To fix a suspected duplicate in construction accounts payable, pause any unpaid invoice, compare it with the contract and evidence of work or delivery, and verify payment records before correcting the ledger or requesting repayment. A duplicate alert is a reason to investigate—not proof that an invoice is invalid or fraudulent. If money has already been paid twice, document what cleared and follow the contract’s recovery process; U.S. federal construction contracts have a specific remittance rule that does not automatically apply to private projects.
1. Pause the payment and preserve the records
If the suspected duplicate has not been paid, place it on hold through your normal exception process. Keep the original invoice and every version or submission channel associated with it. Do not delete or overwrite records while investigating.

Preserve the purchase order or contract, delivery or work certification, approval history, vendor record, payment-run details, and related correspondence. This evidence helps establish whether the invoices represent the same obligation and who authorized any payment or correction.

2. Compare invoice details with project evidence
Compare more than the invoice number or total. Arizona Auditor General guidance identifies invoice date, invoice number, purchase order, check number, and dollar amount as useful fields for duplicate-payment tests. Formatting changes—such as punctuation, spaces, or prefixes—can bypass basic system checks, so normalize invoice numbers for comparison and send possible matches to a person for review rather than automatically rejecting every fuzzy match. - Vendor and payment: vendor identity, remittance details, payment or check reference, amount, and payment status.
- Invoice: invoice number and date, description, quantities, billing period, and line amounts.
- Project authorization: contract, purchase or delivery order, project, and line item.
- Performance: receiving record, approved work, delivery evidence, or progress-payment approval.
Ask whether the amount corresponds to work authorized and completed, materials received, or a progress or other payment request allowed by the contract. A shared vendor, amount, or project is not conclusive: valid invoices can share those details, and revised or split invoices can resemble duplicates.
For U.S. federal construction contracts, FAR 52.232-27(a) lists invoice information such as invoice date and number, contract or authorization, work description, terms, recipient details, and specified substantiation. Treat the actual contract and applicable project requirements as controlling; this federal clause is not a universal invoice rule. FAR 52.232-27, Prompt Payment for Construction Contracts.
3. Classify the error before changing the books
Record what the evidence supports. Distinguish among these cases before voiding, reclassifying, or seeking recovery:

- Duplicate entry: the same invoice was entered twice.
- Resubmission: one invoice arrived through more than one channel.
- Duplicate payment: the same obligation was paid more than once.
- Invoice error: an amount or quantity is wrong.
- Posting error: payment was applied to the wrong vendor or project.
- Legitimate revision or split: separate records reflect an approved revised invoice, billing period, or portion of work.
- Possible false claim or fraud indicator: evidence suggests more than an ordinary processing mistake.
Duplicate payments can arise from process failures and can also create an opportunity for fraud. A match alone does not establish intent. Escalate suspected misconduct through your organization’s established process, using the supporting records rather than an assumption.
4. Resolve a confirmed payment error
Reconcile what actually cleared
Match the invoice ledger to the bank or payment-run record. Establish which payments cleared, their dates and amounts, and whether a payment was reversed, stopped, or returned. Preserve the invoice, approval, remittance, and job records, and note who approved the original transaction and any later adjustment.
Contact the right counterparty
Depending on the project, contact the vendor, owner, payment office, or contracting officer. Follow the contract and applicable local rules for notices, deadlines, offsets, and repayment. Do not assume a remedy or deadline from a different contract type or jurisdiction.

Apply the federal construction rule only when it governs
For a U.S. federal construction contract covered by FAR 52.232-27(l), a contractor that becomes aware of a duplicate invoice payment or other overpayment must remit the overpayment to the payment office cited in the contract. The remittance description must include the circumstances, affected contract and delivery order if applicable, affected line item if applicable, and a contractor contact. The contractor must also provide the contracting officer a copy of the remittance and supporting documentation. FAR 52.232-27(l).

5. Prevent repeat errors and test the controls
Build controls around the path an invoice takes, from receipt through payment. The right design depends on the company’s contracts, staffing, and accounting workflow; no single software feature or matching design is legally required for every construction business.

- Use one documented invoice-intake route where practical, and retain submissions received through other channels.
- Maintain consistent vendor identity and invoice-number conventions.
- Require authorization and project coding, then match invoices to the contract or purchase order and evidence of receipt or approved work.
- Configure duplicate warnings using several fields, with normalized-number checks and a human exception queue for possible matches.
- Where staffing permits, separate invoice entry, approval, vendor-master changes, and payment release.
Test whether the controls work rather than relying on installation alone. Review samples of flagged and paid invoices, trace decisions to supporting documents, walk through the process, check who can override alerts or change vendor data, and investigate recurring variances. When evaluating an AP or invoice-automation workflow, check whether it can compare normalized invoice details, connect transactions to project and contract evidence, retain exception and override logs, control vendor-master changes, support approval separation, and report an audit trail. These are evaluation criteria, not verified claims about any particular product.

What the examples and statistics do—and do not—show
The NHS Counter Fraud Authority describes a small construction company working on a hospital project where a small invoice charge was accidentally duplicated and paid; later false claims followed. The example illustrates why even a small duplicate merits a check against work performed and contractor records. It is not a construction-sector fraud rate or evidence that a particular duplicate was itself intentional. The guidance says regular contractor supervision and checking invoice appropriateness could have minimized the opportunity or revealed later claims sooner. NHS Counter Fraud Authority case guidance.

An October 2018 Arizona Auditor General alert reported that 37% of victimized organizations had implemented data monitoring and analysis controls, citing the Association of Certified Fraud Examiners’ 2018 Report to the Nations. That figure concerns victimized organizations as reported in that source; it is neither a construction-specific duplicate-payment rate nor a current incidence estimate. Arizona Auditor General alert.
A Canadian federal procurement audit search excerpt reported that auditors sampled 10 pairs of transactions and identified two pairs as duplicates, despite controls expected to flag matching supplier, invoice number, and payment amount.
