Central Asian airlines do not use one regional baggage allowance. Your ticket’s baggage line and the operating airline’s current rules determine how many bags, what weight and dimensions, and what fees apply. If a bag does not arrive in Almaty, Tashkent, Ashgabat or another connection point, report it at the airport baggage-services desk before leaving, obtain a Property Irregularity Report (PIR), keep your baggage tag and submit the carrier’s written claim within the applicable deadline.
The practical sequence is: verify your allowance, label and photograph the bag, retain every travel and baggage document, report a problem immediately, and track the claim using the PIR reference. The sections below explain the different deadlines for damage, delay and loss, the documents airlines require, and how published liability rules differ.

Why one baggage rule cannot cover Central Asian airlines
A journey marketed under one booking can involve several operating carriers. A ticket may show a marketing airline while a partner actually checks, loads and delivers the bag. Allowance can also change with the fare family, destination, cabin, route direction and whether the itinerary is an interline journey. The allowance printed on your e-ticket or in the booking’s “baggage” field is therefore more useful than a generic kilogram figure found in a travel forum.
Check the operating carrier’s current baggage page close to departure and again after any schedule or aircraft change. Air Astana’s baggage information is divided into checked, carry-on, special baggage and lost, delayed or damaged procedures. flydubai likewise has separate sections for hand baggage, checked baggage, special baggage and interline rules. That structure is a warning that a carry-on limit and a checked-bag limit are separate questions, and that an interline segment may have its own handling instructions.

What to verify on the ticket
- The airline operating each flight, not only the airline whose code appears first.
- Your fare family and cabin class.
- The number of checked pieces, the permitted weight per piece and maximum dimensions.
- The carry-on piece count, weight and size, including any personal item rule.
- Whether a partner or interline carrier applies a different allowance or requires payment at a particular airport.
- Whether sports equipment, musical instruments, wheelchairs, batteries or other special items need advance approval.
If any line is unclear, ask the airline or issuing travel agent before check-in. Do not assume that an allowance from the outbound flight automatically applies to the return or to a separately ticketed connection.
How to prepare before departure
Make the bag identifiable
Photograph the exterior, wheels, handles and any distinctive marks before handing it over. Put a durable luggage tag on the outside with your name, a reachable phone number and an email address. Place a second card with the same details and your itinerary inside the bag in case the external tag is torn off. A personalized luggage tag can make an otherwise ordinary black suitcase easier for a handler to match to a description.
A Bluetooth luggage tracker can supplement those identifiers, especially when several bags look alike. It does not create an airline claim, prove the bag’s contents or replace a PIR and written notice. Treat its location as a clue for the airline, not as evidence that the airline has accepted liability.
Keep a document packet
Save an offline copy of your e-ticket and boarding pass. At check-in, retain the baggage-tag stub for every checked piece and photograph the tag number if the stub is easy to lose. Keep receipts for excess baggage, declared-value services and any special handling. These records connect your claim to the correct flight and bag.

Pack evidence, not just clothing
Before travel, make a simple inventory of the contents and approximate values. For expensive items, keep purchase receipts or other proof of value separately from the bag. If you later need to buy essential clothing or toiletries because of a delay, keep itemized receipts and note the date, currency and reason for each purchase. Avoid buying luxury replacements that are difficult to characterize as essential.
What to do when a bag is missing at arrival
- Do not leave the controlled baggage area until you have checked the belt and nearby oversize-baggage point. Confirm that the flight and carousel shown on the airport screens match your boarding pass.
- Go to the airline’s baggage-services or Lost & Found desk. Report a bag that is missing, damaged or missing contents while you are still at the airport.
- Show the baggage-tag stub and travel document. Give the agent the bag tag number, flight number, routing, delivery address and a precise description of the suitcase.
- Obtain the Property Irregularity Report (PIR). The local handling agent should create a report with a unique reference number. Write that number down, photograph the form and verify the phone number or email used for updates.
- Ask how tracking and delivery work. Confirm whether the airline will deliver the bag to a hotel or home, whether customs or identification is required, and how to update an address during the search.
- Keep the baggage tag. Air Astana’s help centre specifically tells passengers to keep it until they leave the airport.
A PIR is an incident record, not automatically a compensation claim. It establishes that you reported the irregularity and gives the airline a reference for tracing the bag. Submit any separate written claim the carrier requires.
If the desk is closed or you already left
Use the carrier’s online or written process immediately and explain that the airport desk was unavailable or that you discovered the problem after departure. flydubai’s published guidance allows a delayed- or damaged-baggage request within seven days when the issue was not reported at the airport. Its process asks travelers to update the contents after three days and complete an inventory and claim form when the bag has been missing for more than five days. Other carriers may set different procedures, so do not treat that process as a regional standard.

