How to Fix Windows 11 When It Keeps Opening PDFs in the Wrong App

Choose the app Windows 11 uses for local PDFs by changing the .pdf default, or use File Explorer’s Open with menu. Outlook and cloud files may follow separate workflows.

To change the app Windows 11 uses for local PDFs, open Settings > Apps > Default apps, search for .pdf, select the file-type result, and choose the app you want. If you only see the problem with an email attachment or a file opened from a website, that app or service may use a separate opening flow.

Set the default app for PDF files

  1. Open Settings.
  2. Select Apps > Default apps.
  3. Search for .pdf.
  4. Select the matching PDF file-type result, then choose the installed app you want Windows to use.

Windows supports setting defaults by file type, link type, or app. For PDFs opened from File Explorer, the relevant setting is the .pdf file association—not usually the default browser setting. See Microsoft’s guide to changing default apps.

Change the app from File Explorer

You can also choose an app for an individual local PDF through File Explorer:

  1. Right-click the PDF file.
  2. Select Open with > Choose another app.
  3. Choose an installed compatible app from the list.

Open the PDF again from File Explorer to check whether it now opens in the app you selected. Microsoft’s file-extension guide documents the Open with route and identifies PDF as the Portable Document Format extension. If your preferred app is not listed, the guidance does not guarantee it will be available on every PC; check that it is installed and compatible.

If PDFs still open in the wrong place

The issue happens only with an Outlook attachment

Check which app is opening the attachment. Microsoft says PDFs opened from Outlook should open in Edge when Edge is the default browser, and directs users to Windows default-app settings to select Acrobat Reader or another viewer. Follow the Outlook attachment troubleshooting guidance if the problem is limited to Outlook.

The PDF is in OneDrive or SharePoint

A file opened from OneDrive or SharePoint in a browser can follow an Open in app workflow. That is distinct from opening a local PDF in File Explorer, so first identify whether the unwanted app is being selected by the web service rather than by the Windows .pdf default.

You are considering renaming the file

Do not change the filename extension to try to change the opening app. A PDF’s .pdf extension identifies its file type; changing the extension does not convert the document or correct its app association.
