Start with the server’s outbound network path, firewall and provider routing—not with a reinstall. Then verify the login method, complete Steam Guard if required, and make sure SteamCMD can write its data directory. If the same command works from another host or data-center region, the original provider needs to investigate routing, egress filtering or an IP reputation block.
What SteamCMD error code 3 means
Code 3 is a result code, not a diagnosis. The most useful evidence is the complete output immediately before it. When SteamCMD prints Login Failure: No Connection and then FAILED with result code 3, the failure is commonly a broken or blocked connection between the server and Steam. Steam Support places this type of problem alongside firewall and router settings, security software and interfering background applications.

A connection failure is different from an account or game-entitlement failure. A Steam Guard denial, No subscription message or an error that appears only during app_update points to a different branch of troubleshooting. Treat the final “result code 3” line as the starting clue, not proof that every installation or every account is affected in the same way.

Fix SteamCMD error code 3 step by step
1. Capture a complete, timestamped log
Run the same command again with the full console output visible or redirected to a file. Record the server’s UTC time, public IP, provider and data-center region. Save the lines beginning with the connection attempt and ending with the failure. The distinction between No Connection, Steam Guard, No subscription and a later update error determines the correct fix.

Do not report only “result code 3” to a host. Give the provider the exact text, the time of each attempt and whether other Internet services work from the machine. This lets support correlate the event with routing, abuse controls or a regional outage.
2. Test DNS and the server’s outbound path
Perform the tests from the game-server host, not from your desktop. A successful browser test on your own computer does not prove that the server can reach Steam.
- Check name resolution with the operating system’s DNS tool, such as
nslookupordigon Linux, orResolve-DnsNameon Windows. Resolve a Steam hostname shown in your logs or the Steam service endpoint your environment normally uses. - Check basic HTTPS reachability with a request such as
curl -I https://steamcommunity.com. A response proves only that DNS and TCP/TLS access to that host work; it does not guarantee that every SteamCMD service is reachable. - On Windows,
Test-NetConnection steamcommunity.com -Port 443can show whether TCP 443 is reachable. On Linux, use your distribution’s TCP connectivity tool for the same basic test. - Compare the result with another machine on the same provider and with a host in a different region if one is available. A failure limited to one server or one region is important evidence.
Steam uses more than a single web page. Do not “fix” the problem by opening every port. Review the ports required by Steam and by the particular game server, then allow only the necessary outbound and inbound traffic. Steam Support explicitly directs operators to its Required Ports for Steam guidance when a firewall or router needs port rules.
3. Inspect every layer that can block egress
Check the controls in this order so that a successful test identifies the layer you changed:
- Operating-system firewall: inspect outbound rules for the SteamCMD executable, its runtime and the account that launches it. A rule created for an old installation path may no longer match the current binary.
- Cloud security group or network ACL: verify that outbound DNS and HTTPS are allowed and that no egress policy blocks Steam traffic. Some providers apply separate controls at the virtual network and instance levels.
- Host firewall or hardware router: if the server is behind a router, check NAT and filtering rules. Forwarding a game’s listening port does not automatically permit SteamCMD’s outbound session.
- Antivirus and endpoint security: review quarantine, network-inspection and application-control events. Temporarily test with a narrowly scoped exception rather than disabling protection permanently.
- Proxy and environment variables: remove stale proxy settings or configure the proxy to permit SteamCMD. A proxy that handles web browsers may still reject Steam’s service connections.
- Provider egress filtering or IP reputation: ask the host whether the address is restricted, recently reassigned or subject to abuse controls. Supply timestamps and the unedited log.
After each change, retry once and record the result. If DNS works but the TCP or TLS test fails, focus on egress rules and routing. If all tests pass but SteamCMD still reports No Connection, preserve the evidence and move to a different host or region rather than repeatedly reinstalling the client.

4. Restart the network path and retry
Transient failures can occur during provider maintenance, route changes or a Steam service interruption. Restart the server’s network service or the host networking stack using the method appropriate to your operating system and hosting platform. If the machine is virtualized, a controlled reboot can refresh its virtual NIC and route table.
Retry after the restart and after any announced Steam maintenance has ended. A single successful retry does not prove the cause, but repeated failures followed by recovery without changing files are strong evidence of a transient path problem. Do not delete the SteamCMD directory solely because a connection attempt failed.
5. Use the login method the app allows
Many dedicated-server applications support anonymous access. In an interactive SteamCMD session, the basic sequence is:
force_install_dir /path/to/serverlogin anonymousapp_update <APPID>quit
Replace the path and app ID with the values documented by the game’s server instructions. Anonymous access is not universal: private branches, restricted tools, some workshop content and other protected apps require an entitled Steam account. If Steam reports No subscription, the credentials are valid but the account is not authorized for that app; changing network settings will not grant access.
For a restricted app, sign in with an account that owns or is otherwise entitled to it. Keep credentials out of shell history, public scripts and container images. Use a dedicated account with only the entitlement needed for the server.

