If Windows shows an activation prompt, select Turn on. You can also enable the feature at Settings > System > Clipboard > Clipboard history. Clipboard history is disabled by default, and local history, retention after a restart, and cross-device syncing are separate settings. Microsoft’s instructions apply to Windows 10 and Windows 11; Windows 10 support ended on October 14, 2025, but that date does not itself explain a clipboard-history failure. See Microsoft’s Using the clipboard guide for the documented controls.
Identify which clipboard problem you have
“Clipboard history is not working” can describe several different behaviors. Use the symptom that matches what you see rather than changing sync settings when the local panel is simply disabled.

| What you see | Most relevant check | Expected result |
|---|---|---|
| Windows key + V does nothing or shows an invitation to enable history | Turn on Clipboard history from the panel or from Settings > System > Clipboard. | A panel opens with the items you copy after activation. |
| The panel opens but older items are missing | Check whether the PC restarted, whether the entries were pinned, and whether more than 25 newer entries displaced them. | Unpinned entries remain only during the current Windows session and within the documented limit. |
| History works on one PC but not another | Enable Clipboard history across your devices and sign in with the same Microsoft account or work account on both devices. | Eligible text items can be synchronized manually or automatically. |
| A particular copy never appears | Check the item’s size and format. | Microsoft documents a 4 MB per-item limit and support for text, HTML, and Bitmap content. |
The sections below follow that order: activate local history first, then check its normal retention rules, and only then troubleshoot synchronization.
Turn on local clipboard history
Use the Windows key + V panel
- Copy a short piece of text in any app.
- Press Windows key + V together. The shortcut opens the clipboard-history panel; Microsoft lists it among Windows keyboard shortcuts and notes that the feature is off until you enable it. See the Windows keyboard shortcuts reference.
- If the panel says that history is not turned on, select Turn on.
- Copy another short text string, press Windows key + V again, and select the new entry to paste it.
Activation affects copies made after the feature is enabled. Do not expect Windows to reconstruct text copied while history was disabled.

- Turn on the Clipboard history switch.
- Return to an app, copy a small text sample, and press Windows key + V to verify that the sample appears.
This route is useful when the shortcut is difficult to press or when you want to inspect the other clipboard controls on the same page. The labels are documented for both Windows 10 and Windows 11 in Microsoft’s clipboard instructions.
When the panel opens but looks empty
Copy a new item after enabling the feature
Clipboard history is a record of copies made after activation, not a complete archive of everything ever placed on the clipboard. Copy a new text phrase, open the panel again, and look for that phrase. If the new item appears, the feature is operating normally even if no earlier entries are present.
Understand the 25-entry limit
Microsoft says, “Your clipboard history is limited to 25 copied entries.” When additional entries arrive, older unpinned entries are removed to make room. A long work session can therefore make an item seem to disappear even though the panel itself is functioning. If an entry matters, pin it as soon as you copy it.
Pin information you need to keep
Open the history panel with Windows key + V, locate the item, and use its item menu to choose the pin command. Pinned entries are treated differently from ordinary history entries: Microsoft says clipboard history is cleared whenever you restart the PC “except for the items you’ve pinned.” Pinning is therefore the documented way to retain a useful snippet across a restart; it is not a way to preserve every unpinned copy indefinitely.

Check the item’s size and format
A copy operation can succeed in the source application without becoming a history entry if the data exceeds Microsoft’s documented limit. The limit is 4 MB per item. The supported clipboard formats listed by Microsoft are text, HTML, and Bitmap. Test with a short plain-text phrase:
- If the short phrase appears, the history feature is enabled and the original item likely exceeded the size limit or used a format outside the documented set.
- If the short phrase does not appear, return to Settings > System > Clipboard and verify that Clipboard history is still on.
The 4 MB figure applies to each item, not to the total collection. Microsoft’s limits and supported formats are listed in the Using the clipboard documentation.
Why entries disappear after a restart
This behavior is expected, not evidence that Windows has randomly deleted your clipboard. Microsoft’s exact rule is: “Clipboard history gets cleared each time you restart your PC, except for the items you’ve pinned.” A shutdown, restart, or update-related reboot can therefore leave the panel containing only pinned entries.
To avoid losing a recurring piece of text:
- Copy the text.
- Open the panel with Windows key + V.
- Pin that entry.
- After the next restart, open the panel and confirm that the pinned item remains.
Pinning does not turn the clipboard into a general document store. Keep important passwords, recovery codes, and records in an appropriate secure application instead of relying on clipboard history.

