In Germany, install a plug-in balcony solar system (Balkonkraftwerk or Steckersolargerät) only after checking the system limits, getting any required landlord or condominium consent, confirming the electrical connection and mount are suitable, and registering the system in the Marktstammdatenregister (MaStR). Qualifying systems may use simplified rules when their combined module capacity is no more than 2,000 W and combined inverter output no more than 800 VA at the relevant consumer withdrawal point. These are German rules, not universal limits.
What counts as a plug-in balcony solar system in Germany?
German guidance uses several names for this equipment: Balkonkraftwerk, Balkon-PV, Steckersolargerät and steckerfertige PV-Anlage. The Bundesnetzagentur quotes the legal definition in § 3 No. 43 EEG as a device consisting of one or more solar installations, an inverter, a connecting cable and a plug for connection to a consumer’s final circuit. Check whether the system fits Germany’s simplified limits
For the simplified EEG provisions, the total installed module capacity must not exceed 2,000 W and the total inverter output must not exceed 800 VA. Count plug-in solar systems behind the same consumer withdrawal point together. When comparing equipment, use the maximum selectable module and inverter ratings, not just a lower operating setting. The figures describe legal eligibility for the simplified rules; they are not a universal electrical safety threshold.
The limits and provisions are specific to Germany. Anyone installing outside Germany should check local electrical, grid-connection, tenancy and building requirements rather than applying these figures elsewhere. The limits appear in the consolidated EEG text and the regulator’s guidance.

Get landlord or condominium consent before attaching anything
Tenants and condominium owners should resolve the required consent before installation, especially before attaching equipment to a building or agreeing on a location. Germany’s 2024 legal changes constrain refusal: the Umweltbundesamt says a landlord or condominium association can refuse only for substantial reasons. That does not remove the consent step. Agree on the placement and attachment details in advance; see the Umweltbundesamt guidance for tenants and the federal ministry’s Solarpaket I FAQs.
Choose a documented, compatible system
Compare the complete kit’s documentation, maximum module capacity and inverter output with the applicable German limits. Check that the connector and cable are compatible with the system instructions and intended connection, and that the kit documentation addresses applicable product and connection standards. VDE/FNN identifies the German technical framework; it notes that DIN VDE V 0126-95 was published in December 2025. Have the electrical connection assessed
Follow the applicable technical connection rules and the manufacturer’s instructions. VDE/FNN recommends that a qualified person check the home electrical installation before a plug-in solar system is installed. Do not assume that any ordinary socket is suitable: if you are uncertain about the outlet, circuit, wiring or protective devices, ask a qualified electrician to assess them. Secure the panels for the specific balcony and weather
Confirm that the railing or other supporting structure can carry the system and that the mounting kit fits that structure. The attachment must account for the site’s wind and snow exposure; a generic clamp or railing should not be presumed adequate. Check the mount and attachment plan against the building conditions and any consent you obtained. DKE’s safety and mounting FAQ addresses these considerations.

Register the eligible system in the MaStR
Register a qualifying system in the Marktstammdatenregister (MaStR). Under the simplified provisions, separate notification to the grid operator is waived, but MaStR registration remains required. The ministry says the meter operator checks whether a meter change is needed. Follow the current regulator and ministry guidance for the registration and meter process: Bundesnetzagentur and BMWK FAQ.
