First identify whether you’re running setup.exe from inside Windows or booting the PC from USB or DVD. The first route can be an in-place upgrade or reinstall; the second is a clean-install path with different data-loss risks. Then record the exact error code and where it appears before choosing a fix.
Choose the right Windows 11 ISO installation path
An ISO is a disk-image file, not a single installation method. Microsoft supports using installation media in two distinct ways: start Setup from within Windows, or boot the computer from the media. The correct troubleshooting steps depend on which route you chose.

Start with the exact error and basic checks
Write down the full error code and note when it appears: while downloading, during the compatibility check, while copying files, at the first restart, or after setup finishes. Those details help distinguish a requirements block from a media, storage, or installation-stage problem. Microsoft recommends beginning with general fixes and then checking its error-code table.

- Disconnect nonessential accessories and external drives, then retry. A connected device can interfere with setup.
- If Setup reports that there is not enough space, check the available storage on the drive involved and free space as needed.
- Look up the complete code in Microsoft’s Windows upgrade and installation error guide rather than guessing from a partial code.
If the code is 0xC1900202–0x20008
Microsoft says this range may indicate that the PC does not meet the minimum requirements to download or install the Windows 11 upgrade. Treat it as a reason to check the requirements; the code alone does not identify which specific component is causing the problem. See Microsoft’s code-specific guidance.
Check Windows 11 compatibility before changing firmware settings
Microsoft’s Windows 11 requirements include TPM version 2.0 and UEFI firmware that is Secure Boot capable. If Setup says the PC cannot run Windows 11 or reports a compatibility block, compare the device’s specifications and firmware configuration with Microsoft’s current Windows 11 system requirements.
Do not assume that a particular setting is disabled or change firmware settings blindly. Check the computer maker’s instructions for the model before adjusting TPM, UEFI, or Secure Boot options. Requirements and support information can change, so use Microsoft’s current requirements page when troubleshooting.

If the PC will not boot from the Windows 11 USB or DVD
If the Windows Setup screen never appears, the computer may be trying to start from its usual drive instead of the installation media. Microsoft advises checking the boot order using the PC manufacturer’s instructions; the key or procedure varies by device, so there is no universal sequence to use.
- Confirm that the USB or DVD was created as Windows installation media and is connected or inserted before startup.
- Restart and use the manufacturer’s instructions to select the installation drive or change boot order.
- If the PC still starts normally, consult the manufacturer’s boot guidance for that model and confirm the media creation completed successfully.
Microsoft’s installation-media creation instructions specify a blank USB flash drive with at least 8 GB for the USB creation route. Its contents are erased during creation, so copy off anything important first. Microsoft also supports creating an ISO for use with a virtual machine or for making DVD media.

Before reinstalling Windows, make a backup of files you need. Microsoft warns that a clean installation removes personal files, apps, manufacturer customizations, and settings. If you booted from media and intend to install cleanly, carefully identify the intended target disk; do not delete partitions on other disks.

If Windows still starts and you choose the in-place route, review the keep options shown by Setup before proceeding. Do not assume that every reinstall offers the same choices or that selecting a keep option replaces a separate backup.

The Windows edition you reinstall must match the device’s license. If you are unsure which edition is licensed or whether the license is linked to the device, resolve that before starting a destructive clean install. Microsoft says Windows usually activates automatically after reinstall when the device is online; a significant hardware change can affect activation.
