Start with the exact Norton error message and the device you’re using. A download or installer problem needs a different fix from an activation error: for example, error -2040 points to a device limit, while mobile “No License Available” may be related to a VPN or purchase region. Use the matching steps below rather than repeating installs or buying another subscription.
First, identify where the process is failing
Check whether Norton 360 fails to download, install, open, or activate. Note your operating system and copy the complete error message or code. Norton’s general download and installation guidance covers Windows, Mac, Android, and iOS, but not activation or subscription-renewal problems.

- Download or installer issue: Find the downloaded file and run it. On Windows, press Ctrl+J to open Downloads; on Mac, press Command+Option+L. If the installer appears not to open, minimize other windows in case it is behind them. If the download stalls or does not begin, download it again.
- Activation issue: Go to the section for the exact error below. Reinstalling is not the right first step for every activation message.
- Chromebook: Norton says its products are not compatible with Chromebooks. Check the device’s compatibility before attempting another install.
Fix Windows installation or startup problems
If a Windows installation will not finish or the Norton app will not open, use Norton’s Remove and Reinstall tool when the instructions for your error recommend it. Follow the relevant Norton error page, since some procedures require a restart. The tool removes Norton software; you may need to reinstall other Norton products afterward.
For Windows error -1010, Norton’s documented path includes restarting as directed, running Remove and Reinstall, and signing in to activate after reinstalling. Norton also points users with this error to its Services Status page. Do not apply this fix to a different code such as -2007 without checking that error’s instructions.

Fix the Mac installer error
“The installation failed. The installer encountered an error”
Norton’s Mac-specific instructions call for removing the existing installer file and downloading a fresh setup file from your Norton account:
- Eject the mounted Norton installer volume.
- Delete the old Norton setup file from Downloads. Norton says this removes the setup file, not the installed Norton app.
- Sign in to your Norton account and download a fresh setup file, then run it.
Resolve Norton activation errors
“Activation limit exceeded (code -2040)”
Norton says this error usually means the app is already activated on the maximum number of devices for the subscription. Sign in to your Norton account, open My Subscriptions, then Manage Devices. Remove an old or affected device from the subscription and retry activation. Norton’s -2040 instructions cover this device-management remedy.

“Server Error (-2007)”
Remove the affected device from the subscription in your Norton account, then try activating again, as described in Norton’s -2007 support instructions. If that does not resolve the error, contact Norton Support. This code has a different troubleshooting path from Windows -1010.

“The Product Key entered is not valid for this product. (-1002)”
For Windows, Norton’s -1002 instructions direct users to remove and reinstall Norton, then sign in to activate. For a newly purchased retail subscription, use Norton’s normal setup flow instead: enter the key at norton.com/setup, sign in or create an account, and install from that account. For a boxed purchase, the key may be on a card or sticker inside the box or in the purchase confirmation email. See Norton’s retail setup guidance.

Mobile “No License Available”
Turn off an active VPN and retry activation. Norton also says the message can occur if the subscription was purchased in a different region; if it persists, contact Norton Member Services and Support.

For a blank app on Android or iOS, follow Norton’s mobile-app instructions: uninstall the app, reinstall it from the official app store, sign in, restart the device, and check the app’s status afterward.
