The reliable way to improve a boomer shooter’s performance is to diagnose the symptom before changing settings. Check that game’s own Steam requirements, measure FPS, frame-time behavior, CPU, GPU and available memory, then change one variable at a time in a repeatable scene. Resolution, background programs, power mode, heat, memory pressure and display synchronization can each cause different problems, so there is no single graphics preset that works for every game and PC.
Start with the problem you actually have
“Poor performance” can mean several different things. A game may render at a consistently low frame rate, feel uneven despite a high average FPS, pause briefly when entering a room, slow down after the PC gets hot, or display tearing even though the frame rate is high. Each symptom points to a different check.

| What you notice | What to measure | What it may indicate | First useful test |
|---|---|---|---|
| Low FPS throughout a level | Average FPS, GPU use, CPU use | A sustained rendering or processor limit | Lower resolution briefly, then compare FPS |
| Short stutters or pauses | Frame-time graph and available system memory | Memory pressure, background activity or another intermittent limit | Close heavy applications and watch RAM while reproducing the hitch |
| Performance falls after several minutes | CPU temperature and clock behavior over time | Heat-related slowdown or a power-saving mode | Improve ventilation and check the laptop’s power setting |
| Image tears while moving | Display refresh rate, FPS and VSync state | Frames are being presented out of sync with the display | Check Windows and in-game synchronization settings |
| FPS does not change when resolution is reduced | FPS before and after the resolution test | Steam says CPU limitation is probable, although it is still a clue rather than proof | Investigate CPU load, background tasks and power behavior |
Do not compare a crowded combat scene with a quiet corridor and call the difference a settings improvement. Use the same save, route or repeatable encounter whenever possible.
1. Establish a baseline for the specific game and PC
Check the game’s own requirements
Open the individual game’s Steam Store page and record its minimum and recommended requirements. Requirements are game-specific; meeting them does not guarantee a particular FPS, frametime consistency or resolution. They also do not account for other programs running on your PC, the monitor you use or the game’s current settings.

- Write down the CPU model and GPU model.
- Record the amount of installed system RAM and the available RAM while the game is running.
- Note the game’s resolution, display mode and refresh rate.
- Record the current graphics options, VSync state and any frame-rate limit.
- Choose a repeatable scene in which the slowdown occurs.
Keep this baseline even if the game appears to run well at first. It gives you a reference for every later change and prevents a subjective “it feels better” judgment from hiding a trade-off.
Use FPS and frame time together
Average FPS describes how many frames the game renders over a period. Frame time describes how long each individual frame takes. A game can report a satisfactory average while occasionally taking much longer to produce one frame, which feels like a hitch. Conversely, a consistently low but stable frame rate may feel less jarring than a higher average with frequent spikes.
On supported Windows configurations, Steam’s in-game performance monitor can show FPS, CPU, GPU and system RAM information. Enable it, play through the repeatable scene and watch the values while the problem occurs. Treat these metrics as diagnostic clues: they narrow the possibilities but do not, by themselves, prove the cause.
2. Run a controlled settings test
Test resolution first, but use it as a diagnostic
- Record your current resolution and average FPS in the same scene.
- Lower the resolution temporarily while leaving other settings unchanged.
- Replay the same section and compare average FPS and frame-time behavior.
- Restore the original resolution after the test if image quality is important to you.
If FPS rises substantially, the graphics processor was handling a meaningful share of the workload. You can keep a lower resolution, use a less demanding display mode if the game provides one, or return to the original resolution and reduce individual visual options instead.
If FPS barely changes, Steam’s hardware guidance says the game’s performance is probably limited by CPU performance. That is not a universal diagnosis: confirm it by checking CPU activity, background processes and power behavior. A resolution change that produces no improvement is evidence about this scene and configuration, not a guarantee that every level or game is CPU-limited.

