If the plugins directory will not generate on a Bedrock server, first verify that the software you are running can load plugins. A plain Bedrock server installation may not create a plugin directory at all. If the software is plugin-capable, stop the server, look in its root directory for a regular file named plugins, and rename or remove that file. A file with that name blocks directory creation. Start the server again and inspect the startup log for mkdir(): No such file or directory or a similar path error.
Godlike.Host offers hosted Minecraft Bedrock servers with its own game panel, SFTP access and free DDoS protection, if you would rather not host it yourself.
Do not confuse plugins with Bedrock add-ons. Add-ons normally use behavior_packs/ and resource_packs/, then must be registered in the world’s JSON files. The steps below separate the plugin-directory problem from the supported add-on workflow.

The folder is created by the server software’s plugin loader, not by the Bedrock game files themselves. This creates three common situations:
- The installed software has no plugin loader. If you are running a Bedrock server implementation that does not expose a plugin API, there is no reason for it to create
plugins/. - A file is occupying the folder’s name. A regular file called
pluginsprevents the operating system from creating a directory with the same name. - The server has not completed a startup. Some hosting panels create the directory during the first successful launch, so an unstarted or failed installation can still have no folder.
Search-result reports about missing plugin folders on Spigot and legacy Minecraft forum threads describe the same file-versus-directory and server-software issues, but those discussions concern Java Edition and are only an analogy for diagnosing a Bedrock installation: Spigot thread and Minecraft Forum archive thread.

1. Identify the server software before changing files
Check whether you are running a plugin-capable implementation
Read the server name shown by your host, control panel, startup script, or executable. Distinguish the official Bedrock Dedicated Server package from a third-party implementation that advertises plugins. The available evidence does not establish a current, official Microsoft plugin API for Bedrock Dedicated Server, so do not assume that a folder copied from a Java tutorial will work on an ordinary Bedrock installation.
Some third-party projects, including PocketMine-MP and Cloudburst, are commonly described as plugin-capable Bedrock server software. Verify the project’s current documentation and the exact build you installed before moving plugins; a plugin written for one implementation is not automatically compatible with another. Check the supported game version, runtime version, API version, and required dependency list as well as the project name.
Confirm the server root
Work in the directory that contains the executable or startup script, the world directory, and files such as server.properties. A plugins folder created somewhere else will not be discovered. If your host uses a panel, open its file manager at the server’s top-level directory rather than inside the world folder.
Do not inspect a download archive, a backup snapshot, or a client installation and assume it is the live server root. On a hosted service, the panel may expose separate locations for current files, backups, and logs. Use the path shown in the startup command or log, and note capitalization: on case-sensitive systems, Plugins and plugins are different names.
A quick decision tree
- No plugin-loader documentation or log entry: treat the missing folder as expected. Confirm whether the package is plain Bedrock Dedicated Server and use add-ons instead, unless you intentionally installed a third-party implementation.
- The log names a plugin path: stop the process and inspect that exact path. A folder elsewhere in the account will not satisfy the loader.
- The final path component is a regular file: back it up, rename it, and launch again.
- The parent path is absent or inaccessible: correct the working directory or host-panel path, then check permissions and read-only settings.
- The folder exists but extensions do nothing: verify implementation, API, game version, dependencies, and the loader’s own discovery messages. Folder creation alone does not prove that a plugin is compatible.
This sequence prevents a common mistake: manually creating directories or uploading files before establishing which software is supposed to read them.
2. Remove the file that blocks directory creation
A regular file named plugins is the most specific failure documented for this message. The host guide describing the issue recommends removing or renaming that file, then restarting so the software can create a directory: Shockbyte troubleshooting guide.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Stop the server cleanly. Use the panel’s Stop control or the server console command supplied by your implementation. Do not edit the directory while the process is writing files.
- Back up the conflicting item. Download it or rename it to something such as
plugins.file-backupso it can be restored if it contains data you need. - Check its type. In a file manager, the item should be identified as a file, not a folder. On Linux, from the server root, run
ls -ld plugins; a regular file will not have the directory indicator shown for a folder. - Rename or remove it. On Linux, an example is
mv plugins plugins.file-backup. On Windows, use the file manager’s Rename action or a command such asren plugins plugins.file-backup. Delete it only after confirming that it is not a configuration or backup file you need. - Start the server once. Let the process reach a normal ready state. Then refresh the file manager and look for a newly created
plugins/directory.
If the item is already a directory, the file-name conflict is not the cause. Inspect its contents and the startup log instead of deleting it. A directory may have been created correctly but remain empty until a compatible plugin is installed.
3. Read the startup log for the mkdir error
The startup log is the fastest way to tell whether the server tried and failed to create the path. The documented error text is mkdir(): No such file or directory; it indicates that the creation call could not resolve the requested path, but it does not by itself prove that a file named plugins is the problem. See the host’s detailed explanation of this message at the mkdir error article.

