Most PC problems in Red Dead Redemption 2 can be isolated by the error message and fixed in a predictable order: check Rockstar service availability, remove VPN or proxy interference, update Windows and your graphics driver, verify the game files, then reset graphics settings or reinstall the launcher only when those steps fail.
This guide covers crashes at startup, “Exited Unexpectedly,” ERR_GFX_STATE, ERR_GFX_INIT, launcher initialization failures, stuck downloads, failed content verification, and “account not entitled” or Terms of Service errors. Follow the branch that matches your symptom rather than changing several unrelated settings at once.

1. Check service availability and remove connection blockers
Before changing files, open the Rockstar Games Service Status page and look for an outage affecting authentication, downloads, or Red Dead Online. If the status page shows an incident, local repairs will not make a failed service respond; wait until the listed service is operational and then retry.

Rockstar identifies error 0x99380000 as a connectivity condition that can prevent downloading or verifying user-generated content. Re-enable a VPN only after the game has authenticated successfully, because changing your apparent location during sign-in can create a separate entitlement failure.

Use a clean connection test
- Exit the game and Rockstar Games Launcher completely. In Task Manager, end any remaining Rockstar or Red Dead Redemption 2 processes.
- Disconnect from the VPN or proxy. If Windows has a manually configured proxy, open Settings > Network & internet > Proxy and turn off the manual proxy temporarily.
- Restart the router, then try the launcher again. If possible, test one launch over a wired Ethernet connection to distinguish Wi-Fi instability from an account or file problem.
- If the error occurs only on one network, compare it with a different connection. That comparison is more useful than repeatedly reinstalling the game.
2. Update the software that controls startup
Install pending Windows updates and the latest driver for your NVIDIA, AMD, or Intel graphics hardware before troubleshooting a crash. Rockstar describes outdated video drivers as the most common cause of the “Red Dead Redemption 2 Exited Unexpectedly” launch error.
Close overlays, recorders, hardware-monitoring displays, and injectors before launching. Disable them for the test rather than merely hiding their windows; an overlay can still load into the game process. Also close browsers or utilities that hook DirectX or Vulkan. Once the game launches reliably, re-enable one tool at a time to identify a conflict.
If the game is installed on a slow USB hard drive, move it to an internal SSD or another drive with sustained throughput. Slow external storage can make installation, file verification, shader compilation, and first launch appear frozen even when the process is still working.
Run the executable with the recommended compatibility settings
- Open the folder containing
RDR2.exe. The exact location depends on your storefront. - Right-click
RDR2.exe, choose Properties, and open the Compatibility tab. - Enable Run this program as an administrator.
- Enable Disable fullscreen optimizations, select Apply, and then OK.
- Start the game from your normal launcher. Do not create a second desktop shortcut with different options while testing.
3. Verify the game files before deleting settings
File verification replaces missing or damaged game data without requiring a full download. Rockstar says that verifying integrity can resolve several types of problems and ensure that the game and supporting files are current.

Rockstar Games Launcher edition
- Open Rockstar Games Launcher and sign in.
- Choose Settings.
- Under My installed games, select Red Dead Redemption 2.
- Choose Verify Integrity.
- Wait for the completion notice before launching. Interrupting the scan can leave the repair incomplete.
Steam or Epic Games Store edition
Use the verification command belonging to the storefront that installed the game, not a second copy of the Rockstar launcher. In Steam, open the game’s properties and use the installed-files verification control. In Epic Games Launcher, open the game’s menu, choose its management options, and select Verify. The labels can change slightly between client versions, but the operation must finish before you test another fix.
Verification does not normally erase save files, graphics preferences, or screenshots. It can, however, redownload a large amount of data, so leave sufficient disk space and use a stable connection.
4. Fix “Red Dead Redemption 2 Exited Unexpectedly”
This message is a generic startup failure, but an old or incompatible video driver is Rockstar’s most common documented cause. Complete the Windows and GPU-driver update first, then apply the executable compatibility settings described above.

If the crash continues, verify the files for your storefront. A clean verification distinguishes a damaged installation from a graphics initialization problem. If verification completes with no repair and the game still exits before the main menu, continue to the API-specific sections below.

5. Resolve ERR_GFX_STATE
ERR_GFX_STATE commonly appears when the selected graphics API or its cached state is not starting correctly. The least invasive correction is to choose DirectX 12 in the in-game graphics menu.
- Launch the game and open Settings > Graphics > Advanced Settings.
- Find Graphics API and select DirectX 12.
- When prompted to save without restarting, accept the save.
- Return to the main menu, exit the game normally, and launch it again. The API change is not fully tested until this second launch.
- If the error remains, apply Run this program as an administrator and Disable fullscreen optimizations to
RDR2.exe, then retry.
Do not change several advanced graphics options during the same test. Keeping the other settings unchanged makes it clear whether the API switch solved the state error.
6. Resolve ERR_GFX_INIT by rebuilding graphics settings and caches
ERR_GFX_INIT indicates that the graphics system failed during initialization. Rockstar’s recovery sequence is a driver update, a settings reset, an API change, and a shader-cache rebuild.

