Error 80180003 means the user is not authorized to enroll the Windows device. It does not point to one universal fault: Microsoft identifies four possible conditions—an Intune enrollment limit, a device-type restriction, Windows 10 Home, or a Microsoft Entra device-join setting. Check which condition applies before changing tenant settings. The seven actions below split Microsoft’s five solution sections into diagnostic checks and their corresponding remedies; they are not seven separate causes or seven independently listed Microsoft fixes.
What error 80180003 means
During enrollment, Windows may display: “Something went wrong. This user is not authorized to enroll. You can try to do this again or contact your system administrator with error code 80180003.” Microsoft treats this as an authorization or enrollment failure. The message alone does not identify which policy or eligibility condition is blocking the user.

Use the checks below in order, and involve an Intune or Microsoft Entra administrator for tenant-level changes. Microsoft’s error-specific guidance is at Windows user is not authorized to enroll in Intune.
Seven checks and actions for error 80180003
1. Inspect the user’s enrolled-device list
An administrator should open the Intune admin center and review the affected user’s Devices list. Look for old or unwanted device records that could count toward that user’s enrollment limit. This is a diagnostic check, not a fix by itself.

2. Remove devices the user no longer needs
If the list contains genuinely unused or unwanted devices, delete those records in the Intune admin center. Removing stale entries addresses the per-user limit condition without raising the limit for everyone. Confirm that a record is no longer needed before deleting it.
3. If no stale records can be removed, evaluate the enrollment limit
If the user still needs all listed devices, an administrator can consider increasing the Intune device limit. Microsoft documents a maximum limit of 15 devices. The setting affects all users, not just the person who received the error, so review organizational policy and the effect on the tenant before changing it. Microsoft presents raising the limit as an alternative to removing unused devices, not a required next step.

4. Check whether Windows MDM is allowed by device-type restrictions
In the Intune admin center, review the applicable device-type restriction and verify that Windows (MDM) is allowed. A restriction that blocks Windows MDM can prevent enrollment. These are administrator-level policy settings; users who do not manage the tenant should ask their IT administrator to check them.

5. If Windows MDM already says Allow, reset that setting
Microsoft advises administrators to change Windows (MDM) from Allow to Block, save the change, then switch it back to Allow and save again. Wait approximately 15 minutes before retrying enrollment. This reset procedure is for the case where the setting already shows Allow; it is not a general instruction to block Windows enrollment.

6. Verify the Windows edition; upgrade only if it is Home
Check the affected computer’s Windows edition. Microsoft identifies Windows 10 Home as a possible cause and recommends upgrading to Windows 10 Pro or higher when the device is running Home. This is an edition-specific remedy, not a universal fix for error 80180003. Do not upgrade a computer already on an eligible edition as a troubleshooting guess.
7. Review who may join devices to Microsoft Entra ID
An administrator can check the Microsoft Entra device-join setting at Microsoft Entra ID > Devices > Device Settings. If “Users may join devices to Microsoft Entra ID” is set to None, Microsoft’s documented remedy is to set it to All and retry enrollment. Because this changes who can join devices across the tenant, confirm that broadening eligibility matches the organization’s security policy before applying it.

If the error persists or the code is different
If all four documented conditions have been checked and the error remains, capture the exact code and message and ask the organization’s Intune administrator to review the tenant configuration and enrollment record. Do not assume a different enrollment error has the same cause: Microsoft documents separate scenarios for codes such as 8018000a, 80180026, and Autopilot error 0x80180022. Use Microsoft’s Troubleshooting Windows device enrollment errors in Intune page when the code differs or the symptom does not match 80180003.