Fix clipboard history that will not sync between PCs
Local history and cloud synchronization are independent. A panel can work perfectly on each computer while cross-device entries remain absent because the sync control is off or the accounts differ.
Enable the across-devices setting
- On the first PC, open Settings > System > Clipboard.
- Turn on Clipboard history across your devices.
- Repeat the check on the other PC or device.
- Choose the automatic synchronization option if it is offered and you want eligible copies sent automatically.
Microsoft ties this feature to the account used for the device. Sign in with the same Microsoft account, or the same work account where your organization uses one, on every device that should share history. A personal account on one PC and a different work or personal account on another will not create one shared history.
Use manual sync for a single text item
You do not have to synchronize every copy. Open Windows key + V, find the text entry, and select the item’s sync button to send that entry manually. This is useful when you want to keep synchronization selective or when automatic sync is not selected in Settings.
Know what cloud clipboard means
Microsoft describes cloud clipboard as a clipboard experience for devices signed in with a work or school account in its documentation on essential services and connected experiences for Windows. Your organization’s account policies can affect which connected experiences are available. If the across-devices switch is unavailable or controlled by an administrator, the local history steps still apply, but you may not be able to change the sync policy yourself.

Test synchronization with a small text sample
- On PC A, copy a short, non-sensitive phrase.
- Open Windows key + V and use the item’s manual sync control, or rely on the automatic option you enabled.
- On PC B, verify that Clipboard history across your devices is on and that the same account is signed in.
- Open Windows key + V on PC B and look for the phrase.
Use plain text for this test. It avoids confusing a synchronization problem with the 4 MB or supported-format limits for a large image or richly formatted object.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.A practical troubleshooting sequence
Work through these checks in order and stop when the symptom is explained. The sequence separates documented settings from expected retention behavior, so you do not change a working feature unnecessarily.
- Open the panel: Press Windows key + V.
- Activate history: If Windows offers Turn on, select it. If there is no prompt, verify Settings > System > Clipboard > Clipboard history is on.
- Create a controlled test: Copy a short plain-text phrase and open the panel again.
- Check retention: If the missing entries were from before a restart, or if more than 25 newer entries were copied, their absence follows Microsoft’s documented clearing and capacity rules. Pin entries that must survive a restart.
- Check limits: For one item that never appears, test a small text sample. Microsoft’s documented per-item limit is 4 MB, with text, HTML, and Bitmap formats supported.
- Separate sync from local history: If the sample appears locally but not on another PC, enable Clipboard history across your devices and verify the same account on both devices.
- Try manual synchronization: In the history panel, select the sync control on the text item instead of waiting for automatic synchronization.
- Re-test after each change: Copy a fresh sample and check the panel on the same device, then on the second device if synchronization is the goal.
Common scenarios and the correct response
“Windows key + V does nothing”
First open Settings > System > Clipboard directly and turn on Clipboard history. Then copy a short phrase and try the shortcut again. The documented behavior is that Windows key + V opens the panel, while the first use can present the activation prompt. If the setting is on and a fresh text copy still produces no panel, Microsoft’s cited clipboard and keyboard-shortcut pages do not specify a universal registry edit, service restart, or other repair. Avoid applying random system modifications; record the Windows edition, the exact symptom, and the result of the documented checks before seeking support.
“The panel is there, but it has no old entries”
Check when the PC last restarted and how many items have been copied since. Unpinned history is cleared at restart and the collection is limited to 25 entries. Copy a new short phrase to verify current operation, then pin recurring snippets.
Best Value
“Images or formatted content are missing”
Compare the item with Microsoft’s documented support: text, HTML, and Bitmap formats, with a 4 MB limit per item. A small text test distinguishes a feature-setting issue from a content-size or format issue.
“It works locally but not on my laptop”
Do not re-enable local history repeatedly. Check the across-devices switch, the account on each device, and whether the item was manually synchronized. A local panel and cross-device cloud clipboard are separate functions.
“Everything vanished after a reboot”
That is the documented default for unpinned items. Pin entries you need to retain before restarting; there is no claim in Microsoft’s instructions that ordinary unpinned entries can be recovered afterward.

Windows 10 support context
Microsoft’s clipboard page covers Windows 10 and Windows 11. It also states that Windows 10 support ended on October 14, 2025. PCs continue to operate, but Microsoft no longer provides free Windows Update software updates, technical assistance, or security fixes after that date. The support-end date does not establish that clipboard history stops working or that it causes a particular failure. Apply the documented clipboard checks to the version you are running, and treat Windows 10’s support status as a separate maintenance consideration.
What the documented checks can and cannot establish
If activation, a fresh small text copy, pinning, the size/format check, the across-devices switch, and the same-account check resolve the symptom, the cause is clear: a disabled setting, expected retention behavior, an item outside the documented limits, or a synchronization configuration.
If all of those checks pass and a fresh text item still cannot be viewed locally, the cited Microsoft pages do not identify one guaranteed repair that applies to every system. Likewise, they do not establish that a registry change, a particular background service restart, or a paid utility is required. Keep the troubleshooting evidence—Windows version, whether Windows key + V opens, whether a new text item appears, and whether both devices use the same account—and use Microsoft’s support channels for a system-specific diagnosis rather than changing undocumented settings.
