A full power cycle can clear temporary queue state. For a disc installation that stops at 0%, follow the separate disc-install procedure. Use Reset and keep my games and apps only after those checks, then contact Xbox Support if the problem affects every title or survives the reset.
The right fix depends on whether you are installing a digital game, an update, downloadable content, a verification step, or a disc; whether one title or every title fails; and whether the game is going to internal or external storage. Work through the sequence below so you do not erase data before testing reversible causes.

First, identify what is actually stuck
Xbox can show several different installation states that look similar. The wording and scope of the failure help separate a damaged download from a connection, storage, console-software, or disc problem.

Do not infer a universal failure rate from this symptom. No authoritative figure establishes how common stuck Xbox installations are.

Work through the least destructive fixes
1. Inspect the queue and the library
Open My games & apps and inspect the queue. Look for the affected game, an update, or another large item ahead of it. A different download can make the target title appear idle even when the console is still processing the queue.
If the game is not shown among installed titles, open Ready to install. Microsoft support directs users to that area when a title does not appear on the console. Select the game there and begin the installation again rather than assuming the license has disappeared.
Check whether the problem is the base game or an add-on. If an add-on was queued first or its files are damaged, reinstall the base game before adding expansions or other downloadable content. Microsoft Community guidance specifically describes reinstalling the base game before add-ons in this situation.
2. Pause and resume once
Highlight the affected item in the queue, pause it, wait briefly, and resume it once. This refreshes a queue item without deleting its partial data. If the percentage changes afterward, leave the console to continue and avoid repeatedly toggling the same control.
When the item remains at exactly the same point and is clearly frozen, cancel that item and start the installation again from the game library or Ready to install. Canceling removes the incomplete local download; it does not remove your ownership of a digitally licensed title. You may have to download the game again, so use this step only after confirming that the pause/resume attempt did not help.
3. Test the network before changing hardware
Run the Xbox network test from the console’s network settings. The result helps distinguish a console-side queue problem from a connection problem. If other devices in the home also have trouble reaching the internet, restart the router and test again. If other devices work normally, restarting the router is less likely to be useful than testing the Xbox itself.

When possible, retry the installation over wired Ethernet. The official Xbox Series S Service Guide states: Connect the XBOX to a Wi-Fi network or use an Ethernet cable for a wired connection.
A wired retry is a diagnostic comparison: if the install proceeds on Ethernet but stalls on Wi-Fi, interference, signal quality, or packet loss is implicated. It does not prove that a cable will fix every installation failure.

If you have a suitable cable, connect the Xbox directly to the router, rerun the network test, and resume or restart the installation. Keep the result of the Wi-Fi-versus-Ethernet comparison for support if the issue continues.
4. Check free space and the installation target
Confirm that the drive selected for the game has enough free space for the installation and its update. The cited Microsoft guidance supports checking available storage and the installation state, but it does not publish one universal free-space number that applies to every game, update, edition, or console.
If an external drive is selected, verify that the console still detects it and that it is not disconnecting. When practical, retry on internal storage. A failing, intermittently connected, or otherwise problematic external drive can make an installation look like a network stall.
After changing the target, start a fresh install rather than moving a partially failed item back and forth. If internal storage works while the external drive does not, leave the game on internal storage until the external device has been checked separately.
5. Install pending console updates
Open the console update area and install anything pending. Restart the Xbox when prompted, then retry the game installation. Console software can affect download, storage, and verification behavior, so an up-to-date system belongs in the normal recovery path rather than being treated as an optional extra.

On Xbox One, Microsoft states that a greyed-out No console update available option means the console is already up to date. If the option is unavailable for selection, continue with the queue, network, and storage checks instead of repeatedly opening the same screen.
6. Perform a full power cycle
A full power cycle can clear temporary cache or queue state that survives an ordinary pause and resume. Use the console’s complete shutdown and power-cycle procedure, then start the Xbox again and check the queue before launching other downloads.
Do not promise yourself a universal Clear cache menu. Activision’s support documentation notes that Xbox Series X|S has cache-clearing options, while Xbox One has no menu cache-clear option. On Xbox One, use a full power cycle rather than searching for a setting that is not present.

