Start by checking for a Windows 11-compatible update from the app’s publisher or, for a Microsoft Store app, in the Store. If there is no update, run Windows’ Program Compatibility Troubleshooter. If that does not help, check whether the app depends on 16-bit code, an old driver, or another component Windows 11 cannot support: many 32-bit apps do run on 64-bit Windows, but 16-bit Windows apps do not run natively on 64-bit Windows.
The right fix depends on where the failure occurs. An installer that will not start, an app that crashes, a printer the app cannot see, and a program that requires old 16-bit components are different problems. Identify the symptom before repeating compatibility settings.

Start with the fix that is most likely to work
Microsoft Support notes that compatibility problems can arise with older programs as Windows changes. The first step is to see whether the publisher has updated the app for a newer version of Windows; a compatibility setting cannot replace an update that fixes a known defect or an unsupported dependency.
Crashes, No Sound, or Screen Glitches?
Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minutePC Slower Than It Used to Be?

For an app installed from Microsoft Store, open the Store and check for updates. For other software, visit the publisher’s official site and look for a release that supports Windows 11. If you cannot find a supported version, ask the publisher whether one exists before relying on an old installer. Microsoft’s older-app compatibility guidance recommends checking for an update first.
- Run the Program Compatibility Troubleshooter. In Windows 11, go to Start > Settings > System > Troubleshoot > Other troubleshooters > Program Compatibility Troubleshooter > Run, then follow the prompts for the affected app. The guided process helps address programs that have no update, but Microsoft does not promise it can make every program work.
- Match the next check to the symptom. If the app opens but behaves incorrectly, install available device-driver updates through Windows Update. If the failure involves a printer, scanner, or Bluetooth device, use the relevant device troubleshooter as well as investigating the app; an app compatibility setting will not necessarily fix a peripheral or its driver.
Microsoft also documents a Get Help route: open Get Help and search for Run the Windows Program Compatibility troubleshooter. Its Windows troubleshooters instructions describe how to use troubleshooters through Get Help.

Treat the troubleshooter as a guided first attempt, not a guarantee. Follow the prompts for the specific program that is failing, then test the action that previously caused the problem. If the app still fails, record whether the installer starts, whether the program opens, and what action triggers the error. That information helps distinguish a problem the guided process may address from a platform or device limitation it cannot remove.
Identify what is failing before trying more settings
“The app does not work” can mean several different things. Note exactly when the failure occurs and any error message. An installer that will not start, an app that crashes after launch, a display problem, and a device that the app cannot detect point to different causes.
- Installer fails: Check whether the installer and app support your Windows architecture and whether the publisher offers a newer installer. A 16-bit installer or a setup program that relies on a 16-bit component may be blocked even if the app’s main executable is 32-bit.
- App will not launch or crashes: Check the app’s architecture and required components, then confirm whether the publisher still supports it. If it requires 16-bit Windows support on 64-bit Windows, repeated compatibility-troubleshooter runs will not remove that platform limitation.
- App launches but looks or behaves incorrectly: Run the compatibility troubleshooter and check for device-driver updates through Windows Update. Note whether the problem happens only during a particular action or with a connected device.
- Printer, scanner, Bluetooth, or other peripheral fails: Investigate the device and its driver separately. Use the dedicated Windows troubleshooter for that device category when available; the app itself may not be the source of the failure.
Use this distinction to avoid repeating the same compatibility experiment when the underlying issue is an unsupported driver, installer, or required component.

