Packet Burst is an in-game warning that packets are arriving unevenly or late; it does not identify one single cause. The problem can be a Call of Duty service issue, Wi-Fi interference or congestion, a busy home network, router configuration, ISP congestion or routing, geographic distance to the server, or the game device itself.
Do these checks first
Work from the most reversible explanations to the most expensive. Change one variable at a time and test the same Call of Duty mode, server region, device, and time window after every change.

- Check Call of Duty Online Services. If the platform indicator is not green or an incident alert is posted, wait for restoration. A local hardware purchase cannot correct a service outage.
- Power-cycle the network. Restart the modem and router using the manufacturers’ normal procedure. Wait until the connection is fully back before launching the game.
- Stop competing traffic. Pause game and operating-system updates, downloads, cloud backups, video streams, and VPN connections on every device while you test.
- Run your platform’s network checks. On Xbox, use Test network connection and Test multiplayer connection. On PlayStation, use Test Internet Connection. Record any failure or warning instead of relying on memory.
- Connect by Ethernet. Plug the console or PC directly into the router with a Cat6 cable and repeat the same in-game test. This isolates the Wi-Fi link without changing your game, account, or internet provider.
If the warning disappears on Ethernet, concentrate on wireless signal quality, interference, and wireless congestion. If it remains, continue with the service, router, ISP, route, and server-region checks below.

Ping is round-trip delay
Ping is the time, measured in milliseconds, for data to travel from your device to the game service and back. A higher value gives the game less time to exchange updates. Activision Publishing’s 2024 latency research says first-person action games such as Call of Duty are particularly sensitive to latency. In that paper, 200 milliseconds is described as a poor Call of Duty experience; it is an example from that study, not a universal pass/fail target for every player, mode, region, or connection.

Packet loss is missing data
Packet loss means some data never reaches its destination. The game must wait for a replacement, predict what happened, or continue with incomplete information. Symptoms can include delayed hit registration, players snapping to new positions, and abrupt pauses.
Packet Burst is a delivery-pattern warning
Packet Burst indicates that packets are arriving in an uneven or delayed group rather than at a steady cadence. It is a symptom, not a diagnosis. The same warning can result from a struggling game service, a crowded wireless channel, a saturated home connection, ISP congestion, poor upstream routing, or a long physical distance to the selected server.
Use the symptom pattern to narrow the cause
Before changing router settings, determine how broad and repeatable the problem is. The pattern is more useful than a single red icon.

Detailed troubleshooting steps
1. Verify the service before touching your setup
Open Call of Duty Online Services and check the platform indicator and any incident notice. If an alert is active or the indicator is not green, capture the time and wait for the service to recover. Retest before changing NAT, forwarding ports, replacing a router, or contacting your ISP. This prevents you from spending money to address a problem outside your home.
2. Restart the modem and router correctly
Use each device’s manufacturer-recommended power-cycle procedure rather than repeatedly pulling cables while it is writing settings. Allow the modem to regain its service connection and the router to finish booting. Then test Call of Duty with no downloads, streams, backups, or updates running. A restart can clear a transient state; it cannot repair a damaged line, a distant server, or a persistent route problem.
3. Remove traffic that competes with the game
For a clean comparison, pause large downloads, console and PC updates, cloud synchronization, backups, high-resolution streams, and VPNs. Check other phones, televisions, computers, and smart devices in the home as well as the device running the game. Resume those services only after recording a baseline. If Packet Burst appears only when another activity starts, the connection is likely being contended or saturated at that time.

4. Run the built-in platform diagnostics
Use the exact test provided by your platform and save the result:

- Xbox: open the network settings and run Test network connection, then Test multiplayer connection.
- PlayStation: open network settings and run Test Internet Connection.
- PC: record whether the problem occurs in other online games and on another device using the same router; the comparison is more informative than a single speed-test result.
A passing internet test does not guarantee a clean route to a particular Call of Duty server. Treat it as one data point, then compare the game under the same conditions.
5. Make a controlled Ethernet comparison
Connect the console or PC directly to the router with a Cat6 Ethernet cable. Avoid testing through a wireless extender or mesh satellite if your goal is to remove Wi-Fi from the path. Play the same mode, in the same region, for a comparable period, and note whether the Packet Burst warning, rubber-banding, or missed hit registration changes.

Activision’s connection guidance explains that Wi-Fi can vary widely in reliability and bandwidth, while a wired Ethernet connection maintains the minimum bandwidth connection required for online gaming. Ethernet therefore provides a controlled baseline, not a guarantee of low ping. It cannot fix a service outage, a distant server, ISP congestion, or poor upstream routing.
6. Review router features one change at a time
Router menus and labels vary by firmware. Record the original value before changing anything, apply one change, reboot only if the router requests it, and retest.

- Port forwarding: can address connection-establishment or NAT problems when configured for the correct platform and game requirements. It does not shorten the physical route to a server or create bandwidth.
- Static local IP: can keep a console’s address consistent when a forwarding rule requires it. It does not, by itself, reduce ping.
- DMZ testing for a console: use only as a temporary diagnostic step when appropriate for your router and platform. Remove the DMZ assignment after testing; leaving a device exposed is not a general performance fix.
- Quality of Service (QoS): on supported routers, may prioritize game traffic when the connection is busy. QoS cannot create additional capacity or alter the Call of Duty server.
If a router change makes the connection worse, restore the recorded setting before trying another. Avoid changing UPnP, forwarding, DMZ, and QoS simultaneously; otherwise you will not know which change mattered.

7. Compare another game and another device
Run another online game on the same device and network. Then test Call of Duty, if possible, on another device using the same router. A problem limited to one title points toward that title’s service, mode, server region, or route. A problem reproduced across games and devices justifies investigating the router, line, ISP, and peak-hour congestion.
8. Compare time, region, and connection type
Keep a short log with the date, time in UTC or your local time zone, Call of Duty mode, selected region, platform, Wi-Fi or Ethernet state, whether other traffic was paused, and any platform-test result. Repeat at a different time and, where the game permits, a different region. Geographic distance and the route chosen by the ISP can make one region consistently worse even when your local network is healthy.

When and how to contact support
Contact Activision or the game service
Escalate a likely game-side or route-specific issue when Online Services shows an incident, only Call of Duty is affected, or the issue follows a particular mode or region despite a stable Ethernet comparison. Provide the mode, region, platform, dates and times, the Packet Burst or latency symptoms, and whether another game worked during the same window.
Contact your ISP
Escalate to the ISP when several games and devices show the same repeatable problem, especially when Ethernet does not change it or the issue is concentrated at busy hours. Give the support representative your timestamps, region, platform, wired or Wi-Fi state, platform-test results, and the list of affected games. Ask them to investigate line quality, congestion, and routing rather than asking for a guaranteed ping number.
Keep a useful test log
A simple log prevents circular troubleshooting and gives support teams evidence they can act on. For each session, record:
- date and exact start and end time;
- Call of Duty title, mode, and selected region;
- platform and whether the connection was Wi-Fi or direct Ethernet;
- whether downloads, streams, backups, updates, and VPNs were paused;
- Packet Burst, rubber-banding, missed hit registration, or other symptoms;
- Xbox or PlayStation diagnostic results, when applicable;
- whether another game and another device were affected; and
- what changed after the modem/router restart or each individual router setting.
Use the same test conditions before and after a change. A single unusually good or bad match is not enough to establish a fix.