| Issue | Published rule | Practical action |
|---|---|---|
| Damage or shortage on Uzbekistan Airways international carriage | Claim no later than 7 days after receipt of the baggage. | Report visible damage at the airport and send the written claim with photographs and a description of missing or damaged contents. |
| Delayed delivery on Uzbekistan Airways international carriage | Claim no later than 21 days after the baggage is handed to the recipient. | Keep the PIR and delivery record, then submit the written notice within the stated window. |
| Bag treated as lost by Uzbekistan Airways | It is considered lost when it has not been found within 21 calendar days from the day after it was due at the destination. | Do not wait for the search period to start your documentation; report the delay and preserve receipts immediately. |
| Turkmenistan Airlines missing baggage | A claim is accepted once the baggage has not been found for 21 days. | Maintain the PIR, inventory and expense evidence while the search is open. |
| Turkmenistan Airlines damage or missing contents | Damage should be reported immediately; its claims guidance gives a 7-day limit for missing contents or damage. | Notify the carrier at arrival and follow its written-claim route. |
| Turkmenistan Airlines loss claim | The listed period for a loss claim is 2 years, subject to the applicable carriage rules. | File a formal claim rather than relying on a telephone call or informal message. |
These are published rules for the named carriers and international carriage where specified, not a guarantee that every airline or domestic sector uses the same period. A shorter airport-reporting requirement can still matter even when a later formal-claim period exists.
Documents that make a claim usable
Prepare one complete submission rather than a series of disconnected messages. The usual packet contains:
- E-ticket receipt, boarding pass or booking confirmation.
- Baggage-tag stub or a clear photograph of its number.
- PIR or other property-irregularity report and its reference number.
- Excess-baggage or declared-value receipts, if purchased.
- Photographs showing exterior damage, broken locks or opened packaging.
- A dated inventory of contents with approximate values and any available purchase proof.
- Receipts for essential replacement purchases made during a delay.
- Your bank or payment details only through the carrier’s secure claim channel, if requested.
Turkmenistan Airlines expressly lists the ticket, baggage receipts, baggage-tag coupon, expense receipts, PIR and damage calculation among its requested evidence. Uzbekistan Airways requires a written claim explaining the reason for the claim, the damage and the contents; a telephone call or an informal website message does not satisfy that requirement.

How to write the inventory
Use one line per item: “men’s shirt, cotton, purchased approximately 2025, estimated value USD…,” rather than “clothes.” Separate ordinary clothing, electronics, medication and fragile goods. Mark items that were missing from the delivered bag separately from items that were damaged. State when you last saw each item and attach photographs where they exist.

How compensation limits work
Compensation is not a universal flat amount per suitcase. It can depend on the applicable international convention, the type of baggage, whether a value was declared, the proven loss and exclusions in the carrier’s contract.
| Carrier and document | Published figure | Qualification |
|---|---|---|
| Uzbekistan Airways carriage contract | 17 SDR per kilogram | For lost, damaged or delayed checked baggage under the rules cited in its contract. |
| Uzbekistan Airways carriage contract | 332 SDR | For unchecked baggage under the same published rules; the figure is not a per-kilogram checked-bag rate. |
| Turkmenistan Airlines FAQ | USD 20 per kilogram | For baggage accepted without declared value, subject to applicable international agreements. |
SDR means the International Monetary Fund’s Special Drawing Right, whose currency value changes. The airline’s contract and the law governing the itinerary determine how an SDR amount is converted and whether another rule overrides it. Do not present the Uzbekistan Airways and Turkmenistan Airlines figures as interchangeable offers or as guaranteed payouts for every claim.
Carrier-by-carrier comparison of the process
| Carrier | What the published guidance establishes | What you still need to verify for your ticket |
|---|---|---|
| Air Astana | Baggage information is separated into checked, carry-on, special-baggage and lost/delayed/damaged sections. Its help centre tells travelers to keep the baggage tag until leaving the airport. | Your fare-specific allowance, route limits, interline treatment and the current online reporting channel. |
| Uzbekistan Airways | International claim windows distinguish damage, delayed delivery and loss. A written claim is required, and the published contract lists SDR liability limits. | The allowance attached to your fare, any partner-carrier rule and the exact claim address or form for your itinerary. |
| Turkmenistan Airlines | Its claims guidance sets a 21-day point for accepting a lost-baggage claim, gives immediate and 7-day damage or shortage instructions, and lists a 2-year loss-claim period. Its FAQ gives a USD 20-per-kilogram limit where no value was declared. | Current flight-specific allowance, payment or declaration options, and any additional requirement for international agreements. |
| flydubai | Hand, checked, special and interline baggage are handled in separate guidance. Missing or damaged bags should be reported at the arrival baggage-services desk so the handler creates a PIR. If not reported at the airport, its guidance describes a seven-day request window and later inventory steps. | Whether a codeshare or interline itinerary assigns another carrier as the responsible reporting point and which allowance applies to each segment. |
Common situations and the correct response
The bag arrives two days late
Keep the PIR and delivery confirmation. Record necessary purchases made while waiting, retain receipts and send the carrier’s written delayed-delivery claim within the deadline that applies to the operating carrier and journey. Do not describe the event as “lost” merely because it was not on the first carousel.

