How to Fix BitLocker Stuck Decrypting in Windows 11

Check the correct volume first, resume decryption if it is paused, and treat pause-and-resume advice for an apparent freeze as an unverified troubleshooting attempt.

If BitLocker decryption looks stuck in Windows 11, first check the status of the exact drive, then resume it if Windows reports that it is paused. For a drive that is not marked paused, a one-time pause-and-resume is a community-reported attempt—not a guaranteed Microsoft fix. Avoid using the command that turns BitLocker off as a speculative repair.

Check the status of the correct drive

BitLocker works on individual volumes, so make sure you are checking the drive that is actually being decrypted. Open Command Prompt as administrator and run:

manage-bde -status C:

Replace C: with the affected drive letter. Microsoft documents manage-bde -status as a way to display a drive’s BitLocker state. Note the conversion status and percentage so you can distinguish active decryption from a paused operation or an accidentally selected volume. Microsoft’s manage-bde command reference lists Windows 11 applicability.

Resume decryption if it is paused

If the status indicates that the operation is paused, run:

Integral 16GB Crypto-197 256-Bit Hardware Encrypted 3.0 USB Secure Flash Memory Drive - Certified to FIPS 197, Brute-Force Password Attack Protection & Rugged Double-Layer Waterproof Design
  • Certified to FIPS 197 - High-level information security standard approved by the U.S. Government
  • Brute-Force Password Attack Protection - Data is automatically erased after 6 failed access attempts. The data and encryption key are securely destroyed and the crypto drive is reset
  • Rugged Double-Layer Waterproof* Design - Protects the crypto drive against knocks, drops, break-in and submerging in water. The electronics are shielded by a hardended inner case. The rubberised silicone outer casing provides a final layer of protection
  • Auto-lock - The crypto drive will automatically encrypt all data and lock when removed from a PC/Mac or when the screen saver or "computer lock" function is activated on the host PC/Mac
  • Secure Entry - Data cannot be accessed without the correct high-strength alphanumeric 8-16 character password. A password hint option is available. The password hint cannot match the password
manage-bde -resume C:

Use the same drive letter you checked. Microsoft documents -resume for continuing an encryption or decryption operation after it has been paused. Run the status command again afterward to see whether the conversion state or percentage changes. The command reference describes the resume operation.

If decryption appears frozen but is not paused

A Microsoft Q&A reply suggests pausing and then resuming the affected volume once:

manage-bde -pause C:
manage-bde -resume C:

This is a community-reported troubleshooting attempt, not a confirmed universal remedy. The cited answer is from an Independent Advisor and does not establish why decryption stops appearing to progress or how often the approach works. If you try it, check the drive status again rather than assuming that the commands fixed the problem. Microsoft Q&A discussion

Do not use -off as a resume command

Command Purpose Security effect
manage-bde -resume C: Continues a paused encryption or decryption operation. Continues the existing operation; it does not mean the same thing as turning BitLocker off.
manage-bde -off C: Starts decrypting the volume and turns off BitLocker. When decryption completes, BitLocker key protectors are removed.

Microsoft’s BitLocker operations guidance says decryption should happen when protection is no longer required, not as a troubleshooting step. Do not run -off merely because an ongoing decryption process seems stalled. Microsoft’s BitLocker operations guide (updated July 29, 2025) explains the operational distinction.

If there is still no progress

The available Microsoft guidance does not identify one cause or a universally reliable repair for every stalled-decryption case. Preserve the complete output of manage-bde -status and any exact error text, and note whether the affected volume is the Windows operating-system volume or a secondary data volume. Those details give support a basis for diagnosing the particular case.

A separate Microsoft Q&A discussion illustrates that a pause may be followed by a resume error, but community reports do not establish a general cause or safe universal repair. Avoid unsupported disk modifications, force-wiping a volume, or third-party repair utilities based only on another user’s experience. Microsoft Q&A discussion
