Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Fix gridlock by treating it as a routing problem, not a lane-count problem. Pause the simulation, follow the visible queue backward to the first place vehicles stop, then change that bottleneck: remove a conflicting junction, separate local and through traffic, add a bypass, or provide a direct transit, walking, or cycling route. Widen a road only after you have confirmed that sustained vehicle volume—not lane weaving, turning conflicts, poor signals, parking, or an incident—is the constraint.
Start where traffic first stops, not where the queue ends
The red tail of a traffic jam is usually downstream from its cause. A queue may stretch for several blocks, but the actual failure can be a short merge, a blocked left turn, a four-way intersection, a single entrance to a district, or an accident. Rebuilding the road at the tail leaves the bottleneck intact and often moves the queue somewhere else.

Use the traffic or road infoview
- Pause the simulation. Stopping time lets you inspect lanes and junctions without the queue moving while you are working.
- Open the traffic view. In Cities: Skylines II, the traffic infoview displays city-wide traffic flow and volume and colors heavily congested roads red. The road infoview provides a complementary view of road use. The original Cities: Skylines has different information-panel labels, so use the traffic overlay available in your installed version rather than assuming the sequel’s interface is present.
- Trace vehicles backward. Start at the stationary end of the queue and follow individual vehicles toward their origins. The first point where vehicles stop, change lanes repeatedly, or block one another is your candidate bottleneck.
- Inspect the conflict. Look for a four-way junction, a lane drop, a short on-ramp merge, a turn that blocks a through lane, a crosswalk that prevents a turn, a signal phase that releases too few vehicles, an accident, or one access road serving too much zoning.
- Change one variable. Remove one junction, alter one turn, add one connection, change one signal or lane rule, or create one transit link. Resume for a short period, then pause and inspect the same location again. A single controlled change tells you whether the diagnosis was correct.
If you use the optional Traffic Manager mod in the original game, its Traffic Routes Info View can identify slow routes. Its practical recommendations are to reduce junctions on busy routes, create bypasses for through traffic, and improve public-transport and pedestrian access. Treat those recommendations as diagnostic guidance, not as an automatic blueprint: a road that is busy because of genuine demand may still need more capacity after conflicts are removed.
Read the average carefully
A high city-wide traffic percentage does not prove that every district needs reconstruction. SEPECAT, author of Good Traffic Management Guide (2018), observed: “85% is just the average, and in a big city, a high number can mask a couple of extremely troublesome areas.” This is an independent gameplay observation, not an official developer target. Inspect the worst corridors and the routes that matter to your economy instead of optimizing a single headline number.

Build a road hierarchy before adding capacity
A functioning hierarchy gives each road a job. Local streets provide property access; collectors gather local traffic; arterials move traffic between districts; highways carry the longest, fastest trips. The goal is to stop vehicles from using residential streets as shortcuts between destinations elsewhere.
| Road tier | Primary job | Design guidance |
|---|---|---|
| Local street | Access to homes, shops, and services | Keep traffic volumes low; use short branches and avoid making every local road a through route. |
| Collector | Gather several local streets | Connect neighborhoods to an arterial with spaced junctions; do not feed every driveway directly into the arterial. |
| Arterial | Move traffic across a district | Limit intersections, protect through movement, and place major destinations where the road can handle their demand. |
| Highway | Fast district-to-district or regional trips | Use deliberate ramps and merges; provide parallel routes so one interchange is not the only connection. |
Keep access and through movement separate
Do not place every neighborhood street directly on a major arterial. Each driveway, side street, and turning vehicle adds conflict with traffic that should be passing through. Feed groups of local streets into collectors, then connect collectors to the arterial at fewer, better-spaced junctions. This arrangement also makes signal timing and lane assignment easier to understand.
Zone for the network you actually have
Dense commercial, office, and other high-demand destinations generate many trips. Put them where an arterial, highway interchange, or strong transit corridor can carry the demand. Keep low-volume residential access on local streets and give larger districts more than one practical route out.
If a district has only one entrance, add a second connection or a bypass before expanding its zoning. Otherwise every delivery, commuter, service vehicle, and emergency trip converges on one junction. For industry and commercial areas, maintain freight routes that do not force trucks through residential streets; a truck shortcut through a neighborhood can turn a modest delivery peak into a recurring queue.
Reduce junction conflicts before widening roads
Junctions are where lanes, turns, pedestrians, and signals compete. On a busy route, removing one unnecessary junction can improve flow more than adding a lane. Traffic Manager documentation summarizes three useful rules: reducing the number of junctions helps on busy routes; extra lanes can make things worse when lane changes create jams; and fast bypass routes keep through traffic out of local streets. These are not universal bans on wider roads, but they are strong tests to run before spending space on capacity.