Digital download stuck at 0% or another fixed percentage
First establish whether the number is changing at all. A large game can remain on one displayed percentage while data is being prepared, but a genuinely frozen queue item will show no meaningful movement after the pause/resume test and a reasonable network check.
- Open My games & apps and inspect the queue.
- Pause the title once, then resume it.
- Run the Xbox network test.
- Check free space and, if an external drive is involved, retry on internal storage.
- If the item is still frozen, cancel it and reinstall from the library or Ready to install.
If the reinstall fails at the same point, compare another title. One failing game points toward its local files or add-ons; multiple failures point toward the console, connection, or target drive.
Game stuck on verifying
Verification occurs after Xbox has downloaded or placed files and is checking that they are usable. Do not interrupt a verification step merely because it is slower than the download. If it remains unchanged and the queue is clearly stalled, apply the same pause/resume, network, storage, and cancel/retry sequence. A fresh installation is more useful than repeatedly forcing verification on the same damaged partial files.

Update stuck while the base game is present
Check that the console itself has no pending update and that the target drive has room for the update. If the game is on an external drive, test internal storage when practical. Canceling only the update may leave a damaged base installation behind; if the title continues to fail after a clean update retry, remove and reinstall the base game before restoring add-ons.

Disc installs have a dedicated Xbox Support procedure. Inspect the disc for dirt or visible damage and clean it appropriately, cancel the incomplete installation, and retry according to the current Xbox Support article for an Xbox game from disc whose installation stops at zero.
Treat this branch separately from a digital download. A network test can still be useful if the console must download updates, but it cannot repair a disc that the drive cannot read. If another known-good disc installs normally, the original disc becomes the primary suspect; if multiple discs stop at zero, investigate the console and its software state.

Only one game fails
Concentrate on that title’s queue item, its base installation, add-ons, and the selected storage location. Confirm the title in Ready to install, cancel a frozen partial item, and reinstall the base game before adding expansions. If other games install normally from the same connection and drive, a system-wide reset is premature.
Every game or update fails
Start with shared causes: run the network test, compare Wi-Fi with Ethernet, check internal storage, and install console updates. A failure across unrelated titles is less consistent with one corrupted game package and more consistent with a connection, drive, or console-software state.

Use Ethernet as the controlled comparison. If the wired installation advances, keep the console wired for the affected download and investigate Wi-Fi conditions separately. Restart the router only when other devices also show connection problems; otherwise, repeated router restarts add little information.

Only an external-drive installation fails
Confirm the drive is detected and retry the same title on internal storage. A successful internal install isolates the external drive as the likely fault area without requiring a console reset. Avoid moving an incomplete item repeatedly between locations; cancel it and begin a clean install on the working target.
When and how to reset the Xbox
Reset and keep my games and apps is an escalation step, not the first response to a single stalled download. Use it after queue recovery, network testing, storage checks, console updates, and a full power cycle have failed, especially when files appear corrupted or every title is affected.
This option is less destructive than removing everything because it keeps games and apps on the console. It can still require you to sign in again, and the affected game may need to be downloaded again. Make sure you know the Microsoft account credentials used on the console before starting.

- Confirm that the problem persists across more than one title or remains after a clean reinstall attempt.
- Record any visible error message, the affected title, and whether it is installed internally or externally.
- Open the console’s reset options and choose Reset and keep my games and apps, not the option that removes everything.
- Complete the on-screen setup and sign in again if requested.
- Test one affected game before starting a large batch of downloads.
If the reset does not resolve the issue, stop repeating resets and contact Xbox Support. Repeatedly deleting and reinstalling the same files cannot repair a failing drive, persistent network fault, unreadable disc, or deeper console problem.
What to give Xbox Support
Support can work faster when the symptom is specific. Provide:
- The exact title and whether it is digital, an update, downloadable content, verification, or a disc installation.
- The percentage or wording where progress stops.
- Whether the failure affects one title or every title.
- The result of the Xbox network test and whether Ethernet changed the behavior.
- The installation target: internal storage or an external drive.
- Whether the console reports a pending update or shows No console update available.
- What happened after canceling and reinstalling, power cycling, and using Reset and keep my games and apps.
For a disc problem, mention whether the disc was inspected and cleaned and whether another disc installs successfully. Those details separate media-read problems from queue, storage, and console-state failures.
A practical decision order
Use this order whenever an Xbox installation appears stuck:

- Run the Xbox network test and compare Ethernet when available.
- Check free space and retry on internal storage if an external drive is involved.
- Install pending console updates and restart.
- Perform a full power cycle; on Xbox One, do not look for a menu cache-clear option that does not exist.
- For a disc stuck at 0%, use the dedicated disc-install procedure.
- Use Reset and keep my games and apps only for persistent or broad failures.
- Contact Xbox Support if the reset fails or the evidence points to hardware, media, or an unresolved service issue.
This sequence moves from reversible queue actions to connection and storage isolation, then to software-state recovery. It minimizes unnecessary redownloads and avoids deleting installed games before you know which part of the installation path is failing.