6. Complete Steam Guard when Valve requests it
Valve’s Steamworks documentation identifies Steam Guard as a likely cause when an account login is denied. Retrieve the current code from the account’s approved email or authenticator, then enter it in SteamCMD:
- Start SteamCMD and issue
login <username> <password>. - When SteamCMD reports that Steam Guard is required, obtain the code through the account’s configured verification method.
- Run
set_steam_guard_code <code>with the code you received. - Retry
login <username> <password>.
The code is time-sensitive; request a fresh one if the first expires. If the server runs in a container, persist the Steam data directory on a volume. The account that runs SteamCMD must be able to write that directory, otherwise the authentication cache cannot be retained and you may receive repeated prompts or apparently repeated login failures.
7. Put commands in a reliable order
Set the installation directory before downloading or validating files. A dependable interactive order is:
force_install_dir /srv/game-serverlogin anonymousor the entitled account loginapp_update <APPID> validatequit
validate compares the local installation with Steam’s files and replaces missing or corrupt content. It is a repair check, not a remedy for a blocked login. If login fails, SteamCMD must not proceed as though the update succeeded.

This stops the process when a command fails, preventing a scheduler from recording a misleading successful run after an authentication or connection error. Review the process exit status in the service manager as well as the text log.

8. Fix permissions, cache and storage
SteamCMD writes both the game installation and its Steam data/cache files. Confirm all of the following:
- The runtime account owns or can write the installation directory.
- The runtime account owns or can write the Steam data directory used for login state and downloaded metadata.
- The filesystem has enough free space for the download, temporary files and validation replacements.
- No read-only mount, disk quota or security policy prevents file creation or renaming.
- In a container, the host volume ownership matches the container’s runtime UID and GID.
A non-writable cache can look like a login problem because SteamCMD forgets authentication state, asks for Steam Guard repeatedly or starts each update from scratch. Correct ownership and persist the volume before testing again. Avoid running the entire game server as root merely to bypass a permissions error; grant the service account access to the specific directories instead.

Run a minimal login test before diagnosing game files. If login itself ends with No Connection and code 3, focus on network and authentication. If login succeeds and only app_update fails, inspect the app ID, branch syntax, disk space, permissions and provider download path.
Use a clean command file with one operation per line while troubleshooting. Once login and update work interactively, add validation and automation. This isolates a bad app ID or branch from a network failure and makes the next log easier to interpret.
10. Test another host or data-center region
Run the identical SteamCMD version, credentials and command from a known-good machine or another region. Do not change several variables at once: keep the app ID, login method and install command constant so the location is the meaningful difference.
A documented incident involving this error succeeded after the operator recreated the server in a different data-center region, moving from New York to London. That is evidence that provider routing or a regional network path can cause code 3; it is not proof that every failure has the same origin.

If the alternate host succeeds, send the original provider:
- the complete output from both hosts;
- UTC timestamps and the affected public IP;
- the source and destination regions;
- DNS and TCP test results; and
- the exact time the alternate host succeeded.
Ask the provider to check routing, egress filtering, address reputation and regional firewall policy. If the alternate host fails in the same way, return to the login method, Steam Guard and entitlement checks rather than assuming the first provider is at fault.

- Reinstalling before testing connectivity: a new binary cannot repair a blocked route or security-group rule.
- Testing from a workstation only: the server may have different DNS, NAT, proxy and egress policy.
- Opening random ports: broad rules increase exposure and may still miss the required path. Use Steam’s documented port requirements and the game’s server-port documentation.
- Using anonymous login for a restricted app: this produces an entitlement error, not a network repair opportunity.
- Ignoring Steam Guard state: repeated prompts often indicate that the data directory is not writable or persistent.
- Putting
app_updatebeforeforce_install_dir: files can be downloaded to an unintended location or the command can behave inconsistently. - Treating a failed update as a successful deployment: use
@ShutdownOnFailedCommand 1and check the exit status. - Changing credentials and region simultaneously: you lose the evidence needed to identify whether entitlement, routing or authentication caused the result.
A practical decision path

How to prevent a recurrence
- Keep a known-good SteamCMD command file under configuration control, with
force_install_dirbeforeapp_update. - Persist the Steam data directory and verify its ownership whenever a container or VM is rebuilt.
- Monitor disk space, DNS failures, outbound connection errors and SteamCMD exit status.
- Record the server’s provider, region and public IP so a regional comparison can be performed quickly.
- Use least-privilege firewall rules and document any proxy or egress policy that SteamCMD depends on.
- Test a maintenance update before a scheduled game-server restart, and stop deployment automatically when login or update commands fail.
There is no authoritative published percentage for how often result code 3 occurs or how often moving regions resolves it. The useful conclusion is narrower: when code 3 is paired with Login Failure: No Connection, prove or disprove the server’s network path first; when the message identifies Steam Guard, entitlement or a later update step, follow that specific branch instead.
