Submit a refund request through Steam Support as soon as you can. Valve’s published rule for a game is a purchase made within 14 days and less than two hours of playtime; every minute played during Early Access counts toward that limit. Steam does not list an abandoned or unfinished game as an automatic exception, so approval outside the normal window is discretionary. Your strongest request combines the purchase date and playtime with dated, specific evidence that development stopped, promised features disappeared, the store description was misleading, or serious defects prevent the game from matching what was sold. If the normal policy does not resolve the dispute, consumers in the EU, UK and some other jurisdictions may have additional statutory remedies for digital goods that are faulty or do not match advertising.
What Steam’s refund rule means for Early Access
Steam’s Steam Refunds policy, last updated 23 April 2024, says the refund offer for games and software applies when the purchase was made within two weeks and the account has less than two hours of playtime. Early Access does not create a separate, more generous allowance: Valve states that playtime before release counts against the two-hour limit.

That means the timer is based on your purchase date, not on the date a developer stops updating the game. Ending Early Access also does not automatically start a new 14-day period. If you bought the title months ago and played for several hours while it was unfinished, a later transition to version 1.0 does not reset either condition.

If you pre-purchased a game but it could not be played before its release date, the 14-day and two-hour period starts on the release date. This is different from buying an Early Access build that was immediately playable: in that case, the purchase date and all Early Access playtime are relevant.

Do not confuse game refunds with in-game purchases
Valve’s policy separately mentions a 48-hour window for eligible purchases made inside Valve-developed games. That figure is not the rule for refunding the game itself and should not be used in an Early Access request.
Does abandonment guarantee a refund?
No. Valve’s published policy does not promise an automatic refund simply because a developer has stopped updating a title, missed a roadmap, or left the game unfinished. A request outside the standard window can still be submitted, but Steam decides whether to approve it.
Valve describes refunds as a way to remove purchase risk, not as a method of obtaining free games. The policy also says Valve may stop offering refunds when it believes a user is abusing the system. Keep the request focused on this purchase, provide a truthful chronology, and avoid filing repeated or contradictory tickets.

Abandonment is most persuasive when you can show how the current product differs from what was represented at the time of sale. A single quiet period is not conclusive: small teams can pause development, change direction, or communicate through a channel that is not visible on the store page. Explain the observable facts rather than asserting motives.

How to submit the request in Steam Support
Use Steam’s purchase-support flow even when you are outside the normal eligibility window. The interface can change, but the policy identifies Steam Support as the place to request a refund or other purchase assistance.
- Sign in to Steam Support. Use the account that owns the game. If you have several accounts, verify the purchase appears in the selected account’s history before submitting anything.
- Open Purchases. Select the Early Access game from the list of transactions. Choosing the exact transaction helps Steam associate your explanation with the correct license and payment.
- Choose the refund or purchase-help path. Follow the prompts presented for that game. If the automated screen says the request is outside the usual rules, continue to the option that sends the issue to Steam Support rather than abandoning the request.
- Write a factual explanation. Include the purchase date, current total playtime, and the fact that the game remains unfinished or appears abandoned. State what changed and when. Distinguish a documented event, such as a dated announcement, from your interpretation of why it happened.
- Attach or describe evidence. Identify dated developer posts, update-history gaps, removed roadmap items, store-page wording, or reproducible defects. If links or screenshots are available in the support form, use the clearest primary evidence and label the date of each item.
- Select the offered refund destination. Steam may present the original payment method, Steam Wallet, or another option depending on the transaction. Choose only among the methods actually shown; availability is not identical for every payment type or region.
- Keep the confirmation. Save the ticket number and the text you submitted. It gives you a consistent record if support asks for clarification.
What to include in an abandonment case
Support staff need a concise record that lets them understand the purchase without reconstructing years of community discussion. Organize your evidence chronologically and connect each item to a specific representation or failure.
Purchase and use details
- The exact purchase date and whether the transaction was a pre-purchase, Early Access purchase, gift, or bundle component.
- Your total Steam playtime, including time logged before any full-release date.
- The date you first noticed the problem and whether the game is still technically launchable.
Development history
- Dated developer announcements showing the last meaningful update, cancellation, studio closure, or statement that development had ended.
- The update chronology from the Steam community or news area, with long gaps described using dates rather than labels such as “dead game.”
- Roadmap entries or feature promises that were removed, materially changed, or left unaddressed. Quote only the relevant wording and identify where it appeared.
Mismatch or defects
- Store-page descriptions, feature lists, system requirements, or release statements that no longer match the product delivered.
- Specific defects that can be reproduced, such as a mode that cannot be started, saves that cannot be loaded, or a required online service that no longer operates.
- Screenshots, crash logs, or short videos when they demonstrate the issue more clearly than a paragraph.
Do not inflate your playtime, claim that a developer made an announcement you cannot locate, or present rumors as facts. A precise request is easier to evaluate and protects your credibility if Steam asks follow-up questions.
How to phrase the request
Put the outcome you want in the first sentence, then give a short timeline. For example:

“I am requesting a refund for [game title], purchased on [date]. Steam shows [playtime] of use. The game remains unfinished and appears to have been abandoned: the developer’s last update was dated [date], the store-described feature [feature] is absent or unusable, and the announced milestone from [date] was not delivered. I have included the relevant dated announcements and screenshots. Please review this purchase manually.”
Replace every bracketed item with real information before sending. If the standard window has passed, acknowledge that directly and explain why the product’s current condition is materially different from what you bought. Do not threaten support, demand an exception as a right, or submit a long account of unrelated community arguments.
What to do if Steam denies the request
A denial under the published 14-day/two-hour rule is not proof that Steam considered every abandonment fact, but it is also not an invitation to open unlimited tickets. Send one clear follow-up through the same support record.