The suitcase arrives with a broken wheel
Photograph the damage before using or repairing the bag. Ask the arrival desk to record it, obtain the PIR or damage report and identify whether contents are also missing. A repair estimate can help explain the amount requested; do not discard the damaged part until the carrier responds.

The bag arrives but a laptop is missing
List the missing item separately from general damage, state its approximate value and provide proof of purchase if available. Report the shortage promptly; a late notice can be treated differently from a general delayed-baggage report.
You have a separate ticket for the onward flight
Tell the desk exactly which ticket and flight accepted the bag. A separate ticket may mean the second carrier did not assume responsibility for the first carrier’s baggage contract. Use the bag tag and each ticket number when asking which airline should receive the written claim.
The tracker shows the bag at another airport
Give the location and time to the airline through the PIR channel. Do not travel to retrieve it or publish a stranger’s location. The tracker cannot replace the carrier’s report, and its position may reflect a nearby device rather than the bag itself.
How to avoid rejected or weakened claims
- Leaving without a report: An agent may later have difficulty matching an unreported bag to your flight. Report at arrival whenever possible.
- Discarding the tag: The tag links your claim to the baggage record. Keep it until the matter is closed.
- Using only a phone call: Where the carrier requires a written claim, a call does not satisfy the formal notice.
- Missing the shortest deadline: Damage and shortage periods can be much shorter than loss periods. Put the date of receipt and delivery on your calendar immediately.
- Sending an unitemized expense list: “Emergency shopping” without receipts or descriptions is harder to assess than dated, necessary purchases.
- Assuming a tracker proves ownership: Identification still depends on the tag, flight record, description and PIR.
- Quoting the wrong airline’s limit: Liability figures and declaration rules differ. Cite the contract that governs your ticket.
A practical claim workflow
- At the airport: Report the problem, obtain the PIR, confirm the reference number and photograph all paperwork.
- Within the first day: Email or upload the report if the airline provides a written channel. Add your delivery address and a concise description of the bag.
- During the search: Keep a dated log of updates, calls, deliveries and necessary purchases. Update the inventory when the carrier asks.
- When the bag is delivered: Inspect it before signing where possible, photograph damage and record the delivery date. Separate missing contents from late delivery.
- When the search period ends: If the airline treats the bag as lost, submit the formal loss claim with the inventory, valuation evidence and requested payment details.
- If the claim is refused or ignored: Ask for the decision and the contract provision in writing. Check the ticket’s governing law, the relevant aviation authority and any applicable international convention before escalating.
Carry-on and checked-bag decision checklist
Use this checklist for every segment, especially a connection through Almaty, Tashkent or Ashgabat:
- Does the ticket show a piece allowance, a weight allowance or both?
- Is the allowance attached to the fare family rather than the airline’s highest advertised cabin?
- Will the interline partner accept the same number and size of pieces?
- Are passports, medication, keys, valuables, electronics and one change of clothes in carry-on baggage?
- Are spare lithium batteries and other restricted items packed according to the operating carrier’s instructions?
- Do the checked bag’s dimensions and weight stay within the limit without relying on airport discretion?
- Have you photographed the bag and saved the tag number?
When the answer to any allowance question is uncertain, obtain written confirmation before check-in. Paying for an extra piece or excess weight in advance is usually easier than resolving an unaccepted bag at a transfer desk, but the available purchase method and price depend on the carrier and route.
What to remember at the airport
The strongest lost-baggage file is created before the suitcase disappears: a fare-specific allowance check, photographs, an inside and outside label, the baggage-tag stub and an inventory. Once the bag is missing, the critical acts are immediate airport reporting, a PIR reference and a timely written claim. Keep those steps separate from compensation: the report starts the trace, while the written claim preserves your legal and contractual request.
