WCAG 2.2 is the technical reference for these checks; mobile web accessibility is covered by the same standards as other web use, not a separate set of W3C mobile requirements. Confirm which WCAG version and conformance target your contract, organization, or applicable policy requires before treating any checklist as a compliance determination.
Start with a layout that reflows
Ordinary proposal text should fit a narrow viewport without making readers scroll sideways. WCAG 2.2 Success Criterion 1.4.10, Reflow, requires content to remain available without loss of information or functionality and without two-dimensional scrolling at the equivalent of 320 CSS pixels wide for vertically scrolling content. A two-dimensional layout may be appropriate when that layout is essential to the content’s use or meaning; that exception is not a reason to place ordinary paragraphs in a wide, fixed canvas.

W3C’s criterion also specifies an equivalent height of 256 CSS pixels for horizontally scrolling content. For a typical proposal read vertically, the practical check is the 320-CSS-pixel width. The criterion’s exact opening language is: “Content can be presented without loss of information or functionality, and without requiring scrolling in two dimensions for:” —WCAG 2.2, Success Criterion 1.4.10.
Use responsive structure, not a fixed-width page
Arrange content in its natural reading order and use responsive CSS, such as Flexbox or grid, to let columns collapse or reflow when space is limited. These are implementation options, not a performance ranking: choose the one that preserves the proposal’s logical reading sequence and avoids side-to-side scrolling for text.

- Use a single-column flow on narrow screens; reserve multi-column layouts for widths where they remain readable.
- Let long URLs and other unbroken strings wrap rather than push the page wider than the viewport.
- Constrain images to the available content width so they do not force horizontal scrolling.

Let readers enlarge text and change spacing
WCAG 2.2 Success Criterion 1.4.4 requires text to be resizable up to 200 percent without assistive technology, without loss of content or functionality. Avoid fixed-height text containers and styling that clips, overlaps, or hides text when it grows. Use scalable text and spacing, then check that the full proposal remains visible when text is enlarged and spacing is changed.

Make visual distinctions understandable
For WCAG 2.2 Level AA, ordinary text needs a contrast ratio of at least 4.5:1 and large text at least 3:1, subject to the criterion’s defined exceptions. Don’t rely on color alone to mark a proposal’s status, priority, or required action. Pair color with a text label, icon, shape, or another discernible cue so the meaning remains available to readers who cannot distinguish the colors.
Give the proposal a clear structure and navigation
Use semantic HTML so headings, relationships, links, and controls can be identified programmatically. Give each section a descriptive heading and keep headings in a meaningful order; don’t choose a heading level simply because its default styling looks right. Use link text that makes the destination or purpose clear in context, rather than relying on a bare URL or vague wording such as “click here.”

These choices help people scanning on a small screen as well as people using assistive technology. W3C’s Understanding WCAG 2.2 explains the relevant success criteria and their intent.
Keep controls usable with keyboard and touch
Make every function operable by keyboard and keep keyboard focus visibly indicated. If the proposal uses sticky headers, fixed footers, banners, or dialogs, ensure they do not entirely hide the control that currently has focus. W3C techniques include visible focus styling and scroll padding to help keep focused content from being obscured.
Check the size and spacing of touch controls. WCAG 2.2 includes a Level AA target-size criterion with exceptions; the 44-by-44 CSS-pixel target described in W3C techniques is a technique, not the universal normative minimum in Success Criterion 2.5.8. Apply the criterion and its exceptions to the actual controls rather than treating that example as an absolute rule.

Review the HTML proposal before sharing it
A quick review should include more than viewing the page at its default size. These are practical checks based on WCAG criteria, not a substitute for evaluating the actual page against the requirements that apply to it.
- Check narrow-screen reflow: View the proposal at an equivalent 320 CSS-pixel width. Confirm ordinary text and controls do not require horizontal scrolling and that no content or function disappears.
- Check zoom and text changes: At 400 percent zoom for vertically read content, and with text enlarged and spacing changed, look for clipped, overlapping, or hidden content.
- Check keyboard operation: Move through links and controls using a keyboard. Confirm focus is visible and not entirely covered by author-created fixed or sticky content.
- Check touch use: Try the proposal on a touch device and verify that controls can be targeted without accidental activation.
- Check structure and meaning: Review heading order, link purpose, text contrast, and any information conveyed by color alone.
- Use automation as one input: Automated tools can help find issues, but manually review structure, keyboard access, text enlargement, and reading order too. A tool’s output alone does not establish that the proposal conforms.
Which accessibility standard should a proposal use?
W3C identifies WCAG as applying to mobile accessibility; it does not publish a separate set of mobile accessibility guidelines. WCAG 2.2 is a W3C Recommendation, published on 5 October 2023. W3C advises adopting the current WCAG version when developing or updating accessibility policies. Still, a client contract, organization, or applicable policy may specify a version or conformance target, so confirm those requirements for the proposal in question. The technical guidance here is not a legal compliance determination: jurisdiction, client requirements, and the final HTML implementation all matter.
