Find and replace yours safely.Free scan · under a minuteA useful mountain-community flood plan turns local terrain information into decisions people can follow under stress: how a warning arrives, when to leave, where to go, what to do if roads are blocked, and how to account for neighbors who need help. Build it with your local emergency-management office and geological or natural-resources agency; only those authorities can confirm current routes, shelters, closure points and warning instructions.
Start from the premise that a flood can occur outside a mapped flood zone. FEMA says flooding can happen wherever it rains, while flash floods may arrive with little or no warning. In steep country, the plan must also address debris flows, landslides, narrow channels, bridges, and runoff from recently burned watersheds.

- Rivers, creeks, gullies, culverts, drainage ditches and low-water crossings.
- Steep hillsides, canyon mouths, slope toes, alluvial fans and areas below unstable cuts.
- Bridges and road segments that could be overtopped, undermined or blocked by debris.
- Watersheds burned by recent wildfires, including areas upstream of homes and roads.
- Past flood, landslide or debris-flow locations and places where several channels meet.
Use the FEMA Flood Map Service Center as one input, not as a boundary that guarantees safety. FEMA cautions that floodwater does not stop at map lines. A property outside a mapped zone can still be affected by intense rain, drainage failure, a backed-up culvert or water flowing down a steep street.

Ask for local debris-flow knowledge
Contact the county or municipal emergency-management office, the state geological survey or natural-resources department, and a nearby university geology department when appropriate. Ask whether debris flows have occurred in the community, which slopes have previous failures, and where runoff is known to converge. The U.S. Geological Survey explains that slopes with prior debris flows are more likely to experience them again.
Do not substitute a national map for local expertise. If no current debris-flow map exists, record that limitation in the plan and ask the responsible local or state agency how it wants residents to identify provisional safe areas.
Create a hazard register
| Location or feature | What to record | Why it matters |
|---|---|---|
| Channel, creek or drainage | Nearest homes, roads, bridges and likely overflow direction | Water can rise quickly and carry logs, rocks and vehicles. |
| Steep slope or canyon mouth | Homes, trails, roads and facilities below the slope | Runoff and slope failures can reach areas that are not normally wet. |
| Burned watershed | Fire date or extent, upstream channels and exposed roads | Postfire runoff can produce dangerous mud and debris flows during otherwise modest rain. |
| Bridge or culvert | Alternate crossing, closure point and who can close it | Debris can block or destroy crossings and isolate neighborhoods. |
The USGS Landslide Hazards Program describes postfire debris flows that can damage bridges, culverts, roads and structures. Treat every recently burned drainage as a planning priority until local experts say otherwise.

| Channel | Record in the plan | Check before relying on it |
|---|---|---|
| Community emergency alerts | Enrollment method, languages, message sender and whether alerts include evacuation instructions | Phone number, address and accessibility settings are current. |
| Official weather warnings | Which National Weather Service office serves the area and where warnings are posted | Residents know the difference between an official warning and an unverified social-media post. |
| NOAA Weather Radio | Local broadcast coverage, SAME county code and tone-alert settings | The receiver works at the home and has battery backup. |
| Community relay | Named people who contact residents without reliable phones, power, internet or English-language access | Relays have a backup person and a safe way to check on households. |
| On-site signals | Sirens, road signs, door-to-door notification or facility announcements | Residents know what each signal means and who authorizes it. |
FEMA recommends signing up for community warning systems and listening to official instructions. The National Weather Service identifies a NOAA Weather Radio with tone alert, SAME county filtering and battery backup as an option. A radio supplements local alerts; it does not replace them.
Assign warning responsibilities
- Name the person or office that monitors official alerts during a storm.
- Define who confirms an evacuation order and who communicates it to residents, businesses, schools and visitors.
- Maintain a contact method for people who lose power, have limited English proficiency, are deaf or hard of hearing, or cannot use a smartphone.
- Use more than one channel for urgent messages so a single tower, internet connection or power circuit cannot silence the community.
3. Put evacuation and shelter decisions on one page
Your one-page action sheet should state who issues instructions, what residents do first, where they go, and what to do if the preferred route is closed. Local officials must supply the actual destinations and route status.
Choose routes with mountain hazards in mind
| Route option | Evaluate | Record |
|---|---|---|
| Primary evacuation route | Exposure to channels, bridges, steep slopes, rockfall areas and known closure points | Destination, turnarounds, accessibility and who confirms it is open |
| Alternate route | Whether it remains usable if the primary bridge or canyon road is blocked | Destination, fuel or charging constraints and seasonal limitations |
| Walking or assisted route | Grade, surface, distance from flowing water and support for mobility devices | Who provides transport and where people assemble safely |
| Safe destination | Distance from channels, debris-flow runout and unstable slopes | Address, capacity, opening authority and accessible facilities |
Practice the routes only under conditions that local authorities consider safe. The USGS warns that driving during an intense storm may itself be hazardous; leaving is appropriate only when the route is open and travel is safer than remaining in place.
Define evacuation and shelter-in-place triggers
Copy the community’s official wording into the plan. Do not invent a universal rainfall amount, creek height or “always evacuate” rule. A local order may direct immediate departure, prohibit travel on a road, or identify a shelter-in-place location when leaving would put people in greater danger.

