Software Licensing Models: Key Decisions for Enterprise Buyers in 2026

Enterprise software licensing combines a commercial arrangement with a measurement metric. Learn how to compare options for shared access, cloud deployments, BYOL, and license tracking.

Enterprise software licensing has two separate parts: the commercial arrangement that governs how rights are acquired or maintained, and the metric used to count entitlement or calculate charges. A subscription can be priced per user or by consumption; a perpetual license can still be measured by users, devices, cores, or another contract-defined unit. Choose only after matching both parts to how the software is deployed and shared.

What are the different software licensing models?

“Licensing model” can mean either the commercial arrangement or the measurement metric. Keeping those questions separate prevents a common comparison error: treating subscription, per-user, and consumption-based licensing as mutually exclusive choices when they describe different dimensions.

Commercial arrangements

Arrangement What it describes What to verify
Perpetual license A license that AWS License Manager can track as perpetual. Maintenance, upgrades, reassignment, hosting, and transfer rights are not established by the label; check the product terms and customer agreement.
Subscription A recurring access arrangement. It does not, by itself, specify how usage is measured. Term, renewal, support, price changes, included features, and the billing metric.
Usage or consumption billing Charges tied to a defined quantity of use or cloud resources. Microsoft describes Azure infrastructure and platform charges based on resource consumption; Oracle lists application metrics such as electronic order lines and expense reports. The exact meter, billing period, rate, included allowance, and how usage is recorded.
Bundle or enterprise arrangement A package or broader measure for a defined population or organization. Oracle describes custom application-suite bundles for specific user populations and an enterprise model that can use company-wide measures. Eligible products and populations, included quantities, minimums, exclusions, and how the company-wide measure is calculated.

These are examples, not universal contract definitions. For instance, Microsoft documents per-user fees for Microsoft 365 and Dynamics 365 while Azure infrastructure and platform services can be billed by cloud-resource consumption. A vendor may use more than one arrangement across its products.

Measurement metrics

The metric determines what is counted. Examples in Oracle’s 2024 Oracle Software Licensing Basics include Application User, Employee, and Subscriber measures; electronic order lines and expense reports; and an enterprise example based on revenue. AWS License Manager can track virtual cores, physical cores, sockets, or machines. Other agreements may use named users or devices.

Read the metric’s definition, not just its name. Establish who or what counts, whether the measure is assigned or shared, how growth is counted, and what records prove compliance. Product price lists and product documentation may contain details that a high-level overview does not.

Per-user vs. per-device licensing: which fits a shared environment?

Start with the access pattern: who uses the software, which devices they use, and whether access is assigned, rotating, or unattended. The least expensive-looking unit is not necessarily the right one if it does not match the actual pattern or the product’s terms.

Access pattern Metric or mode to examine Decision point
People use the software across individually assigned devices User-based licensing Count the licensed people according to the product’s user definition, including any rules for reassignment or multiple devices.
Several licensed people take turns using the same computer Shared-computer activation, where supported Confirm that each user meets the product’s licensing requirements and that the activation mode fits the deployment.
Many people use a pool of shared devices Device-based licensing, where supported Compare the count of eligible devices with the number of users and verify the product’s device entitlement rules.
A process runs without a person signing in to operate it Unattended licensing, where supported Determine which automation accounts and activities are covered; do not assume a regular user entitlement covers unattended use.

Microsoft’s Microsoft 365 Apps guidance documents user-based subscription licensing as its default mode, alongside shared computer activation for computers used by multiple licensed users, device-based licensing for devices shared by many users, and unattended licensing for non-user automation accounts. These are Microsoft 365 Apps-specific modes, not a universal taxonomy for other products.

What does BYOL mean for enterprise cloud deployments?

BYOL means “bring your own license”: an organization uses an existing software license in a cloud deployment rather than relying solely on a license included in a cloud service or image charge. The phrase does not itself grant portability or hosting rights. Eligibility depends on the specific product, agreement, region, host configuration, and deployment.

