If YouTube Live buffers on mobile data but plays smoothly on Wi-Fi on the same phone, the issue is more likely related to the mobile connection, local congestion or its route to YouTube than to the stream itself. If it buffers on both, lower playback quality, clear the YouTube app cache and test another live stream. These checks help narrow down the cause; a single speed-test result cannot identify it.
Start by comparing mobile data with Wi-Fi
Use the same phone and the same live stream, and switch only the connection if Wi-Fi is available. Note whether buffering happens on cellular data, Wi-Fi or both, along with the location and time. YouTube recommends trying a different internet connection as an initial troubleshooting step (YouTube Help: Troubleshoot streaming & video issues).

- Buffers on mobile data but not Wi-Fi: this points toward the cellular connection, local congestion or the route between that connection and YouTube. It does not prove that a particular operator is at fault or that the phone needs replacing.
- Buffers on both: try the playback and app checks below, then compare another live stream.
- Only one live stream buffers: record its channel and the time. This comparison is useful, but it does not by itself prove the broadcaster is responsible.
Lower the live stream’s playback quality
Open the YouTube player settings, choose Quality, and manually select a lower available resolution. This reduces the data rate the player needs to sustain, in exchange for a less detailed picture. YouTube documents changing video quality as a troubleshooting step; the exact choices depend on the stream and device (YouTube Help).
If the lower setting plays steadily while a higher one buffers, keep the lower quality while you investigate the connection. Automatic quality selection can change during playback, so choosing a specific lower option is a clearer diagnostic test.

Clear YouTube’s app cache and test again
YouTube includes clearing the app cache among its recommended steps for buffering or loading issues. On Android, the route to app storage and cache settings can vary by Android version and phone maker; use the system’s app settings for YouTube, clear its cache, reopen the app and retry the stream. Avoid choosing a broader option such as clearing all app data unless you understand its effects.
If you use YouTube in a mobile browser rather than the app, retry in the other version if available. This helps distinguish an app-specific problem from a connection problem, though it is not proof of either cause.

Check whether the connection is struggling at that place and time
TRAI’s MySpeed site offers network measurement tools, including speed, video and browser tests. Run tests where and when buffering actually occurs; record the time, location, connection type, test used and result. Repeat at another time or on another available connection rather than relying on one reading.

In its account of TRAI-supervised Bengaluru drive tests, the Press Information Bureau lists download and upload throughput, latency, jitter, packet-drop rate and video-streaming delay among the measured categories (PIB: TRAI-supervised Bengaluru drive tests). Those categories illustrate why a peak speed number is not a guarantee of smooth live video; they are not a nationwide rate for YouTube Live buffering.

Compare your own available connections by the same stream, location, time, playback quality and repeated test results. Carrier performance is local and time-sensitive; the evidence here does not support ranking Indian operators overall.
Understand the live latency trade-off
Live latency is the delay between what happens at the broadcast and what viewers see. YouTube explains: “The lower the latency, the less read-ahead buffer the video player will have.” A smaller buffer can make playback more vulnerable when network delivery varies.

YouTube describes Normal latency as its recommended choice for non-interactive broadcasts and as providing the lowest viewer buffering. Low and Ultra-low latency reduce delay when the creator needs more interaction, but Ultra-low latency may increase buffering. Viewers cannot change the creator’s latency setting. For an encoder-based stream, the creator can consider Normal latency if reducing viewer interruptions matters more than faster chat interaction. Webcam and mobile streams are set up for interactivity, so the creator may not have the same latency control. See YouTube Help: Understand live streaming latency.

When to report the problem
If the issue persists, send feedback through YouTube’s Help and Feedback option after reproducing it, including the stream, time, device and whether it occurred on mobile data, Wi-Fi or both. If repeated tests show that buffering consistently follows one mobile network at a particular place and time, give the operator those measurements rather than a single speed result. YouTube’s troubleshooting guidance covers reporting ongoing playback issues (YouTube Help).

Or let it run in the cloud
This is for channel owners who want to keep uploaded videos playing as a YouTube live stream; it will not improve a viewer’s mobile data connection or fix buffering on that viewer’s phone. With StreamNeo, upload a recording or build a playlist, add your YouTube stream key once, and go live. StreamNeo loops the uploaded video from the cloud, so your computer and home connection do not have to stay on. Each slot supports the video as uploaded up to 4K 60fps at one flat price, with automatic recovery if YouTube drops the stream. The first day is free with no card; UPI and cards are supported in India. Monthly billing is $9.99 per month.