Keep the troubleshooting path tied to the failure:
- Installation problem: Start with the publisher’s current installer and check whether setup itself requires a 16-bit component. Do not assume that because the main program is 32-bit, every part of its installation process is supported.
- Launch problem: Check whether the program is 32-bit or depends on 16-bit Windows code, then look for publisher guidance on the required components. Compatibility settings cannot provide a missing subsystem.
- Glitch after launch: Run the guided troubleshooter and update available device drivers through Windows Update. If the glitch is connected to a specific device, investigate that device instead of changing settings at random.
- Peripheral problem: Separate the app from the device. A printer, scanner, or Bluetooth device can have its own driver and troubleshooting route; fixing the app alone may not restore that connection.
If an error message names a driver, installer, or component, use that clue in a question to the publisher or device maker. The key is to determine which part of the setup is incompatible, rather than conclude that every older app is unsupported.
Can 32-bit programs run on Windows 11?
Many 32-bit Windows applications can run on 64-bit Windows through WOW64, a subsystem supplied by Windows. That does not mean every older program is compatible: a program may also depend on an unsupported installer, driver, or other component. Microsoft explains the role of WOW64 and its limits in Running 32-bit Applications.
The crucial distinction is 32-bit versus 16-bit software. Microsoft states that 64-bit Windows does not support 16-bit Windows-based applications. Its guidance also says x64 Windows does not support 16-bit components and processes. Some 16-bit installers may be recognized and converted, but that does not make an app that relies on 16-bit components compatible. See Microsoft’s x64 Windows and 16-bit programs guidance.

This distinction matters when an old application appears to be 32-bit. The main program may be able to run through WOW64, but an installer or supporting component can still be 16-bit. If setup fails, or the program stops when it calls an older component, look beyond the main executable. Ask the publisher whether the current version uses 16-bit code or components and whether a supported release is available.
Microsoft describes NTVDM, a legacy technology associated with 16-bit applications, as limited-support technology that is not supported on x64 or ARM versions of Windows. It also points to security concerns and recommends updating software that depends on it. Do not treat enabling NTVDM as a fix for a Windows 11 x64 PC; consult Microsoft’s NTVDM and 16-bit app support information.
In practical terms, a 32-bit label is a reason to check compatibility, not proof that the entire application will work. Also account for the installer, drivers, and other required components. If one of those relies on a feature that 64-bit Windows does not support, the main application’s architecture does not solve the problem.
What to do when the app needs 16-bit support
If the app depends on 16-bit Windows code or a 16-bit component, first ask the publisher for a supported update or replacement. Microsoft’s documented alternative for programs that require 16-bit support is a 32-bit Windows version, rather than running the program natively on 64-bit Windows. Whether that option is practical depends on the software, the device, and what Windows versions remain supported for your needs.
A virtual machine can sometimes provide a separate environment for an older operating system, but it is not a universal compatibility switch. Before choosing one, establish that the host edition and hardware support the virtualization option, that the intended guest operating system is supported, and that the app’s licence permits the proposed installation. Also consider whether that guest OS still receives security support; an app that runs in an old, unsupported system may expose the machine to avoidable risk.

These requirements and supported guests matter: Hyper-V is not available as a universal fix on every Windows PC, and choosing a guest OS does not by itself establish that a particular legacy app will work or be safe to use.

Think of virtualization as a possible route to test only after checking the requirements, not as the next automatic step whenever a compatibility setting fails. Confirm the Windows host edition and processor or virtualization prerequisites, then check that the planned guest operating system is on the supported list. The guest OS, the app, any drivers, and the app licence all need to fit the intended setup. If any of those checks fail, a virtual machine may not solve the problem.
Security is part of the decision. If the required guest system no longer receives security support, consider the risk before using it, especially if the app handles sensitive or business-critical data. A working app in an unsupported environment is not necessarily a safe or sustainable solution. Ask the publisher whether a supported replacement or environment exists before moving important work into that setup.
There is no single physical product that fixes this broad class of compatibility problems. The sensible first steps are an app update, the built-in troubleshooter, and checks for architecture and dependencies. If virtualization is being considered for a specific older guest OS, verify that the software, licence, host, and guest are suitable rather than buying a generic utility on the assumption that it will make an unsupported app run.
Windows on Arm needs a separate compatibility check
Do not assume that compatibility behavior on a Windows-on-Arm PC is identical to x64 Windows. Check the app’s architecture and dependencies, especially drivers and connected devices, and use Microsoft’s dedicated troubleshooting guidance for x86 desktop apps on Arm. An app may be one part of the setup; a required driver or peripheral can be a separate obstacle.
When comparing what to try on an Arm PC, distinguish the desktop app from its supporting hardware and software. A program’s architecture alone does not tell you whether its required driver or peripheral is supported. Use the Arm-specific guidance for an x86 desktop app and check with the publisher or device maker about its dependencies. Do not assume that advice for x64 PCs applies identically to every Arm app or device.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. When to stop troubleshooting and choose another route
If the troubleshooter does not resolve the problem, use the failure symptom and architecture checks to decide what is still plausible. Windows settings cannot make an unsupported 16-bit dependency run natively on 64-bit Windows, and app compatibility modes cannot replace an unavailable driver or publisher update.

