To collect packed ice or blue ice in Minecraft, mine it with a tool enchanted with Silk Touch. Frozen-ocean icebergs are the main place to look: packed ice is common throughout them, while blue ice is often found near their lower, sometimes underwater, sections. You can also craft both blocks from regular ice, though making one blue ice block takes 81 regular ice blocks through the crafting chain.
What you need before mining
Bring a Silk Touch-enchanted tool if you want to keep either block. The block references report that packed ice and blue ice drop nothing when mined without Silk Touch; a pickaxe is the quick mining choice. The enchantment is an in-game tool enchantment, not a real-world item.

Where to find packed ice
Search for icebergs in frozen ocean and deep frozen ocean biomes. Icebergs can contain packed ice, blue ice, and snow, so they are a useful destination if you want either type. Packed ice is also reported in ice spikes, frozen peaks, some village structures, and ancient cities; these locations may depend on the game edition and version. Where to find blue ice
Look through frozen-ocean icebergs, paying particular attention to their lower portions and the area at or below the waterline. Blue ice commonly appears near the bottom of packed-ice icebergs and can generate alongside packed ice in frozen-ocean features. - Mine any blue ice you find with Silk Touch so it drops as a block.
Crafting: convert regular ice into packed ice, then blue ice
Crafting offers a repeatable route if you can gather regular ice. The recipe chain is regular ice to packed ice, then packed ice to blue ice. For a small amount, mining a naturally generated block may save time if you are already near an iceberg. If you need a larger or repeatable supply, harvesting regular ice with Silk Touch and crafting it is a practical alternative, although the best route depends on travel, tools, and how much ice you need.
Can wandering traders sell these blocks?
A wandering trader may offer packed ice or blue ice for emeralds, according to the block references. Treat a trade as a chance opportunity rather than a reliable supply: an offer is not guaranteed, and the cited references do not establish that every edition or release uses identical trade details. If the trade is available in your game, compare its emerald cost with the time required to find or craft the blocks.