Change one demanding option at a time
After the resolution test, alter one graphics option, reproduce the same scene and record the result. Changing several options together tells you only that the combination worked; it does not identify which option mattered or which image-quality loss was unnecessary.
- Lower an option, test, and note FPS and frame-time changes.
- Restore it if the result is negligible, then test the next option.
- Keep a setting change only when its performance benefit is worth its visual cost.
- Do not assume one option is always the most expensive across the boomer-shooter genre; the available official guidance does not establish a universal ranking.
Some games require a restart before a graphics change takes effect. Capcom’s troubleshooting guidance specifically advises restarting when a title requests it, so perform the restart before judging the result.
3. Distinguish a CPU, GPU or memory limit
Signs that the GPU is the limiting component
A meaningful FPS increase after lowering resolution is the clearest first indication that rendering load matters. You may also see the GPU working heavily while one or more graphics options have a visible effect on performance. In that situation, reducing resolution or the options that produce the largest measured gain is more effective than closing a lightly used background application.
Do not turn a GPU clue into a purchase recommendation automatically. First determine whether the current performance is actually unacceptable at your chosen resolution and refresh rate. A stable frame rate that matches your display’s needs may not require an upgrade.
Signs that the CPU or a CPU-related condition is limiting performance
If lowering resolution does not improve FPS, investigate processor-side limits. A game can be limited by CPU work even when total CPU usage does not appear to be 100 percent, because one important thread may be saturated while other cores are idle. Check whether a background process is consuming CPU time and whether a laptop has entered a power-saving mode that reduces processor speed.

Steam Support summarizes the resolution diagnostic this way: “If your frame rate doesn’t improve when you lower the game’s resolution then the game’s performance is probably limited by CPU performance and these diagnostic steps may be appropriate.” The statement is a practical troubleshooting rule, not a promise that every unchanged result has one single cause.
Check memory before buying RAM
Low available system memory can cause the game or Steam to be swapped to disk. Disk swapping can create repeated frame-rate hitches even when average FPS looks acceptable. Use the performance monitor or your operating system’s resource view while the hitch is happening, and record available memory rather than relying on the amount printed on the RAM modules.
A RAM upgrade is reasonable only when all of these conditions apply:
- Available memory becomes low during the game or the hitch coincides with heavy memory use.
- Closing background programs does not provide enough headroom.
- Your desktop or laptop supports a compatible upgrade.
- You have checked the computer maker’s specifications for supported memory type and configuration.
There is no universal capacity or kit that can be prescribed for every PC from the available evidence. Confirm the memory problem and the machine’s upgrade limits first; otherwise, spending on RAM may leave the real bottleneck untouched.
4. Remove software and power-related interference
Close resource-intensive background applications
Before changing hardware, close programs that consume substantial CPU, GPU, memory or storage bandwidth. Recording and streaming software can be particularly relevant because capture, encoding and file writing occur while you play. Browser tabs, synchronisation tools and other workloads can also compete for memory or storage time.

- Reproduce the same scene with the Steam monitor visible.
- Reopen applications one at a time only after you have established a clean baseline.
- If a particular application brings the hitch back, adjust that application’s capture, encoding or synchronisation settings rather than changing several game options at once.
Do not assume that every process shown in a task list is safe to terminate. Close only programs you recognise, and leave operating-system services alone unless the game publisher specifically instructs otherwise.
Check laptop power behavior
On a laptop, battery-saving behavior can reduce CPU speed and therefore game performance. Test while connected to the intended power adapter and verify that Windows is not using a restrictive power mode. Compare performance only after the power condition is the same; otherwise you may attribute a power change to a graphics setting.
If performance is good on wall power but poor on battery, that difference is useful information. It points toward power policy, thermal limits or both, rather than proving that the game needs a new GPU.
5. Investigate heat and sudden slowdowns
Heat can produce a sudden slowdown after the game has been running for a while. Steam describes CPU slowdowns caused by overheating or battery-saving behavior. Capcom recommends adequate ventilation and notes that lower settings or a frame-rate limit may reduce heat.
Use a time-based test
- Start from a cool system and record performance in the repeatable scene.
- Continue playing until the slowdown appears.
- Compare CPU temperature, clock behavior, FPS and frame time before and after the drop.
- Stop blocking vents, move the laptop or desktop to a better-ventilated position, and repeat the test.
A frame-rate limit can reduce heat because the system no longer renders frames that the display cannot use. Lowering demanding settings may have the same effect. These are conditional measures for a heat-related symptom, not universal fixes for every hitch.

If temperatures remain abnormal, inspect the cooling system according to the PC maker’s service guidance. Do not buy a cooler or fan product merely because FPS is low; first establish that performance degrades as the machine heats.

