Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →If Windows will not shut down or restart, first identify what the computer actually does after you choose Start > Power > Shut down or Start > Power > Restart. A PC that sleeps, freezes on a shutting-down screen, returns to the sign-in page, or crashes to a stop-code screen needs a different remedy. There is no single universal fix. Use the symptom-led sequence below, starting with the least disruptive test and protecting your files before recovery actions that may remove data or applications.
Identify the failure before changing settings
Save open work and close applications, then deliberately select the intended command from Start > Power. Note the first thing that happens. The distinction matters because normal shutdown and restart commands are documented separately from sleep, startup failure, and crashes.

| What you see | What it usually means for troubleshooting | Start here |
|---|---|---|
| The display goes dark, but fans, keyboard lights, or power lights remain on | Windows may be stuck completing shutdown, or the device may have entered a sleep or hybrid-power state rather than fully powering off. | Wait briefly for disk activity to stop, then continue with the Windows-starts section if you can sign in again. Avoid repeated forced power-offs. |
| A message remains on Shutting down or Restarting | A driver, service, application, update, or system component may be preventing the request from completing. | Use the clean-boot isolation procedure if Windows starts normally afterward. |
| The computer returns to the sign-in screen or desktop | The shutdown request may have been cancelled, or the system may have restarted instead of powering off. | Check which command you selected and test Shut down and Restart separately. |
| A blue screen or stop code appears, followed by a reboot | This is a crash and automatic restart, not simply a failed menu command. | Record the stop code and any “What failed” module name, then investigate hardware, drivers, and software. |
| Windows repeatedly starts and reboots before reaching the desktop | This is a startup failure or restart loop. | Use Windows Recovery Environment (WinRE) and Startup Repair rather than normal desktop troubleshooting. |
Microsoft’s normal instructions confirm the expected menu paths, but they do not diagnose why a particular computer fails to complete them. Treat the observed symptom as evidence; do not begin by changing random power or registry settings.

Do these low-risk checks first
- Save documents and close installers, file-copy jobs, virtual machines, games, and other applications that may be waiting for input.
- Disconnect newly attached USB devices, docks, external drives, or other hardware one item at a time. A recent hardware change is useful evidence if the problem began immediately afterward.
- Give a normal shutdown a reasonable amount of time if the disk light is active. Do not repeatedly hold the power button while Windows is operating normally; interruption can corrupt open files.
- Try Start > Power > Restart once. A successful restart shows that Windows can complete at least one power transition, while failure of both commands points to a broader problem.
- Write down when the symptom began, whether it follows a Windows or driver update, and whether every user account is affected. These details help separate a user-session issue from a system-wide fault.
If the computer crashes and restarts
A blue screen, stop code, or automatic reboot should be handled as a crash. Microsoft identifies hardware, device drivers, and software as possible causes. The stop code is more useful than a generic statement that Windows “keeps restarting.” Photograph the screen or record the exact code and any module named after What failed.

Check recent hardware and drivers
- Remove hardware added shortly before the first crash, with the computer powered off and disconnected as appropriate for that device. Test whether the stop code returns without it.
- If Windows cannot remain running long enough to troubleshoot, start in Safe Mode. Safe Mode loads a limited set of drivers and services and can show whether a basic startup succeeds.
- Open Device Manager and look for warning icons, devices that appeared after the problem began, or a driver update that matches the date of the first failure.
- Only after you have evidence, update, disable, roll back, or uninstall the suspect device or driver. Record the original setting so you can restore it if the change does not help.
A warning icon alone does not prove that a device caused the crash, and replacing hardware without a repeatable stop code or other evidence can make diagnosis harder. If the same code returns after the relevant device is removed or its driver is reverted, preserve the details for the device maker or a qualified technician.
If Windows starts but will not shut down or restart
When you can reach the desktop, a clean boot is a reversible way to test for a conflict with a third-party service or startup application. It is an isolation test, not a permanent performance tweak. The procedure temporarily reduces functionality, and policies on a work-managed computer may prevent changes to startup configuration.
Perform a clean boot
- Press Windows key + R, type
msconfig, and press Enter to open System Configuration. - Open the Services tab. Select Hide all Microsoft services first. Then select Disable all to turn off the remaining, non-Microsoft services.
- Open the Startup tab and select Open Task Manager. In Task Manager’s Startup apps list, disable each item currently shown as enabled. Keep a written record or screenshot of what you changed.
- Close Task Manager, select OK in System Configuration, and restart the PC when prompted.
- After Windows loads, test the exact action that failed: select Shut down if shutdown was the problem, or Restart if restart was the problem. Repeat once if the result is inconsistent.
Interpret the result without leaving the PC in a diagnostic state
If the problem disappears in a clean boot, a disabled service or startup app is implicated. Reopen msconfig and re-enable a small group of items at a time, restarting and testing after each group. When the symptom returns, divide that group again until you identify the item associated with the failure. Check the application or driver’s own updates and support information before deciding whether to remove it.

