How to Install and Sideload UWP Apps in Xbox Developer Mode

There are two supported ways to put a UWP app on an Xbox running Developer Mode: upload a signed APPX/MSIX package through the Xbox Device Portal, or pair the console with Visual Studio and let the IDE deploy it. Use Device Portal when you already have a package built elsewhere; use Visual Studio when you are actively building and debugging the app. In both cases, the console must actually be in Developer Mode, the package must be signed, and every required dependency must be available to the deployment process.

This guide covers the complete workflow, including how to verify the console state, prepare a package, choose a deployment route, recover from common failures, and return the console to ordinary Retail Mode.

What you need before installing a UWP app

Prepare the development computer and the Xbox before attempting deployment. The exact enrollment, account, and activation rules can change, and Microsoft’s current Partner Center documentation does not establish the October 2026 fee, account, or activation-limit details. Check Microsoft’s current Partner Center documentation for those items if you are setting up Developer Mode for the first time.

  • An Xbox in Developer Mode: the console must show Dev Home rather than the normal retail interface.
  • A development PC: install the Visual Studio/UWP tooling if you will build or deploy from Visual Studio. If someone else supplied the application, you can use the package without building it locally.
  • A signed package: manual installation requires a signed APPX/MSIX package generated from Visual Studio or command-line packaging tools.
  • All dependencies: obtain every framework or other package dependency required by the app. Device Portal installation expects you to provide them with the app package.
  • A signed-in Xbox user: Microsoft’s UWP guidance states that a user must be signed in to deploy.

Keep the package, its dependency files, and any signing information together before opening Device Portal. Missing one dependency is enough to make an otherwise valid app fail during installation.

Confirm that the Xbox is in Developer Mode

Developer Mode is a console state separate from Retail Mode. Deployment troubleshooting should begin by checking this state, not by repeatedly uploading the package.

Use Dev Home as the state check

  1. Turn on the Xbox and sign in with the account that will perform deployment.
  2. Open Dev Home.
  3. Use the presence of Dev Home as confirmation that the console is operating in Developer Mode.

If the screen shows Gold/Live content instead of Dev Home, Microsoft identifies that as Retail Mode. A retail-state console is not ready for the UWP deployment workflow described here. Switch to Developer Mode first, then return to the package or Visual Studio steps.

Do not confuse app availability with console state

Developer Mode is not simply a setting inside a retail game or an app. It changes the operating state in which the Xbox accepts development deployment. If the console has reverted to Retail Mode, a package that worked previously can appear to be a packaging or connection problem even though the package itself has not changed.

Prepare a package that Xbox can install

For manual sideloading, Microsoft’s requirement is a signed appxpackage. In modern terminology, that may be an APPX or MSIX package produced by Visual Studio or by command-line packaging tools. A package that is merely copied from a build folder, unsigned, or missing its dependencies is not ready for the Device Portal installation step.

Build the package locally

If you own the project, install the Visual Studio/UWP tooling on the development PC, open the solution, and use the project’s packaging workflow to produce the signed package. The output should include the application package and the dependency files required by the target environment. Keep the package architecture and configuration consistent with the build you intend to deploy; do not mix files from unrelated builds.

Use a package built elsewhere

If another developer or team supplied the app, you do not have to rebuild the project on your own PC. Ask for the complete signed package set rather than only the main APPX/MSIX file. The set must include every dependency the app declares or requires. Without those files, Device Portal cannot complete a manual installation even when the main package uploads successfully.

Why signing and dependencies matter

Signing allows the Xbox to validate the package during installation. Dependencies provide frameworks or companion packages that the app expects at runtime. Treat them as one deployment unit: the application package is the primary file, while dependencies are supporting files that must be supplied alongside it. A successful upload of the primary file alone is not proof that installation can finish.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choose the installation route

The two routes solve different problems. Device Portal is a manual, package-based workflow. Visual Studio is an IDE-driven workflow designed for repeated deployment while an app is being developed.

