What to Do if You’re Injured or Detained While Reporting in a Conflict Zone

If you’re injured while reporting in a conflict zone, first check whether the scene is still dangerous, then get qualified medical help and alert your newsroom’s medical and evacuation contacts. If you’re detained, your legal protections depend on your status and the circumstances; contact a qualified lawyer or journalist-support organization as soon as it is safe and possible. Neither a checklist nor international humanitarian law can guarantee safety or provide a universal script for interacting with authorities.

If you’re injured, what should you do first?

  1. Check whether it is safe to approach. Do not rush into a scene that could create another casualty. Hazards can include fire, electricity, chemicals, traffic or confined spaces. If you cannot act safely, alert emergency services and wait for qualified responders. The Reporters Without Borders (RSF) safety guide, produced with UNESCO, emphasizes that first-aid procedures cannot replace proper training.
  2. Get professional medical help. Treat first aid as temporary care while expert help is mobilized, and stay within the limits of your training. A first-aid kit is not a substitute for training or professional care, and a general kit should not be assumed adequate for conflict-related injuries.
  3. If you are assisting someone, communicate and observe. If the scene is safe and you are able to help, speak calmly, tell the person what you are doing, and observe their consciousness and breathing. Tell the emergency team about any changes. These basic actions are not a substitute for current, certified first-aid training.
  4. Activate the newsroom plan. Contact the person or team assigned to coordinate medical care and evacuation. A route, facility or service that was usable when planned may no longer be available; confirm current conditions rather than relying on an old plan.

How should a newsroom plan medical evacuation?

Before deployment, identify medical services and possible evacuation routes, agree on how to communicate if plans change, and decide who can activate an evacuation. The Committee to Protect Journalists (CPJ) recommends mapping medical services and routes in its conflict safety guide, published in 2003. Treat that as planning context, not a current assessment of any route or facility. Check feasibility and medical capability against conditions on the ground.

  • Routes: Identify options and how the team will confirm whether they remain usable.
  • Medical destinations: Establish what services a destination can provide; do not assume a facility’s capabilities.
  • Communications: Decide how the reporter, newsroom and medical or evacuation contacts will share updates.
  • Authority: Make clear who can activate the plan and how that decision will be relayed.
  • Training and equipment: Review first-aid equipment and procedures with a qualified trainer and in light of the assignment. Equipment alone does not prepare someone to provide care.

What happens if a journalist is detained during war?

International humanitarian law (IHL) generally treats journalists as civilians. The International Committee of the Red Cross (ICRC) says they must be respected and protected as long as they do not directly participate in hostilities. That protection applies to freelance and local journalists as well as staff journalists; it is based on civilian status, not affiliation or accreditation.

Journalist’s status General IHL framework described by the ICRC
Journalist who is not a formally authorized war correspondent Remains a civilian and, when detained by a party to the conflict, receives the applicable civilian protections.
War correspondent formally authorized to accompany armed forces May be entitled to prisoner-of-war status if captured.

These are general categories, not a decision about any individual case. IHL does not create an unrestricted right to enter territory or conflict areas; access may be restricted under applicable law. Legal status and protections depend on the circumstances, and protections do not make detention impossible. They also do not supply a universal answer about what to say or sign when detained. For advice about a specific case, consult a qualified lawyer familiar with the relevant jurisdiction and circumstances.

Who can help a journalist who is injured, arrested or prosecuted?

CPJ’s resource center lists support and referrals for journalists and their families, including legal referrals for journalists detained, arrested or prosecuted for their work. Its directory also covers medical help for journalists injured on assignment, prison support, trauma counseling, emergency relocation, family support and replacement of damaged or confiscated equipment.

These listings are referral categories, not guarantees of assistance, payment or eligibility. Check the current terms and whether a service can help with your situation. For legal advice about a case, use a qualified lawyer rather than relying on a directory listing.

What should you prepare before a conflict-zone assignment?

CPJ recommends conducting a pre-assignment risk assessment to identify hazards and plan equipment, training and emergency procedures. Its conflict resource page links to arrest and detention guidance, first-aid material, personal protective equipment information and related safety resources. Its resource center also catalogs assignment planning, communication plans, hostile environment and first-aid training, insurance, medical preparedness and post-incident assistance.

RSF’s safety guide, produced with UNESCO and identified as a 2017 guide, covers preparation, safety while on assignment, digital safety, physical and psychological wounds, and useful contacts. RSF highlights physical and psychological preparation, newsroom training, and debriefing or psychological support when signs of post-traumatic stress arise. Because the guide is not current training, review medical procedures and equipment with qualified professionals before relying on them.