What to look for
- The exact path the software is trying to create. Confirm that its parent directory exists and that the path points to the server root you inspected.
- A permission or read-only warning. The account running the server must be able to create directories and files in that location.
- An earlier startup failure. If the process exits before plugin initialization, the folder may never be reached.
- A message naming a plugin loader or extension system. If no loader is mentioned anywhere, the software may simply not support plugins.
- A second error immediately before the
mkdir()line. A malformed setting, missing working directory, or failed migration can be the underlying cause.
When the path itself is wrong
If the log points to a parent directory that does not exist, correct the startup working directory or the path setting in the host panel. Do not create a chain of arbitrary folders until you know which directory the software expects; a manually created folder in the wrong location will be ignored.
On Linux, verify ownership and write access for the account that launches the server. On Windows, check that the service or panel account can modify the directory and that the location is not mounted read-only. Avoid changing broad permissions as a first response; fix the specific path or account identified by the log.
4. Start once, then decide whether manual creation is appropriate
One hosting guide states that the directory is generated when the server starts. After resolving the name conflict and correcting the path, perform one complete launch before creating anything manually: startup guidance.
You may create an empty plugins directory yourself only when the installed server software demonstrably loads plugins and its documentation specifies that location. Manual creation cannot add a plugin API to software that lacks one. If the server starts normally but never references a plugin loader, placing files in a hand-made folder is unlikely to do anything.
After the first successful launch, stop the server again before uploading a plugin or editing generated configuration. Keep a backup of the entire server root, especially the world directory, because changing implementations or extension files can alter world behavior. Install one extension at a time so the next startup log clearly identifies any failure.
5. Use the Bedrock add-on folders for behavior and resource packs
If your goal is to change gameplay, entities, recipes, scripts, sounds, or textures on a Bedrock server, you may need an add-on rather than a plugin. The installation guides in the available documentation place behavior packs in behavior_packs/ and resource packs in resource_packs/ at the server root: GameHostBros behavior-pack guide, HumbleServers add-on guide, and XGamingServer guide.

Unpack the add-on archive
.mcpack and .mcaddon files are ZIP archives. The server guides describe unpacking them into ordinary folders because the server reads the pack’s files and manifest, not the archive as a single file. Extract each pack into the appropriate root-level directory and keep the folder that contains manifest.json. An extraction guide is available from Akliz help.
A multi-part .mcaddon can contain both a behavior pack and a resource pack. Put each extracted pack in its matching directory; do not place both folders inside behavior_packs/ merely because they arrived in one download. Watch for an extra nesting level such as behavior_packs/PackName/PackName/manifest.json; if the server expects the manifest in the first folder, move the inner folder up one level.

Register the pack in the world JSON file
Copy the header.uuid and header.version values from the pack’s manifest.json. Add them to the JSON file inside the active world directory. Use world_behavior_packs.json for behavior packs and world_resource_packs.json for resource packs. The field names are pack_id and version.
[{"pack_id":"{{header.uuid}}","version":"{{header.version}}"}]
The double-curly values above indicate the exact values to copy from manifest.json; they are not literal UUIDs. Keep the version as the manifest presents it, including all components of the version array. A mismatch between the folder’s manifest and the world JSON entry is a common reason a pack appears to be installed but has no effect. Preserve valid JSON syntax when adding a second pack: use commas between objects, but do not leave a trailing comma.

Enable experiments when the pack requires them
Many add-ons depend on experimental gameplay features. If the pack’s instructions require experiments, enable the relevant options for the world before testing. The XGamingServer guide also warns that experimental settings may be needed: behavior-pack installation notes. Test with a copy of the world first if the pack changes generation, entities, or other persistent data.
Understand Marketplace restrictions
The GameHostBros guide reports that paid Marketplace add-ons are encrypted and cannot be moved to third-party dedicated servers: Marketplace and dedicated-server notes. Treat that as a practical limitation for those purchased files, not as a statement that every Bedrock add-on is encrypted. A downloadable pack from another provider still needs to match the server version and its documented installation method.

| Marketplace portability | Not applicable to plugin files. | Paid Marketplace packs may be encrypted and unavailable for transfer to third-party servers, according to the cited host guide. |
Troubleshooting branches
There is no plugins folder, but the server is running normally
Check the software identity first. A normal launch without a plugin-loader message strongly suggests that the installation is not designed to create that directory. Do not keep reinstalling the same package or copying Java plugin files into random folders. Choose an implementation whose current documentation explicitly describes Bedrock plugin support, or use behavior and resource packs if they meet your needs.
The log says mkdir(): No such file or directory
Stop the server and inspect the full path in the log. Confirm that the parent exists, that the server’s working directory is correct, and that no regular file occupies the final plugins name. Rename the conflicting file, restart, and check the next startup log.