Decision point Xbox Device Portal Visual Studio
Package preparation Uses a prebuilt signed APPX/MSIX package and the dependency files you provide. Uses the local project build and deployment context.
Automation You browse to the portal, select the package and dependencies, and start installation manually. The paired IDE deploys from the selected project and target.
Debugging No integrated Visual Studio debugging. F5 deploys and starts debugging; Ctrl+F5 deploys without debugging.
Dependency handling You must upload the dependencies with the app package. Visual Studio manages deployment in the context of the project and its selected Xbox target.
Best fit A package received from another machine or team, or a one-off manual installation. Active development, breakpoints, iterative builds, and repeatable deployment.

Choose one route for each attempt. If you are testing a package someone supplied, Device Portal avoids requiring the original project. If you are changing code and need a debugger, pair Visual Studio instead of manually uploading every new build.

Method 1: Sideload through Xbox Device Portal

Device Portal is the direct manual route. It accepts the signed app package and its dependencies through the portal’s Home tab.

Step 1: Put both devices in the required working state

Start with the Xbox in Developer Mode and the PC ready with the package files. Confirm Dev Home on the console and sign in before attempting deployment. If the Xbox shows Gold/Live content, stop and correct the console state first.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 2: Open Xbox Device Portal

From the development PC, open the Xbox Device Portal associated with the console. The portal provides management controls for the development-state Xbox. If the portal does not load or does not represent the expected console, verify that you are addressing the intended Xbox before selecting any package.

  • [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by

Step 3: Select the Home tab

Use the portal’s Home tab for sideloading. Microsoft specifically identifies this tab as the place to sideload an app and its dependencies.

Step 4: Choose the signed app package

Start the package upload and select the signed APPX/MSIX file. Do not substitute an unsigned output or a project folder. The portal needs the packaged application file, not the source code.

Step 5: Add every dependency

When the portal requests dependencies, select the complete set supplied with the app. Include each required dependency rather than only the one that appears most obvious. If the package provider delivered several architecture- or framework-specific files, follow the package’s declared requirements and use the files intended for the Xbox deployment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 6: Start installation

Submit the app and dependency selection in Device Portal and wait for the installation operation to complete. Keep the browser open until the portal reports the result. An upload that ends before installation finishes should be treated as incomplete.

Step 7: Check the result on the console

After installation, use Dev Home and the Xbox’s development app list to verify that the app is present. Launch it from the development environment rather than assuming that a completed browser upload means the app is ready to run.

Step 8: Record the package set for the next deployment

For repeat installations, keep the exact signed package and dependency files together. Reusing the complete set avoids a common failure in which a later upload contains the application package but omits one of the supporting files.

Method 2: Deploy from Visual Studio

Visual Studio is the more convenient route when the app is under active development. Microsoft’s Xbox development-options guidance identifies Visual Studio as the primary IDE and provides the pairing workflow.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 1: Install the required tooling

On the development PC, install Visual Studio with the UWP tooling needed by the project. Open the solution and make sure it can build before trying to deploy. If the project cannot produce a valid signed package, changing the deployment command will not fix the underlying build problem.

Step 2: Pair Visual Studio with the Xbox

Use Visual Studio’s Xbox pairing workflow to connect the IDE to the console in Developer Mode. The Xbox must be the intended development target, and the deployment account must be signed in on the console. Complete pairing before selecting a run command.

Step 3: Select the Xbox target

In Visual Studio, open the debug-target drop-down and choose the paired Xbox. Selecting a different target, such as a local PC or another device, sends the build somewhere other than the console.

Step 4: Choose the appropriate run command

  • Press F5 when you want Visual Studio to deploy the app and begin debugging it.
  • Press Ctrl+F5 when you want deployment without starting the debugger.

F5 is appropriate for breakpoint-driven development and inspection during execution. Ctrl+F5 is the deployment-only choice when you want to run the app normally without attaching the debugger.