For each household, record:
- Who makes the decision if an alert arrives while family members are separated.
- The time needed to collect medications, mobility equipment, documents and pets.
- The safe room or upper-level location to use if officials advise sheltering temporarily.
- A backup destination outside the hazard area if the designated shelter is full or inaccessible.
Evacuate when ordered. If no order has been issued but water, mud or slope movement is approaching, call emergency services if possible and follow their instructions rather than attempting an improvised crossing.
4. Teach the warning signs unique to steep terrain
People near a channel or burned slope may have only moments to react. The USGS lists sudden channel changes, unusual rumbling and other signs of debris-flow activity. The National Weather Service also describes rapid runoff on burn scars and the danger to roads and bridges.
| Warning sign | Immediate action |
|---|---|
| Water level rises suddenly, or a normally flowing channel drops abruptly | Move away from the channel and toward the locally identified high, stable area; notify others without approaching the water. |
| Clear water turns muddy, or mud, rocks, trees and vegetation begin moving | Leave the channel, road or bridge area immediately and follow official evacuation instructions. |
| Unusual rumbling, boulders knocking together or cracking trees | Assume material may be moving upstream or around a bend; move out of the drainage and report the observation when safe. |
| New cracks, leaning trees, tilting poles or slumping ground on a slope | Keep away from the slope toe and notify authorities; do not inspect a suspected slide area. |
| Water or mud flowing across a road, or toward a bridge | Stop, turn around and find an official alternative. Never cross on foot or in a vehicle. |
If caught in a landslide or debris-flow path and physically able, the National Weather Service advises moving uphill as quickly as possible. Never stand on a bridge to watch a flow. The slogan “Turn Around, Don’t Drown!” from FEMA/Ready.gov applies to walking, cycling and driving.

| Need | Plan detail |
|---|---|
| Mobility or medical equipment | Transport method, charging or battery backup, accessible destination and the person responsible for assistance. |
| Medication or treatment | Several days of essential medication where permitted, prescriptions and a way to keep treatment safe during an outage. |
| Communication access | Text, voice, visual, translated or in-person notification appropriate to the resident. |
| Pets and service animals | Carrier or restraint, food, medication, identification and a destination that accepts the animal. |
| No independent transportation | Named driver or accessible vehicle, pickup location and a backup provider. |
| Children, older adults or dependent care | Authorized caregiver, reunification point and records needed if separated. |
Assign neighbors to check on one another only from safe locations. No one should enter moving water, an unstable slope, a closed road or a damaged structure to perform a welfare check.
6. Prepare supplies, documents and communications for isolation
Mountain floods can cut roads, damage bridges and interrupt power, water, cellular service and deliveries. FEMA recommends several days of supplies, attention to individual needs and pets, waterproof document protection and a communication plan.
Household supplies
- Food and safe drinking water for several days, including items that require little or no cooking.
- Essential medicines, first-aid materials, glasses, hearing-aid supplies and mobility-device accessories.
- Flashlights or headlamps, spare batteries, power banks and a battery-powered radio.
- Warm clothing, sturdy footwear, blankets and sanitation supplies suitable for an extended outage.
- Pet food, carriers, leashes, medications and copies of vaccination or service-animal records.
- Cash, fuel or charging plans where local conditions make electronic payment or travel uncertain.
Documents and contact information
- Store identification, insurance information, prescriptions, property records and emergency contacts in waterproof protection and a secure digital backup.
- Write down contacts and addresses; a dead phone battery should not erase the plan.
- Choose an out-of-area contact or shared family message channel if local networks become overloaded, and state when people should check in.
7. Organize community roles and information sharing
Small communities benefit from a simple incident structure that does not depend on one person. The emergency-management office remains the authority for public warnings and closures; local organizers coordinate resident support without issuing contradictory orders.

