Write down who will communicate, meet, and help
Use a shared written plan that household members can reach without internet access. FEMA and Ready.gov provide a fillable family communication plan. Include:

- Each household member’s phone number and an out-of-area contact who can relay messages if local networks are disrupted.
- A meeting place near home and another farther away, in case the neighborhood is unsafe.
- Where everyone will receive official warnings, such as local alerts, radio, television, or emergency-management updates, and who is responsible for checking them.
- Who gathers medications, important documents, emergency supplies, and pets.
- How each person will get assistance with mobility, medical needs, language, or transportation. CDC advises notifying local authorities about special needs, including those of older adults, bedridden people, and people with disabilities.
Make sure everyone knows the plan and how to contact the out-of-area person. Practice how you will reconnect if separated.

Check local flood risks and decide when and where to evacuate
Start with the property’s flood-risk information at FEMA’s Flood Map Service Center. A map is only one input: ask local emergency management or planning officials about neighborhood hazards, warning signals, evacuation routes, and shelters. Those local details determine what is practical and may change.

Choose more than one route and destination when possible. Compare likely flood exposure, road closures, travel time, transportation options, accessibility, shelter availability, and whether pets can accompany you. If anyone lacks a car or needs accessible transport, arrange help in advance. Decide what official warning or instruction will trigger departure; do not wait until roads become dangerous. Follow evacuation orders promptly. CDC’s flood guidance says, “Never ignore an evacuation order—authorities will direct you to leave if you are in a low-lying area or within the greatest potential path of rising waters.”
Before leaving
- Gather your emergency kit, medications, documents, and pets; charge communication devices.
- If there is time and it is safe, secure outdoor items and put important documents in waterproof storage.
- CDC advises turning off gas, power, and water if evacuation appears necessary. Do not enter standing water or approach downed power lines to reach shutoffs; follow utility or emergency-service instructions if you cannot do this safely.
- Use your selected route and monitor official updates. Never drive or walk through floodwater, and do not go around barricades.
During and after a flood
Floodwater can sweep away people and vehicles and may contain sewage, chemicals, or other hazards. Stay out of it. Keep following official updates, and do not return until authorities say it is safe. Follow local instructions before using tap or well water after a flood.

Plan for a water shortage and a water-safety advisory separately
A drought-related shortage means less water is available; a safety advisory means water may be contaminated. The response is different. During drought, monitor your water utility and local government for the current drought stage and any restrictions on watering or other uses. Rules and schedules vary by location, so use current local instructions rather than a general schedule.

CDC’s household preparedness recommendation is at least 1 gallon per person per day for 3 days; CDC also says households should try to store a 2-week supply if possible. These are preparedness recommendations, not guarantees that the amount will meet every household’s needs. Plan extra for pets, pregnancy, illness, and hot climates. Reserve water for drinking, cooking, brushing teeth, and other essential needs.

CDC identifies unopened commercially bottled water as the safest and most reliable emergency source. If you fill containers yourself, use FDA-approved food-grade water storage containers. CDC’s emergency water storage guidance recommends washing and sanitizing containers before filling.

- Replace water you filled into household containers every six months, as CDC advises.
- Use a clean scoop when taking water out; do not touch the water or the inside of the container.
Stored water does not establish that tap, well, cistern, or collected water is safe. Check local advisories and follow the health department’s instructions for the specific source and situation.

Respond to unsafe or unavailable water
If tap water is unsafe or unavailable, use bottled, boiled, or treated water only as local health authorities direct. Do not use suspect water for drinking, cooking, brushing teeth, making ice or formula, washing food, or handwashing. Ordinary emergency treatment cannot make water safe when fuel or toxic chemicals may be present; use an alternative source and follow official guidance.
If a private well has flooded or may be contaminated, contact your health department or extension service for instructions. CDC advises using bottled water until authorities or test results establish the well water is safe. Well disinfection can be hazardous, so CDC says a well or pump contractor should handle it.
