How to Fix Project Plans with Unclear Ownership or Overlapping Responsibilities

Clarify project ownership by defining the work, separating responsibility from accountability, assigning decision authority, and making cross-team handoffs explicit.

Fix unclear project ownership by defining the work, naming who will do it and who is answerable for its outcome, then agreeing on decision authority and handoffs with the people involved. A RACI matrix can make gaps and overlaps visible, but it cannot resolve vague scope or give someone authority they do not have.

How to spot unclear ownership

Review the plan for work that has no owner, more than one person who believes they own the outcome, an approval with no decision-maker, or a handoff where each team expects the other to act. Look beyond the task list: responsibilities can fall between workstreams even when every team’s individual tasks appear assigned. Microsoft identifies diffuse authority—including having multiple or no accountable roles—as a project leadership problem in its guidance on organizing a Dynamics 365 project team.

Use the diagnostic question “Are project team roles and responsibilities clear?” for each deliverable and decision. If people give different answers to who owns a task, who approves it, or what counts as complete, the plan needs clarification before its labels can be trusted.

Repair the plan in seven steps

  1. Identify ambiguous work. Mark tasks with missing or disputed owners, unclear approvals, duplicate effort, and uncertain handoffs. Include dependencies and team interfaces, not just standalone activities.
  2. Make each item assignable. Describe the deliverable or activity, its boundary, completion criteria, and dependencies. A work breakdown structure can help separate deliverables and reveal interface points or unassigned work. PMI recommends clear responsibility for each work element and specific names and titles; in a matrix organization, if the performer is unclear, it suggests assigning the next higher-level individual. See PMI’s guidance on using a work breakdown structure.
  3. Separate doing the work from owning the outcome. Name the person or role that performs the task and the single person or role answerable for its completion. One person may hold both functions, but the plan should make the distinction clear.
  4. Check authority and capacity. Confirm the accountable owner has the seniority, expertise, influence, and decision authority expected of the role, as well as the capacity to take it on. Responsibility without the authority to make decisions or secure resources is not clear ownership in practice.
  5. Define handoffs and dependencies. State what one workstream must provide, who receives or accepts it, when it is needed, and how disagreements or blocked decisions are escalated. PMI highlights misunderstandings at interfaces between work elements; Scottish Government project-management principles call for teams to understand and actively manage dependencies.
  6. Agree and publish the assignments. Review them with the contributors, including part-time team members and business stakeholders who provide requirements, approvals, or testing. Record the agreement in the plan, a responsibility matrix, an organization chart, or a team communication.
  7. Review assignments when conditions change. Recheck ownership when scope, team roles, dependencies, phases, or available capacity shift. Microsoft Learn recommends continuous RACI review and regular review of resource allocation in its project-team guidance.

Use a responsibility matrix when roles are still disputed

A matrix is useful when the question is who does, owns, advises on, or needs updates about specific work. Put tasks or deliverables in rows and roles in columns; assign values for the roles that matter and discuss disputed cells with the team. Do not fill a matrix until the work itself is defined well enough for people to agree what each assignment means.

RACI: distinguish four kinds of involvement

  • Responsible: does the work.
  • Accountable: is answerable for completion.
  • Consulted: provides input.
  • Informed: receives updates.

Microsoft Learn recommends one accountable person for each task. Multiple accountable assignments—or none—are signs to revisit the task boundary, ownership, or authority rather than simply accept the row as complete. See Microsoft’s RACI guidance.

When a DRACI-style variation may help

Add a separate decision or support label only if the distinction answers a real question in your organization. The University of Waterloo PMO describes DRACI/DRASCI variations that distinguish decision, responsible, accountable, supportive, consulted, and informed functions. Its generic DRACI spreadsheet template is one example. A separate decision role can help when approval authority is otherwise easy to confuse with doing or owning the work; a support role can help when resource assistance needs to be visible separately. Keep the labels understandable and consistent with your approval and escalation practices.

Make the matrix a working agreement, not a substitute for authority

A RACI or DRACI matrix cannot settle an undefined deliverable, decide who has authority, or repair a staffing gap by itself. Use it to make agreed responsibilities visible, then ensure the accountable owner can actually make the decisions and obtain the resources the plan expects. Microsoft Learn puts the requirement plainly: “Your project leadership should have clear accountability and authority for the project.”

There is no single responsibility-matrix model established as best for every organization. Choose labels based on whether decision authority or support needs a distinct assignment, how easily the team understands the terms, whether work is assigned at task or deliverable level, and how the matrix fits existing approvals and escalation paths.