8. Practice the plan and revise it
Run a short tabletop exercise before the rainy season and after major changes to roads, bridges, wildfire conditions, alert systems or population. The reviewed official guidance does not prescribe one national exercise interval, so the community should choose and publish a schedule that fits local risk.
A practical exercise sequence
- Send a clearly labeled test message through each alert channel and verify receipt by households with different access needs.
- Present a scenario such as a flash-flood warning upstream, a closed bridge or debris crossing the primary road.
- Have each household state its decision, departure time, route, destination, pet plan and check-in method.
- Test the alternate route and shelter option using current information; do not drive into a live storm.
- Record failures: missing contacts, inaccessible formats, dead batteries, unclear authority or conflicting route information.
- Assign an owner and due date for every correction, then publish the revised plan.
The USGS encourages residents to learn local emergency-response and evacuation plans and to develop family and business plans. Practice should make the correct action automatic without encouraging residents to bypass official instructions.
9. Use the plan during a flood
Before severe weather
- Charge phones and power banks, test the radio, secure documents and move supplies where they can be collected quickly.
- Check official forecasts and local messages; do not rely on a single social-media account.
- Keep vehicles out of low areas and do not park where runoff normally concentrates.
When a warning or evacuation order arrives
- Read the entire official message, including the affected area, action, destination and route restrictions.
- Notify the people assigned to your household check-in tree, including anyone who may not receive the original alert.
- Collect medications, essential equipment, documents, pets and the minimum supplies needed for the trip.
- Leave by the approved route while it is open. Do not wait to watch conditions worsen.
- If the route is closed or water is crossing it, stop and follow the alternate instruction from authorities; never improvise a crossing.
If sheltering is directed or travel is unsafe
Move to the locally designated safe interior or upper-level location, away from windows and exterior walls exposed to channels or slopes. Keep the radio or another official information source operating, conserve phone power and be ready to move if officials change the instruction. Do not shelter in a basement or other area that can fill with water unless local authorities specifically identify it as safe.
10. Recover and return safely
Return only when local officials say the area is safe. Floodwater can hide holes, sharp debris, contaminated material and electrical hazards; a slope or structure that looks stable may fail later.
- Stay away from downed power lines, damaged poles, unstable trees, bridges and buildings with visible structural damage.
- Do not touch wet electrical equipment or restore power until a qualified authority says it is safe.
- Keep children and pets away from standing water and mud.
- FEMA advises checking with the local health department before assuming drinking water is safe.
- Use official channels to report blocked roads, damaged utilities, missing people and hazardous slopes; include the location without entering the area to obtain a closer look.
- Photograph damage only from a safe position and preserve receipts and records for assistance or insurance claims.
11. Review flood insurance and financial protection
FEMA notes that standard homeowners insurance policies do not cover flooding and directs residents to flood coverage through the National Flood Insurance Program. Confirm the policy’s definition of flood, waiting period, exclusions, coverage limits and documentation requirements before storm season. Insurance does not make an unsafe building or route safe, so keep financial planning separate from evacuation decisions.
12. A one-page plan worksheet
Complete these fields with your emergency-management office and relevant geological or natural-resources agency. Review the sheet whenever local conditions change.