When fewer junctions will help
- Several closely spaced intersections make vehicles stop again before clearing the previous queue.
- Side-street traffic turns across the main stream and blocks a through lane.
- Buildings or zoning create many tiny access points along an arterial.
- A shortcut route passes through a district because the arterial has too many delays.
Consolidate nearby access roads, close a redundant connection, or move a collector junction away from the busiest intersection. Keep enough access for emergency and service vehicles; the objective is fewer conflicts, not a sealed district.
When a bypass beats a wider main road
A bypass gives vehicles that are not stopping in a district a route around it. Connect it before the congested area, carry it past the last major destination, and reconnect it after the bottleneck. Give local streets short, clear connections to the district rather than allowing every bypass segment to become another frontage road. Check that the bypass does not create a new overloaded merge at either end.
When widening is justified
Widen only after the queue remains at the same location with junctions, merges, turns, and signals working cleanly. Confirm that vehicles are filling the available lanes rather than clustering in one lane because their destinations require the same exit. Add capacity in the segment that is actually saturated, and recheck the downstream junction: a wider approach can simply deliver more vehicles to a smaller intersection.
Use lane and signal controls deliberately
Cities: Skylines II includes tools to add or remove traffic lights, crosswalks, stop signs, and turn lanes. Use them to protect the dominant movement at the diagnosed junction. A turn lane can keep waiting vehicles out of the through lane; removing an unnecessary crosswalk can prevent a constant turn interruption where pedestrian demand is low; a stop sign or signal can assign priority where an uncontrolled merge repeatedly deadlocks. Change one control at a time and observe both directions of travel.
Do not remove pedestrian crossings merely to improve a number. If people need to cross there, provide another safe crossing nearby and connect it to the pedestrian network. A solution that strands pedestrians often creates more car trips later.

Give through traffic a route that does not enter the district
Gridlock often persists because the shortest route is also the busiest local street. Build a clear alternative for vehicles whose origin and destination are outside the district. A bypass, ring connection, parallel arterial, or highway link can remove those trips from local intersections.

Pick the symptom - the matching free tool is one click away.
Design a bypass that attracts the right vehicles
- Identify the origin-destination pair that is passing through rather than stopping in the district.
- Connect the bypass before the first local junction where that traffic joins the queue.
- Carry the bypass beyond the final destination that traffic would otherwise use, then reconnect it.
- Keep ramps and merges long enough for vehicles to choose lanes without immediately crossing one another.
- Watch both endpoints after opening it. If either endpoint turns red, move or simplify the merge instead of adding another lane blindly.
Use a hierarchy, not a maze of one-way streets. One-way systems can hide a problem by forcing vehicles onto a different block, while a legible arterial and collector network makes route choices predictable.
Replace car trips with direct transit, walking, and cycling
Road engineering cannot remove trips that still need to happen. It can only move them. A direct transit, walking, or cycling option reduces the number of cars competing for junctions, especially on short trips between dense housing, jobs, schools, shopping, and transit hubs.
Design transit around demand
- Find popular origin-destination pairs, such as a residential district and its employment center.
- Give that pair a direct line with few transfers and stops close enough to be useful without making the route crawl.
- Use bus lanes where buses would otherwise sit in the same queue as cars; a lane that bypasses the queue can make the service competitive.
- Use an express route that skips stops when the demand is between distant hubs rather than along every local block.
- Connect stations and hubs to homes and destinations with short, continuous pedestrian and bicycle paths.
Transit works best when it is an actual route, not just a stop placed beside a congested road. Check whether people can walk to both ends, whether vehicles can reach the depot or station, and whether transfers are located where paths meet.
Use the modes available in your version
Cities: Skylines II services documentation lists buses, taxis, trains, trams, subways, ships, and airplanes as available transport modes. Match the mode to the trip: buses distribute passengers locally, high-capacity rail and metro move large flows between dense centers, and ships or aircraft serve connections where the map and demand justify them.