Check how the cloud service charges for software

  • Managed platform or infrastructure service: Microsoft says Azure PaaS software licenses are built into service pricing. Confirm the service and pricing terms for the deployment you plan to use.
  • Virtual machine: Software on Azure IaaS virtual machines may require additional licenses. Some VM images include licensed software in a per-minute rate, so check whether the selected image already includes it.
  • Bring-your-own-license option: AWS documents BYOL opportunities and centralized license tracking. That documentation describes AWS capabilities, not a general right to move any license to any cloud or host.

Before comparing a cloud migration with an on-premises deployment, identify the exact software edition and license, then confirm its cloud-use rights and any eligibility conditions in the governing terms. Separate the cloud resource charge from the software entitlement charge where they are billed independently.

How should we compare licensing options?

Use the same deployment assumptions for every option, then compare the following dimensions. A quote is meaningful only when its metric and included rights match the workload being priced.

  • Cost basis and variability: Compare recurring per-user charges, device counts, and variable consumption against the expected pattern of use. Identify which usage changes can alter the bill.
  • Work pattern: Map individually assigned devices, rotating shifts, shared workstations, and unattended automation separately. They may not qualify for the same metric or activation mode.
  • Metric sensitivity: Model how growth in users, devices, cores, transactions, or a company-wide measure changes entitlement and cost.
  • Deployment footprint: List on-premises systems, managed cloud services, virtual machines, cloud accounts, and regions. Check whether each placement is permitted and how it is measured.
  • Governance effort: Estimate the work needed to keep inventory accurate, collect usage data, apply available limits, produce audit records, and reconcile results with contract terms.
  • Contract rights: Check term, renewal, support, upgrades, reassignment, portability, minimums, and alignment of add-ons against the actual product terms and customer agreement.

Do not compare a subscription price with an infrastructure consumption rate as though both buy the same thing. One may cover software access while the other measures cloud resources; establish what each quote includes before evaluating total cost.

How do we track licenses across cloud accounts?

License governance needs an entitlement record and a deployment record. The first describes what the organization is allowed to use; the second describes what is actually installed, assigned, or consumed. Reconcile the two using the metric and terms that apply to each product.

Best Value
  1. Record entitlements: For each product, capture the license type, metric, quantity, term, relevant agreement, eligible deployment locations, and any restrictions or minimums.
  2. Inventory deployments: Track installations, assigned users and devices, virtual machines, core or socket counts where relevant, and applicable cloud accounts and regions.
  3. Measure actual use: Collect the usage data that corresponds to the contractual metric, such as assigned seats, deployed machines, or metered transactions. Avoid substituting a convenient but different measure.
  4. Set controls where available: Use alerts, rules, or limits to prevent deployments from silently exceeding permitted quantities. AWS documents rule-based limits and tracking as capabilities of AWS License Manager; functionality and coverage vary by tool and license.
  5. Reconcile on a defined schedule: Compare measured deployment and consumption with entitlements, investigate differences, and retain the records needed to explain the result.
  6. Review changes before migration or renewal: Recheck terms when moving software between hosts or clouds, changing account or region placement, adding workloads, or renewing an agreement.

Amazon Web Services says in its AWS License Manager user guide: “License Manager supports a variety of different licensing models including perpetual licenses, floating licenses, subscription licenses, and usage-based licenses.” This is a description of models the AWS tool supports for tracking; it does not define universal rights or make every license compatible with every environment.

What should procurement, IT, finance, and legal settle before signing?

  • Procurement: Confirm the quote’s metric, included quantities, minimum commitments, renewal terms, and which products or add-ons are bundled.
  • IT asset management and cloud operations: Confirm that inventory and metering can capture the metric across the intended devices, hosts, accounts, and regions.
  • Finance: Model likely changes in user count, device pool, resources, or application transactions, and distinguish fixed recurring charges from variable consumption.
  • Legal: Verify use, reassignment, hosting, portability, upgrade, audit, and termination rights in the signed terms rather than inferring them from a model label or vendor overview.

Microsoft’s licensing guidance index includes dated guidance through 2026, including Azure purchasing models and Enterprise Agreement guidance. Program eligibility and economics remain dependent on the current program and agreement. Neither vendor examples nor broad licensing overviews establish a general market adoption or savings figure.