If the problem remains in a clean boot, third-party startup software is less likely to be the cause. Restore the computer before moving on: in System Configuration, choose Normal startup on the General tab, re-enable the services you disabled, and restore the startup apps in Task Manager. Leaving services disabled can break features unrelated to the original symptom.
If the problem started after an update or Windows is unstable
When Windows still starts but became unreliable after an update, use the recovery choices in order of disruption. The exact choices vary by Windows edition, version, and device configuration, so an option shown on one PC may not appear on another.
| Option | When it fits | Impact and cautions |
|---|---|---|
| A built-in troubleshooter | A specific Windows component offers a troubleshooter matching the symptom. | Usually a low-disruption diagnostic or repair attempt. It is not available for every problem. |
| Reinstall the current Windows version | Supported Windows 11 scenarios where Windows is unstable but the desktop remains usable. | Microsoft describes this option as reinstalling the current version while retaining files, apps, and settings when supported. Confirm the displayed effects before starting. |
| Uninstall a recent update | The shutdown or restart problem began directly after a recent quality or feature update and the uninstall choice is offered. | Removes that update and may affect security or features. Use it only when timing and symptoms support the connection. |
| System Restore or another restore point | A restore point exists from before the failure and the feature is available. | Reverts system state and installed software around the selected point. Review the affected-program list and keep personal files backed up. |
| Reset this PC | Windows remains persistently damaged after less disruptive choices have failed. | Depending on the selected mode, apps, settings, and possibly personal files are removed. Read every confirmation screen. |
| Reset or reinstall from recovery media | Windows cannot be repaired from the running system or the installation is seriously damaged. | This is the most disruptive path and can erase the system volume. Back up first and verify you have installation, activation, and recovery-key information. |

Back up important files before reset, reinstall, or any recovery operation that says apps or data may be removed. Copy files to a separate drive or another trusted destination and verify that the copies open. A backup drive is a precaution, not a repair for the shutdown fault.
Repair potentially damaged Windows system files
Corrupted system files can accompany update failures or broader Windows instability. Microsoft’s update troubleshooting guidance lists Deployment Image Servicing and Management (DISM) followed by System File Checker (SFC). This sequence is a possible repair step for relevant corruption or update symptoms, not a guaranteed general fix for every shutdown failure.
- Open Command Prompt with administrator privileges. If you are not comfortable working at an elevated command line, use a graphical recovery option or seek assistance instead.
- Run
DISM.exe /Online /Cleanup-image /Restorehealthand wait for it to finish. Do not close the window simply because progress pauses. - After DISM completes, run
sfc /scannowand allow the verification to reach 100 percent. - Restart Windows and test the same Shut down or Restart command again.
Keep the result messages. SFC may report that it found and repaired files, found files but could not repair everything, or found no integrity violations. Those outcomes guide the next step; they do not identify a defective power supply or prove that a third-party application is uninvolved.

If Windows cannot start or is stuck in a restart loop
When Windows repeatedly reboots before the sign-in screen, or never reaches the desktop, use Windows Recovery Environment rather than clean boot. WinRE may launch automatically after repeated startup failures. If Windows remains accessible long enough, open Settings > System > Recovery > Advanced startup > Restart now on supported Windows 11 installations; labels and locations can differ by version.
Run Startup Repair
- In WinRE, select Troubleshoot > Advanced options > Startup Repair.
- Choose the Windows installation if prompted and allow the check to complete without interrupting power.
- Restart normally and observe whether Windows reaches the sign-in screen. If it fails again, record the exact message and return to WinRE rather than repeatedly forcing power off.
Startup Repair checks for certain startup problems and attempts repairs. It is intended for failure to start, not as a guaranteed solution to a normal shutdown that hangs after the desktop is available.
Access WinRE when Windows will not load
If automatic recovery does not appear, a Windows installation or recovery drive can provide access to repair tools. Microsoft also documents interrupting startup in specific boot-failure circumstances to trigger recovery. That method is for reaching WinRE when Windows cannot start; it should not become a routine way to stop a normally running PC.

On an encrypted device, WinRE may request the BitLocker recovery key. Do not guess or repeatedly enter random values. Locate the key through the account or organization that manages the device. A work-managed computer may require its administrator to authorize recovery.
Windows 10 lifecycle matters
Microsoft says free Windows Update software updates, technical assistance, and security fixes for Windows 10 ended on October 14, 2025. Windows 10 instructions can still describe menus that exist on an installed system, but recovery choices, update behavior, and available support differ from supported Windows releases. Check Settings > System > About to identify the edition and version before following a recovery guide, and consider the support status when deciding whether to repair an old installation or move to a supported Windows release.
When to stop troubleshooting yourself
- The same stop code returns, especially with a named failed module, after basic driver and hardware checks.
- The computer shows signs of a hardware fault, such as unexplained power loss, overheating, storage errors, or failure before Windows loads.
- WinRE asks for a BitLocker key you do not have.
- The device belongs to an employer, school, or other organization whose policy controls services, recovery, or encryption.
- A reset, reinstall, or other step could erase important data and no verified backup exists.
- You cannot distinguish a normal shutdown failure from a crash because the machine powers off too quickly to capture the error.
Preserve stop codes, photos, recent-change dates, clean-boot results, and recovery messages. Give those details to the device maker, your organization’s administrator, or a qualified repair professional. They are more actionable than reporting only that Windows “keeps restarting.”

A practical decision path
| Question | Next action | Why |
|---|---|---|
| Does Windows reach the desktop? | Yes: test with a clean boot and then consider least-disruptive recovery. No: enter WinRE and try Startup Repair. | Desktop tools require a functioning session; WinRE is designed for startup failures. |
| Is there a stop code? | Record it and investigate recent hardware, Safe Mode, and Device Manager. | A repeatable code provides evidence about hardware, drivers, or software. |
| Did the symptom begin after an update? | Review update removal or another supported recovery option after backing up. | Timing can support an update-related cause, while recovery effects differ by option. |
| Could the selected action remove files or apps? | Back up and read the confirmation screen before proceeding. | Microsoft warns that some recovery choices can cause data loss. |
| Is the device managed or encrypted? | Contact the administrator and locate the recovery key before making configuration changes. | Policy and encryption can restrict troubleshooting and recovery. |
Use the smallest intervention that matches the evidence: identify the symptom, isolate a software conflict if Windows starts, repair or roll back a supported change when timing points to it, and move to WinRE when startup itself fails. Escalate when the evidence points to hardware, encryption, policy, or a risk to irreplaceable files.
