Most slow, stuck, or failed game downloads have a small set of causes: a platform outage, insufficient free space, a paused queue, damaged cache or local files, an overloaded content server, network filtering, or a storage drive that cannot keep up. Check those in that order before changing advanced settings or buying hardware.

The fastest general recovery is to check service status and storage, pause and resume the download, then cancel and restart it if necessary. The exact menus differ between Steam, PlayStation and Nintendo Switch, so use the platform playbook below.

As an Amazon Associate I earn from qualifying purchases.

Start with the five-minute diagnosis

  1. Check platform service status. An outage can make a perfectly healthy connection appear slow or prevent a preload from starting. If the platform reports an incident, wait for service restoration before repeatedly deleting the download.
  2. Check free storage. A game may need room for the download, temporary unpacking, the final installation and a launch-day patch. Compare the platform’s required space with the free space shown in its storage settings.
  3. Look at the queue state. A download can be paused, waiting behind another item, or stuck on an error. Pause and resume it once; if it still does not move, use the platform’s cancel-and-restart procedure.
  4. Test the connection. Run the console’s built-in connection test or compare Steam’s displayed rate with your internet plan using the correct units.
  5. Decide whether the problem is broad or specific. If every download is affected, investigate the platform, network, cache or storage. If only one title fails, prioritize its local files, entitlement and title-specific server path.

Do not infer a fault from a single speed reading. Download rates vary as a client changes servers, verifies data, decompresses files or writes to storage. A falling network rate while disk activity is high can be an installation bottleneck rather than an internet problem.

Use the symptom to choose the next fix

Symptom Most likely branch First action
Download never starts Service outage, paused queue, entitlement or corrupted queue entry Check status, then pause/resume; cancel and restart if needed
Download is consistently slow Wrong speed-unit comparison, distant or overloaded content server, bandwidth limit, network filtering or slow storage Check units, region, limits, security software and disk activity
Preload stops at a percentage Insufficient space, cache/local-file error or a stalled queue Verify headroom, clear the relevant cache and restart the item
Installation or update fails near 99% Temporary unpacking space, damaged files or a failing destination drive Restart, repair or verify files, then try another library drive
Game shows a padlock or license error Wrong purchasing account, missing subscription entitlement or license synchronization Check the account and transaction history, then restore licenses
Game will not launch from external storage Platform-specific requirement for internal storage Move the game data to internal storage

Steam: fix slow downloads and installation errors on PC

1. Interpret Steam’s speed correctly

Steam may display bytes per second while an internet provider advertises bits per second. Eight bits equal one byte. For example, 50 MB/s is approximately 400 Mb/s before protocol overhead. Compare like with like before concluding that Steam is underperforming. The displayed rate can also dip while Steam allocates, decrypts, decompresses or writes game data.

  • Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
  • Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
  • 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.

2. Change the download region

Steam uses content servers around the world, and the nearest listed region is not always the fastest at a busy launch. Open Steam > Settings > Downloads, note the current Download Region, and select a nearby alternative. Choose a region geographically close to you rather than jumping to a distant location solely because it appears busy-free. Restart the download and compare sustained performance, not a few seconds of peak speed.

3. Remove bandwidth limits and network interference

In Steam > Settings > Downloads, check whether a bandwidth limit or scheduled throttling is enabled. Also examine firewall, antivirus, packet-filtering, proxy and network-monitoring software. These tools can delay or block content-server traffic. Temporarily test with one suspected filter disabled only if your security setup allows it, then re-enable protection after the test. Trying another network, such as a wired connection or a different internet access point, helps separate a PC problem from a route or provider problem.

4. Clear Steam’s download cache

Go to Steam > Settings > Downloads > Clear Download Cache. Valve describes this action as flushing locally cached configuration data and acquiring it again from Steam’s servers. Installed games are not removed, but Steam will require you to sign in again. After signing in, start the affected download and watch whether the queue proceeds normally.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Repair the library and verify files

  1. Exit Steam and restart the computer. This releases locked files and resets pending client operations.
  2. Use Steam’s storage or library-management screen to Repair the Steam library folder containing the game.
  3. For an installed or partially updated title, open its Properties, select Installed Files, and choose Verify integrity of game files.

Verification replaces files that do not match Steam’s expected data. It can take time and may redownload substantial content, so let it finish before launching the game.

6. Test the destination drive

If errors follow one drive while another library works, the drive or its file system is a stronger suspect than the content server. Create or select an alternate Steam library on a healthy drive and retry the installation. A successful install elsewhere does not repair the original drive; back up important data and investigate its health, free space and connection.

PlayStation 5 and PlayStation 4: recover a stuck download

Check status, software and storage first

Check the PlayStation service-status page and install any available system-software update. In the game listing, note the required free space, then open Settings > Storage to confirm that the console has enough room. Keep additional headroom for temporary installation work and launch-day updates rather than targeting the exact listed size.