Refresh rate and FPS are different measurements
A monitor’s refresh rate describes how often it illuminates a new image. FPS describes how often the game produces frames. They are related to perceived smoothness but are not interchangeable. A game can render more frames per second than the monitor refreshes, and a monitor can refresh faster than the game can render.
Check the refresh rate selected in Windows as well as the game’s display settings. A mismatch can make a successful performance change appear ineffective because the monitor is not using the mode you intended.
Understand the VSync trade-off
Steam warns that disabling VSync may allow tearing. Turning VSync off can let the game present frames without waiting for the display cycle, but portions of two frames may appear together. Turning it on can reduce tearing, although the game may wait for the next refresh and feel less responsive in some situations. Treat this as a display-behavior choice, not a guaranteed method for increasing the game’s rendering rate.
- Choose VSync when eliminating visible tearing is more important than the lowest possible presentation latency.
- Test with VSync disabled when you are diagnosing whether synchronization is affecting responsiveness, and watch for tearing.
- Keep the same VSync state during before-and-after FPS comparisons.
7. A decision path for common cases
| Result of your test | Next action | What not to conclude |
|---|---|---|
| Lowering resolution raises FPS | Reduce resolution or test individual visual options; compare image quality and frame time. | Do not assume a hardware purchase is required. |
| Lowering resolution changes almost nothing | Check CPU activity, background tasks and laptop power mode. | Do not treat the result as proof of a CPU defect. |
| Average FPS is acceptable but frame time spikes | Check available memory, recording software, synchronisation tools and storage activity. | Do not judge smoothness from average FPS alone. |
| Performance worsens as the system warms | Improve ventilation, check cooling and test a frame-rate limit or lower settings. | Do not buy cooling hardware without confirming a heat pattern. |
| Tearing appears after disabling VSync | Re-enable VSync or select the display behavior that best fits your priorities. | Do not describe VSync as an FPS booster. |
| Memory becomes scarce during play | Close background applications, then verify upgrade compatibility if pressure remains. | Do not prescribe a universal RAM capacity or module kit. |
8. When an upgrade is justified
Hardware spending should follow a measured bottleneck. If the game remains GPU-limited at the resolution you need, a faster graphics processor may help, but the evidence here does not establish a model, benchmark or universal target. If memory pressure is measured and the PC supports an upgrade, additional compatible RAM may reduce swapping-related hitches. If heat is the confirmed cause, ventilation or maintenance is more relevant than adding compute performance.
Before buying anything, repeat the clean baseline after closing background applications and checking power behavior. A free change that fixes the symptom is preferable to an upgrade that merely masks it. Keep the game’s requirements and your PC’s supported hardware specification beside you when evaluating any purchase.
9. A repeatable troubleshooting checklist
- Open the game’s Steam Store page and record its minimum and recommended requirements.
- Record CPU, GPU, installed RAM, available RAM during play, resolution and display refresh rate.
- Enable Steam’s performance monitor on a supported Windows setup.
- Reproduce the slowdown in the same scene and note average FPS and frame-time spikes.
- Close resource-intensive applications, especially recording or encoding software, and retest.
- Lower resolution temporarily and record whether FPS changes.
- Restore resolution, then lower one demanding graphics option at a time; restart the game when required.
- Check laptop power behavior and compare performance under the same power condition.
- Watch available memory while the hitch occurs and check for disk swapping or unusually low headroom.
- Compare performance before and after the PC heats up; improve ventilation if the drop follows temperature.
- Verify the intended Windows and in-game refresh rate, then choose VSync based on tearing and responsiveness.
- Apply only the change that improves the measured symptom without an unacceptable image-quality or display trade-off.
What this process can—and cannot—promise
These checks can identify whether a particular scene is more sensitive to rendering load, CPU work, memory pressure, heat or display synchronization. They cannot produce a universal FPS number for all boomer shooters: official guidance does not provide a genre-wide benchmark or a ranking of graphics options. Different engines, levels and PC configurations can behave differently.
Use the game’s own repeatable scene and the same measurement method for every comparison. That discipline gives you a defensible answer about your PC, rather than a preset copied from a different game or system.
