Treat the agent as a potentially manipulated workload: a prompt, webpage, log, issue, dependency description, or tool response could influence what it tries to do. A prompt or approval dialog can guide behavior, but neither is a security boundary on its own.
What can go wrong when an agent can reach production?
The risk is not just that an agent might make a mistake while following its intended plan. If it can read untrusted content and use tools or communicate externally, manipulated instructions may turn its existing permissions into unintended actions. A pentesting agent that can reach production credentials, systems, or administrative tools has a larger potential blast radius than one constrained to an approved test environment.

OWASP’s DevSecOps Guideline describes the principle as “least agency”: give an agent only the autonomy, tools, and access its task requires, for only as long as it needs them. Apply that principle across the whole execution path, not only to the model’s instructions.

Which controls actually limit access?
Use several independent enforcement layers. Prompt rules can shape what the agent proposes, but authorization should be enforced outside the model, and infrastructure controls should limit what remains reachable if another layer fails.

| Control point | What it can do | What it cannot do alone |
|---|---|---|
| Prompt and agent configuration | Tell the agent its scope, allowed tools, and expected behavior. | Reliably prevent a manipulated agent or tool call from exceeding those instructions. |
| Backend policy gateway or execution proxy | Check the identity, requested operation, target, parameters, and approval before allowing a tool call. | Contain execution paths or network routes that bypass the gateway. |
| Runtime and network controls | Limit reachable systems, credentials, files, and outbound destinations independently of the agent’s plan. | Decide whether a particular action is authorized for the engagement unless that policy is also enforced. |
OWASP’s agent-security guidance emphasizes that permission prompts are not a substitute for isolation. A robust design combines policy enforcement with containment, rather than relying on any single layer.
How should you set up the agent’s identity and credentials?
Give the agent a distinct identity
Use a dedicated service identity for each agent or run where practical. Assign an accountable owner and a way to revoke its access promptly. Do not let the agent inherit an operator’s broad personal permissions: human identity and agent identity should remain distinguishable in authorization decisions and logs.
Scope credentials to the task
Issue credentials only for the systems and operations required by the approved test, and make them short-lived and task-scoped where the supporting systems allow it. Keep production credentials out of prompts, configuration files, and the agent’s accessible environment. Separate read-only access from write-capable access so a task that only needs observation cannot silently gain permission to change state.

Review effective access, not just the declared role. An agent may reach permissions through a tool, plugin, mounted file, inherited identity, or integration that is easy to overlook. NIST SP 800-171 Rev. 3 includes requirements to restrict privileged accounts and log the execution of privileged functions; those practices also help make agent access attributable and reviewable.
How do you authorize each tool call?
Place a tool gateway, policy service, or execution proxy between the agent’s proposed action and the system that performs it. Start from deny: explicitly allow only the necessary tools, targets, methods, and parameter ranges. For every call, have the policy component independently validate:
- the agent identity and the task or engagement it belongs to;
- the requested tool and operation;
- the target system and whether it is within the approved scope;
- the normalized parameters, including any action-specific limits;
- whether the required approval is valid and still in effect.
The agent can propose an action, but its prompt and tool description do not authorize that action. Record the effective permission decision and approval state with the action so an incident review can establish what the agent was allowed to do. Fail closed for high-impact actions if policy lookup, approval validation, or required audit logging is unavailable; OWASP’s AI Agent Security Cheat Sheet recommends this approach.

How should you isolate the runtime and its network access?
Run the agent in a disposable container, virtual machine, or cloud environment appropriate to the test. Avoid mounting production secrets, personal home directories, or unrelated files into that environment. Provide only the execution tools and integrations the task needs.

Restrict outbound connections to an explicit allowlist of required destinations. Isolation should cover every path the agent can use—not only its primary tool interface. Check whether shell execution, file tools, plugins, and MCP servers are actually within the same boundary; an integration that bypasses the sandbox can reopen access the main runtime was meant to remove.
Test the boundary rather than assuming it works: verify which destinations the runtime can reach, which files and credentials it can read, and whether each enabled tool routes through the authorization layer. If a tool or integration cannot be brought under those controls, remove it from the task or move it to an appropriately isolated environment.

When should a human approve an action?
Reserve approval for consequential actions, such as high-impact or irreversible operations. Approval is a second check, not a replacement for the scope and policy controls that should already apply to every action.
Bind each approval to a specific actor, tool, target, normalized parameters, time, and expiry. Use short-lived authorization and replay protection so an approval cannot be reused for a different action or target. If the action changes materially after approval, require a new decision.
Make the request understandable enough for a reviewer to judge what will happen and where. Avoid prompting for approval so often that people become accustomed to clicking through without assessing the request. NIST warns that overused human-in-the-loop controls can cause consent fatigue, so set approval thresholds according to risk rather than prompting indiscriminately.

What should happen if the test affects system health?
Authorization limits what an agent is allowed to attempt; operational controls limit the damage if an allowed action has an unexpected effect. For an autonomous pentest, define impact classifications and limits for request rates and payloads before execution. Set thresholds that trigger escalation or a halt, and provide controls that can stop the agent independently of its own instructions.
- Stop: provide a kill switch and health-triggered halt conditions; use a network circuit breaker to cut off execution or communications when a threshold is crossed.
- Recover: track reversible actions and establish a rollback process for changes that can be undone.
- Verify: perform post-test integrity checks to identify unexpected changes or system impact.
- Preserve evidence: retain relevant records for incident review while keeping an external watchdog or containment mechanism able to act if the agent or its runtime is unresponsive.
OWASP’s Autonomous Penetration Testing Standard describes these kinds of impact, halt, rollback, verification, evidence, watchdog, and externally enforced sandbox controls. They complement authorization; they do not make out-of-scope testing acceptable.
How can you check the design before a live test?
- Define the approved scope: identify the allowed targets and operations, and distinguish read-only tasks from any task that needs write-capable access.
- Issue task-specific access: assign a distinct agent identity and the narrowest available short-lived credentials; confirm that production secrets and personal files are not exposed to the runtime.
- Enforce policy on the execution path: route tool calls through a deny-by-default policy component that checks identity, operation, target, parameters, and approval.
- Contain every execution route: test shell, file access, plugins, MCP servers, and outbound network routes; remove or isolate paths that bypass the policy or sandbox.
- Set approval and stop conditions: bind approvals to exact actions and expiry, define impact and health thresholds, and make sure an independent operator or watchdog can halt the run.
- Prepare recovery and review: establish rollback where possible, post-test integrity checks, evidence preservation, and logs that identify the agent and privileged actions.
These controls address technical access and operational containment. They do not establish what legal authorization, customer consent, contractual terms, or change approvals apply to a particular live test; those requirements depend on the systems, jurisdiction, and engagement.
