Locating a roaming user is an authorized network-operations task, not a public phone-number lookup. For cellular service, an operator or approved location-services client may be able to identify the subscriber’s serving network or request network location, but only when the relevant network functions, inter-operator arrangements, authorization and local rules allow it. eduroam and enterprise Wi‑Fi use different systems and provide different kinds of visibility.
What “roaming” means—and what location you need
In cellular service, a device is roaming when it is served by a mobile network other than its home network. The visited network may hold the active serving context. That does not mean the home operator automatically receives a precise, current geographic position.

First specify the desired result: the visited mobile network (PLMN), a cell or broader service area, or a geographic position estimate. These are distinct outputs. A network identifier or area is not necessarily a street address or a live GPS fix, and a last-known result is not equivalent to a fresh estimate.

Who can locate a cellular roaming user?
Location is provided through network-side location services and an applicable authorization path. A phone number by itself is not a mechanism for querying carrier location databases, and a public website cannot legitimately locate another person merely from their number. Requests must come from an authorized operator, emergency service, or approved location-services client and comply with the rules that apply to the request.

3GPP TS 23.273 defines the 5G location-services architecture. The standard is maintained under change control, so implementation details depend on the applicable release and network deployment. A separate 3GPP change record describes a particular lawful-access case in which visited-network functions, including an AMF/MME, can support acquisition of an inbound roaming target’s location; that example is not a universal procedure for all location requests. See 3GPP TS 23.273 and the 3GPP change record.
How an authorized operator approaches the request
There is no universal command or consumer-facing lookup sequence. An operator or approved client needs to establish the target and the permitted output, identify which network serves the device, and use a supported location-service path.

- Define the target and result. Establish which subscriber or device is in scope and whether the need is the serving network, an area/cell identifier, or a geographic estimate.
- Confirm authority and purpose. Verify that the requester and use case are permitted under the applicable law, policy, and service authorization. Do not substitute a consumer lookup service for this process.
- Establish the serving-network context. Determine whether the device is on its home network or a visited PLMN. Cross-network visibility depends on technical support, the relevant standard release, roaming agreements, and local requirements.
- Use the supported location architecture. The relevant network functions and service depend on the deployment and request type. A lawful-access example involving visited-network AMF/MME functions should not be treated as instructions for ordinary commercial or consumer requests.
- Record time and freshness. Keep the event timestamp and the location’s age with the result. A last-known area and a fresh position estimate answer different questions.
- For an IP-based investigation, preserve event timing. Record the IP address and exact date/time or time range, then follow the jurisdiction-specific process for subscriber attribution.
Why the home network may not see a roaming user’s location
The visited network can hold the serving context, while the home network’s ability to obtain location depends on the location-service architecture and the agreement between operators. A 3GPP Release 6 service description states the foundational principle: authorized location requests may be supported in the home or visited network where a roaming agreement exists, subject to local requirements and privacy considerations. This older description is useful for that principle, not as current 5G implementation guidance. See 3GPP TS 22.071.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteEven where a location report is available, its granularity and freshness vary. Network signaling may provide cell, service-area, routing-area, or tracking-area information; those identifiers do not automatically resolve to an exact address. Nokia’s product documentation describes network-level reporting and notes that reporting is disabled by default in the configuration it covers. That is a vendor- and configuration-specific example, not a general setting for all networks. See Nokia MAG-c 25.3 documentation.

When the evidence is an IP address
An IP address can identify a network connection, but it does not always identify an individual subscriber without additional information. In the United Kingdom, the communications-data code says an operator needs at least an IP address and a date/time or time range to identify a customer; where an IP address is shared, those values may still be insufficient to identify an individual subscriber. This is UK-specific guidance, not a universal legal rule. See the UK communications-data code of practice.
How eduroam roaming visibility differs
eduroam is identity federation over IEEE 802.1X/EAP and RADIUS, not cellular roaming. Authentication requests can travel through one or more proxy RADIUS servers, so the home identity provider (IdP) typically cannot tell which institution a user has visited. RFC 7593 states: “Due to the fact that access requests (potentially) travel through a number of proxy RADIUS servers, the home IdP of the user typically cannot tell where a user roams.”

Additional mechanisms, including the Operator-Name attribute and direct dynamic lookups, can provide the home IdP with insight into the visited institution. Their availability depends on deployment; they are not inherent in every eduroam connection. See RFC 7593, section 6.3, “Track Location of Users”.

Enterprise Wi‑Fi location is a third case
An organization can use its WLAN infrastructure and a location service to observe active Wi‑Fi clients or tags within its environment. This is local Wi‑Fi client location, not a way to query a cellular carrier’s roaming records. Cisco’s older MSE/CAS deployment guide is an example of this WLAN-based approach; it should not be read as confirmation of current product names or availability. See Cisco MSE/CAS deployment guide.

Choose the method by the identifier and observing party
| Case | Identifier or input | Who may observe it | Possible result | Key dependency |
|---|---|---|---|---|
| Cellular roaming | Subscriber/device context in the mobile network | Home or visited operator, or an approved location-services client | Serving PLMN and, where supported, a cell/area or geographic estimate | Supported network functions, release, inter-operator agreement, authorization and local requirements |
| IP-address attribution | IP address plus event date/time or time range | Relevant service provider through an applicable authorized process | Potential customer attribution; shared allocation can require more information | Accurate timing and jurisdiction-specific process; UK caveat described above |
| eduroam | Federated user identity and RADIUS request routing | Visited institution and proxy path; home IdP visibility varies | Visited institution may be inferred by the home IdP only where additional mechanisms expose it | RADIUS routing and deployment of mechanisms such as Operator-Name or direct lookup |
| Enterprise Wi‑Fi | Active Wi‑Fi client or tag observed by WLAN infrastructure | Organization’s WLAN/location service | Location within the deployed Wi‑Fi environment | Local infrastructure and supported location service |
What not to assume
- A phone number alone reveals neither the current serving network nor a person’s location to the public.
- Roaming does not guarantee that the home operator can see a current position.
- A network area identifier is not automatically an address or a GPS coordinate.
- An IP address without a precise event time can be inadequate for attribution, especially when addresses are shared.
- Cellular roaming, eduroam federation, and enterprise Wi‑Fi location are separate mechanisms and should not be treated as interchangeable.