- Restate the transaction date and playtime exactly as Steam displays them.
- Point to the strongest new or previously overlooked evidence, such as a dated closure announcement or a store description that promised a feature missing from the current build.
- Ask for a manual review under Steam Support’s purchase-assistance process.
- Keep the tone neutral and the factual record consistent with your first request.
If the follow-up is denied, repeated submissions can look abusive and are unlikely to improve the result. Preserve the correspondence and consider whether a statutory consumer-rights route is available where you live.

EU, UK and other statutory consumer rights
Steam’s Subscriber Agreement says its refund policy is without prejudice to statutory rights. Valve also directs EU and UK customers to information about statutory withdrawal rights. Those rights operate independently of Steam’s published convenience policy, and the exact remedy, deadline, proof, and trader obligations depend on national law.
European Commission guidance explains two points that often appear together but are not identical. First, a consumer can lose the ordinary online digital-content withdrawal right once downloading or streaming begins if the consumer expressly agreed to lose that right. Second, consumers may still have remedies when digital goods or services are faulty or fail to match advertising. An unfinished or abandoned Early Access title may therefore raise a conformity or misleading-description issue, but the outcome depends on the product, the representations made, the timing, and the law in the relevant country.
A practical EU or UK sequence
- Contact Steam first and set out the same factual record used in your support request.
- Identify the precise mismatch or defect rather than relying only on the word “abandoned.” Explain what was advertised, what was delivered, and how the difference affects use.
- Keep invoices, store-page captures, announcements, support replies, and dates. National authorities can require proof that the product failed to conform or that a representation influenced the purchase.
- If the dispute remains unresolved, consult your national consumer authority or the European Consumer Centres Network. Your Europe also identifies Your Europe Advice as an assistance service for cross-border questions.
EU guidance was last checked 1 April 2026. It is general information, not a determination that every Early Access dispute qualifies for a refund. UK consumers should check the rules that apply to their specific transaction and trader relationship; rights and procedures can differ from those in an EU member state.

Use the Steam route first because it is the simplest channel and creates a dated record. A legal or consumer-assistance route is most meaningful when you can identify a concrete conformity failure or misleading representation, not merely disappointment that a project took longer than expected.
Common situations and how they affect your request
The game was abandoned after you played more than two hours
Your playtime exceeds the published threshold, but you can still ask Steam Support to review the purchase. Explain the abandonment with dates and evidence; do not describe the standard policy as guaranteeing an exception.
The developer stopped posting but the servers still work
Lack of communication alone may not establish that the product is abandoned. Document the last meaningful update, unresolved promised features, and any technical failures. If the game remains functional and matches its store description, the case is weaker than one involving a missing advertised feature or unusable service.
The store page changed after you bought the game
Preserve contemporaneous screenshots, cached copies, or dated announcements showing what was represented at purchase. A current page may not establish what you were promised months earlier.
You bought a key outside Steam
Steam’s refund flow covers purchases recorded in Steam’s transaction history. A key bought from another seller may be governed by that seller’s terms and local consumer law. Do not ask Steam to refund a transaction it cannot see; contact the seller named on your receipt while keeping evidence of the game’s condition.
You received the game as a gift
Select the gifted title in the account that received it and follow the support prompts. The available refund destination and who receives any credit depend on the transaction details shown by Steam.
How to avoid weakening a legitimate request
- Do not claim that Early Access automatically entitles you to a refund after release; the published policy says the opposite about counting playtime.
- Do not reset, alter, or misrepresent playtime data. Steam can see the account record.
- Do not rely on a single social-media rumor when an official announcement or store record is available.
- Do not send multiple near-identical tickets in quick succession.
- Do not confuse a delayed roadmap item with a product that is demonstrably unusable or materially misdescribed; explain the difference.
- Do not include personal data belonging to developers or other players in screenshots.
Bottom line for an abandoned Early Access purchase
Request the refund immediately through Steam Support, even if more than 14 days have passed or you have more than two hours of Early Access playtime. The ordinary rule remains two weeks and less than two hours, and Early Access use counts; finishing Early Access does not restart the clock. Outside that rule, approval is discretionary, so build the request around dated, verifiable facts: what was promised, what was delivered, when development stopped, and which defects remain. If Steam’s review does not resolve a concrete mismatch or fault, preserve the record and investigate the statutory consumer protections that apply in your jurisdiction.