Pause, resume, then cancel and restart

  1. Open Downloads/Uploads.
  2. Select the affected item and choose Pause, then Resume.
  3. If it remains stalled, cancel and delete the queue item.
  4. Find the game in your library and start the download again.

This sequence resets a queue entry without changing your account purchase. Repeatedly restarting while a platform outage is active will not improve the result.

Test the network path

Run Settings > Network > Connection Status and test the internet connection. If the console test fails or another device also has trouble, reboot the network equipment and retest. If only one title is slow, the title’s server path or local queue is more likely than a general bandwidth shortage.

Clear cache and rebuild the database when support directs it

Use PlayStation Safe Mode’s Clear Cache and Rebuild Database options when the platform’s support flow recommends them. Follow the on-screen instructions and do not interrupt the console while it rebuilds. These operations address local system state; they do not bypass an outage or create free storage.

Resolve license and padlock symptoms

If the game displays a padlock or says that you cannot use it, confirm that you are signed in to the purchasing account. Check transaction history and any subscription entitlement, then use the console’s Restore Licenses function. A license problem is separate from download speed, so changing DNS or repeatedly reinstalling the game is unlikely to help until entitlement is corrected.

When internal storage is required

Some launch problems involving USB extended storage are resolved by moving the game data to internal storage. This is a platform-specific launch remedy, not a universal way to increase download speed. Move the title only after confirming that the external-storage symptom matches this case and that internal capacity is available.

Nintendo Switch: fix paused or slow downloads

Retry from a clean software state

Close the running software, save progress and retry the download. Nintendo notes that a restart may be needed when a download is paused or stuck. A game left open can compete for system resources and keep the download from progressing normally.

Test the connection

Use the Switch’s internet-connection test when progress is unusually slow. Compare the result with another device on the same network. If the console is the only affected device, concentrate on its connection settings and software state; if all devices are slow, investigate the network path.

Make sleep-mode downloads possible

For a download to continue in sleep mode, the console must remain online and either system memory or the inserted microSD or microSD Express card must have enough free space. Check the selected storage location before putting the console to sleep. If space is insufficient, delete or archive content you no longer need, or expand capacity using Nintendo-supported storage options.

Storage: why a download can fail at 99%

The percentage shown is not a simple measure of remaining internet traffic. Near the end, a platform may be unpacking archives, applying a patch, checking files and moving data into its final location. Those operations need writable temporary space and a drive that can sustain both reads and writes. A console can therefore report a failure even when the network delivered nearly all of the data.

  • Check free space on the actual destination, not just another attached drive.
  • Leave room for the complete install and the release update.
  • Look for drive-specific symptoms: repeated installation errors, very high disk usage with little network activity, or success after moving the library.
  • Do not disconnect or power off a drive during verification or installation.

Using a portable USB SSD

A portable SSD can be a practical destination when the internal drive is full or a secondary library is needed. Match the drive to the platform’s supported USB, capacity and formatting requirements. On PC, create an alternate Steam library and test the same title there. On PlayStation, verify whether the game can run from USB extended storage or must be moved internally for launch. On Nintendo Switch, use only storage types and capacities supported by the console. An external drive is a storage remedy, not a fix for an outage, a bad account entitlement or an overloaded content server.

How to tell whether the network or storage is limiting you

Observation Likely bottleneck Useful test
Network rate is low and disk activity is low Content server, route, bandwidth limit or filtering Try a nearby download region, remove limits and test another network
Network rate repeatedly drops while disk activity stays high Decompression, verification or destination-drive write speed Watch disk usage and retry on a different healthy drive
Every platform download is slow Home network or internet provider path Compare wired and wireless tests and another device
Only one game fails on one drive Local files, library permissions or drive health Verify files, repair the library and install to another drive
Only one title fails everywhere Title-specific server, entitlement or release issue Confirm account ownership and retry after platform status is normal

When a preload is stuck before it starts

A preload that shows no progress is not necessarily broken. It may be waiting for its release window, queued behind another download, paused by a bandwidth schedule, or blocked by a service incident. First check whether other items in the queue move. If they do, inspect the affected title’s ownership, subscription status and available space; if nothing moves, treat it as a platform, network or client problem.

On Steam, confirm the selected content region and remove any download limit before clearing the download cache. On PlayStation, the documented pause/resume sequence is the least disruptive reset; cancel and restart only after that fails. On Switch, close the running software and restart the console, then test the connection. These steps preserve a useful distinction between a queue problem and a title that has not yet been authorized for your account.

Storage headroom checklist

Use the destination’s free-space figure, not the capacity printed on the drive. Keep enough room for the full package, temporary extraction, replacement files and the first update. A preload can consume additional working space even when the final installed size looks small. If a console offers more than one destination, confirm which one is selected before starting or entering sleep mode.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When an installation fails repeatedly at the same percentage, record the destination and compare it with a second healthy drive. If the second drive succeeds, keep the alternate library there while checking the original drive’s file system, cable, connection and health. Do not repeatedly retry a failing disk without backing up important data.