- Open the Red Dead Redemption 2 settings folder in your Documents directory, normally
DocumentsRockstar GamesRed Dead Redemption 2Settings. - Back up the folder, then delete the settings files while keeping
system.xml. Keeping that file preserves the configuration file you need to edit. - Open
system.xmlin a text editor and switch the graphics API value from Vulkan to DirectX 12, or from DirectX 12 to Vulkan. Save the file without changing unrelated entries. - In the same folder, delete files whose names begin with
sga_. These are generated shader or pipeline caches; the game will rebuild them on the next launch. - Start the game and allow the first launch to complete. Shader rebuilding can take longer than a normal launch and may temporarily increase disk or CPU activity.
If changing the API makes the problem worse, close the game and change the value back to the previous API. Do not delete system.xml unless you have a backup, because it contains the setting that controls this recovery path.

7. Repair a launcher that will not initialize
A corrupt launcher can prevent game crashes from being diagnosed because the authentication and activation services never start. Rockstar states that launcher corruption can cause crashes in games or stop the launcher from contacting activation services.
Try the low-impact checks first
- Exit all Rockstar processes and restart Windows.
- Temporarily disable overlays, recorders, VPNs, and proxies.
- Run the launcher as administrator once to test whether permissions are blocking its data or update process.
- Verify the game files if the launcher opens far enough to display the installed-games list.
Reinstall the current Rockstar Games Launcher
- Open Windows Settings > Apps > Installed apps, locate Rockstar Games Launcher, and choose Uninstall.
- Restart Windows after the uninstall completes.
- Download and install the current launcher package from Rockstar’s official download page.
- Sign in with the account that owns Red Dead Redemption 2, allow the launcher to update, and point it to the existing game installation if it does not detect it automatically.
- Run a file verification after the reinstall, then launch the game once before re-enabling overlays or custom security rules.
Rockstar release notes have documented fixes for launcher initialization, preload decryption, unexpected exits, Epic startup crashes, and “Unable to launch game, please verify your game data.” Installing the current launcher is therefore a repair step, not merely a way to obtain a newer shortcut.

A download that appears stuck can be waiting on service availability, network authentication, disk writes, or a final verification pass. First check the service-status page, then remove VPN or proxy settings and restart the launcher. Leave the launcher open long enough to determine whether disk or network activity resumes; repeatedly force-closing it can restart the same verification stage.

- Avoid installing to a slow external drive; use an internal SSD when possible.
- Pause other large downloads and cloud-sync jobs while the launcher verifies data.
- After a failed or interrupted download, use the storefront’s file-verification control before deleting the entire installation.
- If the launcher repeatedly fails during preload decryption or says game data must be verified, reinstall the current launcher and repeat verification.
Error 0x99380000 specifically points to connectivity preventing download or verification of user-generated content. Treat it as a network or service problem first, not proof that every local game file is damaged.
9. Resolve “account not entitled,” ToS, and failed-content-verification errors
Entitlement errors mean the launcher cannot confirm that the signed-in account owns the game or that required online services can validate the content. Sign out, close the launcher, reopen it, and sign in with the account that purchased or redeemed Red Dead Redemption 2. If you own multiple accounts, check the email address and storefront account before changing network settings.

Use a wired connection when Wi-Fi drops packets or changes networks, but do not treat Ethernet as a guaranteed cure for an ownership error. Likewise, DNS changes are appropriate only when name resolution or service reachability is failing. Try a different DNS provider, restart the router, and retest; restore the original DNS settings if the change has no effect.
On a managed home, school, or business network, outbound UDP restrictions can interfere with Red Dead Online. The five ports above are the ones Rockstar lists for that service. Port forwarding should be performed only on a router you control, and it will not repair a missing entitlement or a corrupted local installation.
10. Storefront and account checks that prevent false diagnoses
Rockstar account ownership
The Rockstar account currently signed in must be linked to the purchase entitlement. A launcher reinstall cannot transfer ownership between accounts. If the game was redeemed through a third-party storefront, start the game from that storefront at least once so its account-linking flow can complete.
Steam and Epic installations
Keep one primary installation path. Launching a Steam or Epic copy through an unrelated executable can trigger an entitlement prompt even when the files are intact. Verify from the storefront that owns the license, then allow its client to hand off authentication to Rockstar Games Launcher.
11. Collect the right evidence before contacting support
If service status is normal, the connection is clean, files verify successfully, drivers are current, and the graphics/API resets do not help, collect the newest launcher log instead of sending repeated screenshots of the same dialog.
- Close the game and launcher after reproducing the failure once.
- Open
DocumentsRockstar GamesLauncherlauncher.log. - Attach that newest
launcher.logfile to a Rockstar Support request. - Include the exact error text, storefront (Rockstar, Steam, or Epic), Windows version, GPU model, driver version, whether a VPN or proxy was active, and which verification or API steps completed.

- Check Rockstar service status and disable VPN or proxy settings.
- Update Windows and the graphics driver; close overlays and recorders.
- Verify files in the storefront that owns the installation.
- For a generic launch exit, apply administrator mode and disable fullscreen optimizations on
RDR2.exe. - For