In the original Cities: Skylines, the Mass Transit expansion adds ferries, monorails, cable cars, blimps, new transit service buildings, and hubs where lines can exchange passengers. Those are expansion features, not base-game guarantees. Labeling the version and expansion matters because a route plan that depends on a monorail or cable car cannot be followed by a player who owns only the base game.
Make walking and cycling complete trips
A path that stops at a highway ramp or ends one block short of a station does not replace a car journey. Link residential paths to schools, shops, jobs, parks, and transit platforms. Provide crossings at the places people naturally travel, then keep the path network continuous on the far side. Watch for pedestrians choosing a long detour; that is evidence that a missing connection, not a lack of demand, is the problem.

Fix common gridlock patterns
“The queue reaches the highway, but the highway is not full”
Trace backward from the highway ramp. A short merge, a lane drop, or vehicles crossing several lanes for an exit is usually the constraint. Lengthen or simplify the merge, assign a turn lane, separate entering and exiting movements, or provide a second connection. Widening the highway segment before the merge does not solve the conflict.

Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →“Adding lanes made the jam worse”
More lanes create more opportunities for vehicles to change lanes. If most vehicles need the same downstream exit, they may weave across the entire road and block one another. Remove unnecessary lane changes, keep destinations aligned with lanes, reduce nearby junctions, or use a bypass. Add lanes only where traffic remains evenly distributed and continuously saturated.

“One commercial district is permanently red”
Commercial areas combine shoppers, workers, deliveries, and service vehicles. Give the district a collector-to-arterial structure, a freight route that avoids residential streets, and a second entrance before zoning more stores. Add direct transit from nearby housing and provide paths to the commercial center. Inspect parking-sensitive routing in Cities: Skylines II; a lack of usable parking can redirect cars to another entrance or circulate them through local streets.
“A single entrance is gridlocked after expansion”
Stop adding zoning and build another connection or a bypass first. One entrance concentrates every trip and leaves no route for emergency vehicles when the junction blocks. After the second route opens, watch whether traffic divides or both entrances feed the same downstream bottleneck.
“Trucks are blocking residential streets”
Separate industrial and commercial freight access from neighborhood access. Connect the industrial area to an arterial or highway, avoid placing its only entrance on a local street, and check whether a missing direct road is forcing trucks through homes. If deliveries still cross the neighborhood, move the receiving destination or add a freight-capable parallel route.

“Traffic stopped suddenly even though the layout worked yesterday”
In Cities: Skylines II, inspect for an accident. An incident can stop traffic until it is cleared, and rebuilding roads around a temporary blockage wastes capacity. Ensure emergency services can reach the location, remove the obstruction, and then reassess the original layout. If the same point jams repeatedly after incidents, improve the alternate route rather than relying on a single corridor.
“The city-wide percentage looks good, but one area is unbearable”
Use route-level and local views instead of the average. A few severe bottlenecks can be hidden by lightly used roads elsewhere. Prioritize corridors that serve hospitals, industry, transit interchanges, or the largest employment and residential pairs; a small local improvement there can matter more than polishing already empty streets.
A repeatable improvement cycle
- Record the symptom. Note the road, time of day, direction, and whether the queue is moving or completely stopped.
- Locate the first stop. Follow vehicles backward through the infoview and visual inspection.
- Classify the cause. Choose one: too many junctions, lane weaving, turning conflict, merge or lane drop, inadequate access, excessive zoning demand, car-dependent trips, parking-related routing, or an incident.
- Choose the smallest structural fix. Remove or consolidate a junction, add a collector, create a bypass, protect a turn, add a direct transit or path connection, or clear the incident.
- Resume briefly and recheck. Inspect the same point and both adjacent segments. A queue that moved downstream means the intervention worked locally but exposed the next bottleneck.
- Scale only when evidence supports it. Widen or add a major interchange after conflicts are controlled and lanes remain genuinely saturated over time.
Think of roads as a connected system rather than isolated upgrades. As Paradox Interactive puts it in its Cities: Skylines II road-tools feature highlight, “Roads are the backbone of a city, so naturally, we start with the road tools.” The practical consequence is to design access, movement, and alternate routes together: local streets feed collectors, collectors feed arterials, and transit and paths remove trips from that network entirely.
