How to Limit the Personal Data You Share With Law Enforcement and Data Brokers

App permission changes, people-search opt-outs, and state deletion rights can reduce exposure, but they do not erase public records or guarantee that previously collected data disappears.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

To limit exposure, reduce what apps can collect, opt out of people-search listings, and use any deletion rights available where you live. These steps can make less data available going forward, but they do not guarantee that information already collected, held in public records, or obtained by a government agency will disappear.

How can you reduce the data apps collect?

Start with the source. An app’s access to your phone can create location and other personal information that may be shared beyond the app. The Electronic Frontier Foundation (EFF), in its guide “Mobile Phones: Location Tracking,” describes commercial sharing of app-collected location data, including data later purchased by law enforcement. Location histories can also reveal patterns of movement, associations, and visits to sensitive places. A permission change limits future access; it does not retract data already collected or shared.

  • Delete apps you no longer use, especially ones that do not need access to your location or other sensitive information.
  • Review permissions for location, contacts, microphone, photos, and background activity. Revoke access an app does not need.
  • Choose “while using” rather than continuous or background location access when that works for the app’s function. If an approximate location is enough, choose it instead of precise location where your phone offers that option.
  • Give an app only the information needed for its task. For a local weather forecast, entering a ZIP code may be enough; turn-by-turn navigation has a stronger reason to use precise location.

Android and iPhone both provide controls for whether and how much location information apps can access, according to EFF. Menu names and availability vary by operating system version and device. The Federal Trade Commission (FTC) also points consumers to phone, browser, and app privacy settings in “Your guide to protecting your privacy online” (June 2, 2021).

These controls are useful even when they cannot erase the past. An FTC staff report from 2013 found that 57 percent of app users had either uninstalled an app over concerns about having to share personal information or declined to install one for similar reasons. That is historical survey evidence, not a current estimate.

How do you remove your information from people-search sites?

People-search sites are a type of data broker: they compile information about people and make profiles or reports available to others. FTC guidance, “What To Know About People Search Sites That Sell Your Information,” recommends looking for the sites displaying your information and using each site’s opt-out process. Search your name with common location variants, note which sites host profiles, and follow their instructions. The FTC says consumers can make requests site by site for free or pay a service to do it for them.

  1. Search for your name and common variations, such as a former city or a middle initial, and record the sites that show a profile.
  2. Open each site’s opt-out or privacy-request page and follow its current verification steps. Some sites ask for identifying information to confirm that you are the person in the listing.
  3. Keep a record of the request and check the site again later. Repeat the process if a listing returns or appears on another site.

A site-by-site request is the free route; a paid removal service is an optional convenience. The FTC’s general guidance does not establish which service covers the most sites, whether a particular service offers recurring monitoring, or what information a specific service requests. Check a service’s current terms and privacy practices before sending it personal information.

Route Cost Coverage and monitoring What to weigh
Self-service opt-outs Free, according to FTC guidance on people-search sites. You submit requests to individual sites. Repeat monitoring is not stated by the FTC guidance. Some sites require identity verification; information may remain in other people’s listings or return when public records change.
Paid removal service Paid; FTC guidance identifies this as an option but does not state a standard price. Number of sites handled and repeat monitoring are not stated by the FTC guidance; check the service’s current terms. Check what identifying data the service requests and what removal limits it discloses. Payment is not a guarantee of complete or permanent removal.

An opt-out can limit a people-search site’s sale of the existing information covered by its process, but it does not erase the underlying public record. Your information may still appear in a relative’s or associate’s listing, and a profile can return after public records change. An opt-out from one site also does not automatically submit requests to other sites.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can you send one deletion request to data brokers?

California’s DROP mechanism

California residents can use the California Privacy Protection Agency’s Delete Request and Opt-Out Platform (DROP) to send a single verifiable request directing registered data brokers to delete related non-exempt personal information. The CPPA says the request can cover information held by a broker and its service providers or contractors, subject to statutory exceptions. DROP does not cover every business or erase every public record.

As of October 2026, the CPPA says registered brokers must access DROP at least once every 45 days, a requirement that began August 1, 2026, and process requests on the statutory schedule. The agency’s “Information for Data Brokers” page describes the mechanism and exceptions. This is a California example, not a nationwide deletion system.

Other states

Outside California, the rights available and the businesses covered depend on state law and on the company’s role. The FTC’s 2014 data-broker report described limited visibility into the industry and recommended greater transparency; it is historical context, not a statement of current law. Check the privacy regulator or attorney general in your state for current rights and request procedures.

Can law enforcement buy or request data from brokers?

Sometimes, law enforcement can obtain information from commercial sources, including location data gathered through apps. EFF documents this kind of commercial acquisition in “Mobile Phones: Location Tracking.” That is distinct from information you hand directly to an agency, data held by a phone carrier, broker-held profiles, and public records; different sources and kinds of information can be subject to different rules and processes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

There is no single rule established here that covers every law-enforcement request for every type of broker-held information across the United States. The applicable process can depend on the data, its source, the jurisdiction, and the circumstances. If you receive a subpoena, warrant, preservation notice, or other legal demand, consult a qualified lawyer in your jurisdiction rather than relying on a general consumer guide for advice about your situation.

What California broker disclosures and PADFAA do—and do not—mean

The CPPA says California data-broker reporting includes whether a broker shares data with law enforcement. That reporting requirement is information about broker practices, not proof that every broker shares data or a ban on such sharing.

Separately, the FTC’s February 2026 reminder about the Protecting Americans’ Data from Foreign Adversaries Act (PADFAA) describes restrictions on brokers making defined sensitive data about U.S. individuals available to foreign adversaries. PADFAA is not a general prohibition on law-enforcement access. In that release, FTC Bureau of Consumer Protection Director Christopher Mufarrige said, “The FTC is committed to enforcing PADFAA and ensuring companies are complying with its requirements.” That is an enforcement statement, not a guarantee about what data law enforcement can obtain.
