you read the current event policy, venue rules, and any referenced local-law guidance?
  • Is every weapon-like item blunt, inoperable, free of projectiles, and clearly a prop?
  • Are there any metal blades, sharp inserts, springs, compressed-air systems, or pyrotechnics?
  • Have you measured and weighed the complete assembled item against this event’s own limits?
  • Can you walk, sit, use stairs, see, breathe, and remove the costume safely?
  • Can each large section be separated for transport and inspection?
  • Are all seams, fasteners, printed edges, and interior surfaces smooth or covered?
  • Do you know where Weapons Check or Prop Check is located and when it opens?
  • Can you leave the inspection tag or peace bond visible for the entire visit?
  • Will you accept storage, modification, or refusal if staff determine that the item is unsafe?

The safest design is not the one with the most elaborate materials. It is the one that stays light, blunt, modular, visibly nonfunctional, and within the exact event’s rules from the moment it leaves your workshop until it returns home.
