After a layoff, build your budget around money you can count on, then decide what to pay by the consequences of falling behind—not by which bill sends the most reminders. List cash and confirmed income by arrival date, map bills against that calendar, protect basic needs and the ability to find work, and contact providers before a payment is missed. This guide is for U.S. readers; unemployment, assistance programs, housing rules, and creditor options vary by state and individual circumstances. It is general information, not individualized legal, tax, or financial advice.
1. Take stock of cash and reliable income
Start with what is available now and what is reasonably certain to arrive. The Consumer Financial Protection Bureau (CFPB) recommends reviewing debts, savings, severance, income, and spending after job loss. Its job-loss resources and worksheets can help you organize the numbers.

- Cash on hand and balances in checking and savings.
- The amount and expected date of your final paycheck, paid leave, or severance.
- Unemployment benefits only once approved, with the expected payment date recorded separately from a pending claim.
- Reliable contributions from a spouse, partner, or other household member, and other recurring income.
- Essential near-term spending, including groceries, prescriptions, health coverage, transportation, phone or internet access needed for job searching, and dependent care where applicable.
Mark uncertain funds as uncertain rather than adding them to the amount available for bills. A layoff can make a household’s cash runway shorter than expected: in the CFPB’s 2022 Making Ends Meet report, 37% of households could not cover expenses for longer than one month after losing their main income source, even when the measure counted savings, asset sales, borrowing, or help from friends and family. That historical finding is not a forecast for your household; use your own cash and dates to plan.

2. Build a bill calendar before choosing what to pay
Write down every bill, its amount, due date, minimum required payment, and the likely consequences of being late or not paying. Include essentials as well as debts. A calendar matters because having enough money for the month in total does not guarantee enough is available before a particular due date.

Use a weekly cash-flow view if bills are due before your next likely deposit; use a monthly view to estimate how long resources may last. The CFPB provides cash-flow and bill-calendar worksheets through its job-loss resources. Leave a small buffer for unpredictable necessities if you can. Rework the calendar when a benefit is approved, a payment date changes, or household income shifts.
3. Prioritize by consequences, not by a universal bill ranking
There is no single payment order that fits every household. First identify what could put shelter, essential services, health, safety, or the ability to get work at risk. The consequences of missing a payment depend on the debt, contract, location, and your circumstances; do not assume that paying every creditor a small amount is always the best use of scarce cash.

For each bill you cannot fully pay, compare the immediate risk and the available alternatives. A payment reduction may preserve cash now but add fees or interest, affect credit reporting, or create a larger amount due later. Ask what happens if you pay late, pay less, or make no payment before deciding.
4. Contact billers early and get terms in writing
Call the landlord, mortgage servicer, lender, or utility provider before the due date if possible. The CFPB advises: “If you can’t make your credit card payment or other bill payments, contact the company to see if they can offer more affordable repayment options.” You can ask about hardship plans, extensions, reduced payments, fee waivers, or referrals to assistance. Ask how an arrangement affects fees, interest, credit reporting, collections, and future eligibility; request the agreement in writing when possible.

If rent is at risk
Talk with your landlord and check for local rental assistance. Availability and eligibility vary, so confirm current rules with the program. Do not assume that an extension or assistance will be offered.
If mortgage payments are at risk
Contact your mortgage servicer promptly to ask what options may apply to your loan and circumstances. A HUD-certified housing counselor can help you understand housing options; the CFPB points homeowners to this resource through its job-loss guidance. Do not assume that forbearance, a loan modification, or any other option is available or right for every borrower.

5. Apply for unemployment and verify state rules
Unemployment insurance is a joint federal-state program, but states administer their own programs and set eligibility rules. The U.S. Department of Labor says workers generally apply in the state where they worked. Use the Department of Labor’s unemployment insurance information to locate your state agency, then confirm its current instructions for eligibility, claim filing, weekly certification, benefit amounts, and timing. Do not treat a pending claim as available cash: processing and first-payment dates are not guaranteed.

Unemployment benefits rarely replace all prior income, and the amount varies by state and individual circumstances. Keep your budget conservative until you know the approved amount and when the first payment will arrive.

Review health coverage and care needs
Check when employer health coverage ends and what continued or replacement coverage may cost. Some workers have a right to continue group health coverage for a limited period after termination, but eligibility, costs, and deadlines depend on the situation. Verify current options promptly with the plan administrator or an official source. Keep necessary medical care and prescriptions in the budget while you assess coverage.
6. Review subscriptions and automatic payments
Pause or cancel discretionary recurring services where the savings make a meaningful difference. Consider the value of services that support health, routine, communication, or job searching before cutting them. Check each autopay date against your cash calendar: the CFPB warns that automatic payments can trigger overdraft fees when income changes. If you need to stop a payment, ask your bank or the biller how to do so safely and check whether canceling autopay also cancels the underlying bill.
7. Account for taxes and long-term trade-offs
Unemployment compensation is generally taxable income. The IRS’s Publication 505 for 2026 says recipients may request federal tax withholding using Form W-4V; estimated tax payments may be needed if too little is paid through withholding. Tax treatment can depend on the payment type and tax year, so budget from a cautious after-tax estimate, retain your year-end Form 1099-G, and check current IRS instructions or consult a qualified tax professional about your situation.
Before withdrawing retirement savings, compare the immediate cash relief with potential taxes, penalties, lost investment growth, and other long-term costs. The consequences depend on the account and circumstances. The CFPB urges people facing job loss to consider long-term effects before tapping retirement funds; check the rules for your specific account before acting.
8. Revisit the plan as circumstances change
Set a regular time to update the calendar—weekly can be useful when cash is tight or dates are changing. Replace estimates with confirmed amounts and dates as they become available, record any agreement with a provider, and adjust planned payments and essential spending. Free CFPB worksheets can help with the cash-flow review; a paid planner is not necessary.