- Publisher offers a Windows 11 release: Install that supported version and follow the publisher’s migration instructions for any existing data or licence.
- Publisher confirms a dependency or device is unsupported: Ask about a supported alternative, newer hardware, or a supported environment rather than repeatedly changing compatibility settings.
- The app requires 16-bit Windows support: Investigate whether the publisher has a replacement or whether a properly supported 32-bit Windows environment is viable for your situation.
- You are considering virtualization: Verify host edition and hardware prerequisites, guest OS support, licence terms, and security-update status before moving data or installing the app.
Keep the original installer and any required licence details only if you are entitled to use them, and avoid putting sensitive work into an unsupported operating system. If the program handles business-critical data, confirm a recovery plan before changing its environment.
At each decision point, compare the likely cause with the remedy:
- Possible app defect and a current release exists: Prefer the publisher’s supported update over repeated attempts to adapt an old version.
- No update, but a common compatibility issue seems possible: Run the Program Compatibility Troubleshooter once as a guided attempt, then reassess based on the result.
- Device or driver is involved: Check available driver updates through Windows Update and use the relevant device troubleshooter. Ask the device maker about support if the problem remains.
- 16-bit dependency on x64 Windows: Stop expecting compatibility settings to overcome the platform limit. Ask about a replacement or investigate a supported 32-bit Windows environment.
- Arm PC or proposed virtual machine: Follow the architecture-specific guidance or verify the host and guest requirements before investing time in setup.
There is no compatibility percentage that can predict whether a particular older program will run. The useful answer comes from identifying the app architecture, its dependencies, the Windows and PC architecture, and the publisher’s support position. If those checks point to an unsupported component, changing settings again is unlikely to change the result.
Frequently Asked Questions
Can I run a 32-bit app on 64-bit Windows 11?
Many 32-bit Windows applications can run through WOW64, which is included with Windows. That does not guarantee the whole app will work: an installer, driver, or required component may have a separate compatibility problem. Check those dependencies if the program fails.
Why does a 32-bit app’s installer fail on Windows 11?
The installer may rely on a 16-bit component even if the main app is 32-bit. Microsoft says x64 Windows does not support 16-bit Windows apps, components, and processes. Check for a newer installer or ask the publisher whether setup depends on 16-bit code.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Will the Program Compatibility Troubleshooter fix every older app?
No. It is a guided first step for an app without an update, not a guarantee. If it does not help, check architecture, drivers, other dependencies, and whether the publisher still supports the program.
Best Value
Can I enable NTVDM to run a 16-bit app on Windows 11?
Do not treat NTVDM as a fix on a Windows 11 x64 PC. Microsoft describes it as limited-support technology that is not supported on x64 or ARM Windows and notes security concerns. Ask the publisher about an update or replacement.
What should I do if an old app cannot see my printer or scanner?
Investigate the device and its driver separately from the app. Check available driver updates through Windows Update and use the dedicated printer, scanner, or other device troubleshooter when available. The app itself may not be the source of the failure.
Will an old x86 desktop app work the same way on Windows on Arm?
Do not assume it will. Check the app’s architecture and dependencies, especially its drivers and connected devices, and follow Microsoft’s dedicated troubleshooting guidance for x86 desktop apps on Arm.
Recommended Free Tools
Can a virtual machine run software that Windows 11 cannot run natively?
Sometimes an older operating system in a virtual machine may be an option, but it is conditional rather than universal. Check the host Windows edition and hardware prerequisites, supported guest operating systems, app licence, and whether the guest OS still receives security support.
The Bottom Line
Check for a current publisher update first, then try Windows 11’s Program Compatibility Troubleshooter. If the app still fails, identify whether the problem is the installer, app architecture, a driver or peripheral, or a 16-bit dependency. Many 32-bit apps can run on 64-bit Windows, but 16-bit Windows apps do not run natively there. Treat virtualization as a conditional option only after checking host and guest support, licensing, and security.