A plugins folder exists but plugins do not load
Folder creation is not proof of compatibility. Confirm that the plugin targets your exact server implementation and version, that the loader reports discovering it, and that the plugin’s own configuration has been generated. A folder created manually on unsupported software will remain inert. Remove only the one test plugin that causes an error; do not delete the whole directory and lose otherwise valid configuration.
An add-on folder exists but the world ignores it
Open the active world directory and verify the corresponding JSON file. Compare its pack_id and version with header.uuid and header.version in the pack’s manifest.json. Also check that the extracted folder itself contains the manifest rather than another nested folder. If the pack requires experiments, enable them and restart the world or server as directed by the pack.

The panel keeps recreating a file named plugins
Stop the server, rename the file, and inspect the startup command and panel settings before launching again. A deployment script or backup task may be restoring the item on every start. If the same file returns, contact the host with the exact path and log lines; repeatedly deleting it without fixing the script will not solve the conflict.

Why won’t my plugins directory generate on Bedrock?
Either the installed software has no plugin loader, the server has not completed a successful startup, or a regular file named plugins occupies the expected path. Identify the implementation first, then inspect the root and startup log.
What does mkdir(): No such file or directory mean?
The server’s directory-creation call could not resolve the requested path. Check the complete path, its parent directory, the working directory, permissions, and any file blocking the final plugins name. The message alone does not identify one cause.
Can I just create a plugins folder myself?
Only if your installed implementation documents that directory and has a plugin API. Creating an empty folder cannot make plain Bedrock software load plugins.
Where do Bedrock add-ons go?
Put behavior packs under behavior_packs/ and resource packs under resource_packs/ at the server root. Then register each pack’s manifest UUID and version in the matching world JSON file.
Is there no plugins folder because I installed the wrong edition?
Possibly. Java server tutorials and Bedrock server packages use different extension systems. Confirm the edition and implementation named by your host, and do not copy Java plugin files into a Bedrock directory.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsWhy is my pack installed but not active?
Check for nested extraction folders, a missing or malformed world JSON entry, a UUID or version mismatch, and required experimental settings. Confirm that you edited the active world, not a backup or a different world directory.
Can I transfer a paid Marketplace add-on?
The GameHostBros guide reports that paid Marketplace add-ons are encrypted and cannot be moved to third-party dedicated servers. Check the publisher and server documentation for the specific product before purchasing it for hosted-server use.
Best Value
Should I delete a plugins file immediately?
No. Stop the server, back up or rename the item, verify that it is a regular file, and restart. It could contain data you need, and deletion will not help if the actual problem is an unsupported implementation or incorrect path.
Final verification checklist
- You identified the exact Bedrock server implementation and confirmed whether it has a plugin loader.
- The server root is the directory you inspected; you did not place files inside an unrelated world or backup folder.
- The server was stopped before the conflicting
pluginsitem was renamed or removed. - No regular file named
pluginsremains where the loader expects its directory. - The server completed a full startup, and the log was checked for
mkdir(), path, and permission errors. - You created a manual
plugins/folder only when the installed implementation documents that location. - For add-ons, archives were unpacked into
behavior_packs/orresource_packs/. - The active world JSON file contains the pack’s manifest UUID and version, and required experiments are enabled.
- You tested one extension at a time and retained a backup before changing a live world.
What the older “packs are unsupported” claim means
A 2020 Minecraft feedback post was titled “Bedrock Servers will not allow behavior packs or resource packs”: feedback post. Newer hosting guides describe the folder-plus-world-JSON method, so that historical title should not be treated as a current, universal rule. Because official current Microsoft documentation was not verified for this specific question, confirm the behavior against the documentation for your server build before making a production migration.

Why won’t my plugins directory generate on Bedrock?
The software may not have a plugin loader, the server may not have completed startup, or a regular file named plugins may block creation. Identify the implementation, inspect the server root, and read the startup log.
What does mkdir(): No such file or directory mean?
The requested path could not be resolved. Check the full path, parent directory, working directory, permissions, and any file occupying the final plugins name.
Can I create the plugins folder manually?
Only when the installed server implementation documents that folder and provides a compatible plugin API. Manual creation cannot add plugin support to plain Bedrock software.
Where do Bedrock add-ons go?
Extract behavior packs to behavior_packs/ and resource packs to resource_packs/ at the server root, then register each pack’s UUID and version in the matching world JSON file.
Why is my add-on ignored after extraction?
Verify that manifest.json is not buried in an extra folder, the correct active world JSON file lists the pack_id and version, and any required experimental settings are enabled.
The Bottom Line
Fix the directory problem in this order: identify plugin-capable software, remove or rename any regular file named plugins, correct the server-root path, start the server once, and read the log. If your installation is ordinary Bedrock software without a plugin loader, use the behavior_packs/ and resource_packs/ workflow instead of expecting a plugin folder to appear.