Choosing an external drive without creating a new problem

A portable SSD is most useful after the diagnostic points to insufficient capacity or a destination-drive bottleneck. Check the platform’s supported USB interface, formatting rules and maximum supported capacity before buying. On Steam, the test is straightforward: create another library and install the same title. On PlayStation, extended USB storage may hold game data while some launch cases still require internal storage. On Switch, use only Nintendo-supported microSD or microSD Express options and place enough free space on the selected card or system memory for sleep-mode downloads.

An external drive will not improve a platform outage, repair a missing license or make an overloaded content region faster. Treat it as a capacity and reliability option, then reassess network and account symptoms separately.

Common mistakes that waste time

  • Comparing MB/s with Mb/s. Convert units before judging performance.
  • Deleting a preload during an outage. Rebuilding the queue cannot repair a platform service incident.
  • Clearing every cache immediately. Start with the cache associated with the affected platform; broad system resets can create sign-in or reconfiguration work without addressing the cause.
  • Blaming Wi-Fi for every slowdown. A busy content region, bandwidth cap or disk-heavy installation can produce the same symptom.
  • Assuming more storage speed fixes a license error. Account ownership and restored licenses must be handled separately.
  • Moving a console game to USB without checking launch rules. Some titles or launch cases require internal storage.
  • Interrupting verification. Let file checks, database rebuilds and installation steps complete before trying another fix.

A complete recovery sequence

  1. Check platform service status and system updates.
  2. Confirm free space on the intended destination, including room for temporary installation work and patches.
  3. Identify whether the queue is paused, waiting or failed.
  4. Pause and resume once; cancel and restart if the platform documents that step.
  5. Run the platform’s connection test and check Steam’s units, region and bandwidth limits where applicable.
  6. Clear the platform-specific download cache if the symptom matches a corrupted queue or cached state.
  7. Repair the library or verify local files on Steam; use PlayStation Safe Mode cache/database tools when its support flow recommends them.
  8. Test another network and, on PC, review firewall, antivirus, proxy and packet-filtering software.
  9. Install to an alternate healthy drive if errors follow the original destination.
  10. For a PlayStation padlock, verify the purchasing account and restore licenses; for Nintendo, confirm online status and supported system or microSD storage.

If the problem remains after these steps, record the platform, title, exact error message, storage location, whether other downloads work and whether another network changes the result. That information distinguishes a title-specific service problem from a local platform or drive fault and makes a support request actionable.

Frequently Asked Questions

Why is my new game download suddenly slow?

Check platform status, free storage and the queue first. On Steam, compare bytes with bits, try a nearby download region, remove bandwidth limits and review firewall, antivirus, proxy or packet-filtering software. High disk activity with a low network rate can indicate unpacking or storage rather than a slow internet connection.

  • What You Get: Anker 332 USB-C Hub (5-in-1), welcome guide, our worry-free 18-month warranty, and friendly customer service.

Why is my preload stuck or not starting?

It may be paused, waiting behind another item, outside its release window, blocked by an outage or missing an account entitlement. Pause and resume once, then use the platform’s cancel-and-restart procedure. If only one title is affected, check ownership, subscription status, local files and title-specific service status.

Why did my download fail at 99 percent?

The final stage can require temporary space to unpack, verify and apply a patch. Confirm free space on the actual destination, restart the client, repair or verify local files, and try a different healthy library drive if the error follows one disk.

Why does my console say there is not enough space when the game should fit?

The listed size may not include temporary installation work or the launch-day patch. Free additional room on the selected destination and confirm whether the console is using internal storage, system memory or a supported card.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Will clearing Steam’s download cache delete my installed games?

No. Valve’s cache-clearing step flushes locally cached configuration data and downloads it again. Installed games remain, but Steam requires you to sign in afterward.

Why does a PlayStation game show a padlock after downloading?

Sign in to the purchasing account, check transaction history and any subscription entitlement, then use Restore Licenses. Storage or network changes will not correct a missing license.

Can an external SSD fix slow game downloads?

It can help when the internal destination is full or failing, and Steam can test this with an alternate library. It cannot fix an outage, overloaded content server or account problem. Check USB, capacity and formatting compatibility, and remember that some PlayStation launch cases require internal storage.

What should I check for Nintendo Switch sleep-mode downloads?

Keep the console online and make sure system memory or the inserted microSD or microSD Express card has enough free space. If the download is paused or stuck, close the running software, restart and test the connection.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Bottom Line

Check service status and destination storage first, then reset the queue. Steam users should verify units, region, limits, security software, cache and library files; PlayStation users should test status, storage, queue, Safe Mode and licenses; Switch users should restart, test the connection and confirm supported sleep-mode storage. Move an installation to a healthy alternate drive only when the evidence points to storage.