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 5: Wait for deployment to finish

Allow Visual Studio to complete the build and deployment sequence. Keep the Xbox in Developer Mode while the operation runs. If the process stops, note whether the failure occurred during build, pairing, deployment, or launch; each stage points to a different remedy.

Step 6: Iterate from the same target

For subsequent code changes, keep the Xbox selected in the target list and use F5 or Ctrl+F5 according to whether debugging is required. This is the main advantage over manual uploads: the IDE repeats the build and deployment context for the project instead of asking you to browse for each package.

Troubleshooting deployment failures

Use the symptom to identify the stage that failed. Changing several variables at once makes it harder to tell whether the issue was the console state, package, dependency set, pairing, or command.

Symptom Likely cause Action
Dev Home is missing; Gold/Live content is shown. The Xbox is in Retail Mode. Switch the console to Developer Mode, then verify that Dev Home appears before retrying.
Device Portal accepts the main file but installation does not complete. A dependency is missing or the package set is incomplete. Obtain the complete dependency list and upload every required dependency with the signed package.
The package is rejected immediately. The file may not be a signed APPX/MSIX package. Regenerate a signed appxpackage from Visual Studio or command-line packaging tools, then retry.
Visual Studio deploys to the wrong place. The Xbox is not selected in the debug-target drop-down. Choose the paired Xbox target before pressing F5 or Ctrl+F5.
Deployment cannot start from Visual Studio. The Xbox has not been paired, is not in Developer Mode, or no user is signed in. Verify Dev Home, complete the Visual Studio pairing workflow, and sign in on the console.
The app deploys but does not enter a debugging session. Ctrl+F5 was used. Use F5 when deployment and integrated debugging are both required.
The app is not visible after a browser upload. The portal operation may not have completed, or the wrong console may have been targeted. Wait for the installation result, confirm the intended Xbox is connected, and check the app from Dev Home.

Return the Xbox to Retail Mode

Developer Mode is not required for ordinary console use. When you are finished testing, open Dev Home and select Leave developer mode. This switches the console back to Retail Mode.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Microsoft’s UWP FAQ states that leaving the developer program does not remove installed games and apps. The mode change therefore returns the console to normal use without being described as an uninstall operation for that content. If you need to deploy again later, put the console back into Developer Mode and repeat the state check before opening Device Portal or Visual Studio.

Practical deployment checklist

Use this checklist before each installation, especially when a package comes from another developer.

  1. Confirm that the Xbox displays Dev Home, not Gold/Live content.
  2. Sign in on the Xbox with the user who will deploy.
  3. Decide whether the package is being uploaded manually or deployed from a paired Visual Studio project.
  4. For Device Portal, verify that the APPX/MSIX package is signed.
  5. Collect every dependency and keep it with the main package.
  6. For Visual Studio, install the UWP tooling, open the project, and pair the Xbox.
  7. Select the Xbox in the debug-target drop-down.
  8. Press F5 for deployment plus debugging, or Ctrl+F5 for deployment only.
  9. Wait for the operation to report completion before launching the app.
  10. When testing is finished, use Dev Home’s Leave developer mode button to return to Retail Mode.

Which method should you use?

Use Device Portal when your starting point is a finished signed package. It gives you explicit control over the application file and dependencies and does not require the original Visual Studio solution. Its trade-off is manual work: you must select the correct package set and repeat the upload whenever the build changes.

Use Visual Studio when you are developing the app yourself. Pairing the IDE with the Xbox turns build, deployment, and debugging into one workflow. F5 is the debug-oriented command, while Ctrl+F5 removes the debugger but still deploys the project. The choice is therefore driven less by the app’s type than by the stage of work: prebuilt package versus active development.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Bottom Line

For a manual sideload, verify Dev Home, use a signed APPX/MSIX package, upload it with all dependencies from the Xbox Device Portal Home tab, and wait for installation to complete. For active development, pair Visual Studio with the Xbox, select it as the target, and use F5 to deploy and debug or Ctrl+F5 to deploy without debugging. Leave Developer Mode from Dev Home when you return to normal console use.
