A timeout does not mean a VAT validation request failed: the API or an upstream registry may have completed it while the response was lost. Before retrying, check whether the provider supports idempotency, classify the failure, and use a bounded retry policy. For asynchronous requests, save the job identifier and poll its status instead of submitting a second job.
Why a timeout needs careful handling
A client-side timeout only tells you that the client stopped waiting. It does not prove the server cancelled the work. The request may have reached the API, and validation may depend on a live government service: VAT Sense says its validation can occasionally take up to 60 seconds. A retry can therefore duplicate durable work or consume more quota, depending on the endpoint and provider contract. VAT Sense API documentation

Start by separating the result of the VAT check from the health of the request path. The European Commission describes VIES as a service for checking VAT-number registration status; an infrastructure or upstream error is not a negative validation result. Classify the outcome before deciding what to do
- Definitive validation response: Store the provider’s result and any evidence or consultation identifier it returns.
- Caller error: Correct malformed input or credentials before sending another request. Repeating an unchanged invalid or unauthorized request will not fix it.
- Throttling: Slow down and follow the provider’s rate-limit guidance, including any
Retry-Aftervalue. - Transport failure or timeout: Treat the outcome as ambiguous. Retry only under the provider’s documented contract.
- Upstream registry unavailability: Keep this distinct from an invalid VAT number and retry only within a bounded policy.
Use an idempotency key only when the API supports it
Idempotency is a server feature, not a guarantee supplied by HTTP. For an API that documents idempotency keys, create one stable key for the logical operation, store it with the associated business record or import job, and reuse it for retries with the same logical payload. If the input changes, treat it as a new operation and generate a new key.

Provider contracts differ. Optimus documents reusing the same Idempotency-Key and payload to retrieve an existing asynchronous validation run; reusing the key with a different payload returns 409 Conflict. Its documentation also describes lookup by idempotency key. Optimus idempotency documentation
Vatverify documents a separate contract: its UUID idempotency_key supports safe replay after network failures and returns the same confirmation_id for 24 hours. That retention window applies to Vatverify’s documented behavior only; do not assume another provider keeps keys for the same period. Vatverify Node client documentation
For a read-only GET lookup, repeating the request may not create a resource, but it can still consume quota or add load. Check the provider’s caching and request-limit rules rather than treating repeated reads as free.

Build a bounded, selective retry policy
A production retry loop should limit both attempts and elapsed time, use exponential backoff with random jitter, and stop at a delay cap. Honor the provider’s Retry-After guidance where documented. Do not retry input or authentication errors without correcting them, and do not retry every server error indefinitely. When giving up, surface a useful error with the request ID, attempt count, and last response when available.
Provider examples are not universal defaults
Vatverify’s Node SDK documents up to two retries (three total attempts) for network errors, timeouts, 429, 502, 503, and 504. Its exponential backoff includes jitter, is capped at two seconds, and gives a documented Retry-After value precedence on 429, capped at 30 seconds. The SDK does not retry 400, 401, 402, or 404. These are that SDK’s documented defaults, not requirements for VAT APIs generally. Vatverify Node client documentation
VAT Sense gives a different example for 429: wait one second, then two seconds, doubling up to a 30-second maximum. Its documentation lists a limit of 300 requests per minute per API key generally, and 3 requests per second for its GB validation endpoint. Those are VAT Sense limits, which may change; they are not ecosystem-wide limits. It also documents 412 for temporary upstream unavailability, distinct from rate limiting. VAT Sense API documentation

Set timeouts for the provider’s service path
A timeout is a client setting, not proof that the server cancelled the operation. If an endpoint waits on a tax administration, its response may take longer than an ordinary internal API call. VAT Sense recommends a 60-second timeout for its service and says validation can occasionally take up to 60 seconds; it suggests a shorter timeout plus retry handling for clients that cannot wait that long. Follow the selected provider’s contract and your own latency measurements rather than applying that timing to every API. VAT Sense API documentation
For asynchronous validation, save and poll the job
When a batch endpoint returns a job or operation identifier, persist it before polling. Subsequent requests should check the status of that existing job, not start another one.
- Submit the batch request using the provider’s documented idempotency pattern, if available.
- Save the returned job identifier durably alongside the business record or import job.
- Poll the documented status endpoint at an appropriate interval, respecting any
Retry-Aftervalue. - Record the final result and any audit evidence the API provides.
The VATValidation project demonstrates a batch POST that returns a job_id, followed by GET polling at /api/v1/jobs/{job_id}. Optimus likewise documents waiting for Retry-After while a run is still in progress. These are provider examples; use the endpoint paths and polling behavior in the API you integrate. If the initial POST times out before you receive a job identifier, retry with the same key only if the API documents that recovery pattern. Without documented idempotency or a lookup mechanism, consult the provider’s documented recovery or support process before creating another run when duplicate processing matters.
Check jurisdiction before treating a check as available
VIES covers VAT numbers from EU Member States and Northern Ireland. The European Commission states that GB validation ceased in VIES on 1 January 2021; GB checks should be directed to the UK Tax Administration. The Commission also says that tax administrations, not VIES, issue VAT numbers. Confirm the selected provider’s jurisdiction coverage and registry behavior for the numbers your application handles. Questions to ask when selecting an API
- Which jurisdictions and registries does it support, and are checks live, cached, or sometimes unavailable?
- Which status codes and transport failures are retryable, and does its SDK retry automatically?
- Does it support idempotency keys? What are the same-key payload rules, lookup options, and key-retention window?
- What are the rate limits, and does the service return
Retry-After? - What timeout behavior and asynchronous batch workflow does it document?
- Which validation evidence or consultation identifiers can you retain for audit purposes?
