Why a taskbar problem can affect Start and other controls
The taskbar is part of the Windows interface used to launch apps, switch between open windows, and reach Start, search, and notifications. When it stops responding, several of those actions can fail together. The steps below use Windows’ built-in tools and move from a quick shell restart to more involved recovery options.

Restart Windows Explorer from Task Manager
- Open Task Manager: Press Ctrl+Shift+Esc. This keyboard shortcut works without using Start.
- Restart the shell: Find Windows Explorer in Task Manager, right-click it, and select Restart. The taskbar may disappear briefly while Explorer restarts.
- If Windows Explorer is not listed: In Task Manager, select File > Run new task, type
explorer.exe, and press Enter.
Microsoft includes restarting Windows Explorer in its blank-screen troubleshooting guidance. If the taskbar becomes usable, note whether the issue returns and what you were doing just before it stopped responding.
Restart the PC and check Windows Update
If restarting Explorer did not help, restart the computer and check for available Windows updates. Microsoft gives these as general troubleshooting steps in its File Explorer guidance. That page addresses File Explorer startup behavior, so these are sensible adjacent checks—not a taskbar-specific guarantee.

Choose the next step based on when the problem began
It started after a Windows update
If the taskbar problem appeared soon after an update, consider whether removing that update is appropriate. Microsoft lists update removal among its Windows recovery options. Treat this as a targeted escalation for an update-related onset rather than a routine first step.
It started after installing software
If the timing points to newly installed background software, a clean boot can help determine whether a startup program or service is involved. Follow Microsoft’s clean boot instructions. A clean boot is diagnostic: after testing, restore normal startup settings using the same guidance.

Use system-file repair only when broader Windows corruption is suspected
Microsoft documents the Deployment Image Servicing and Management (DISM) and System File Checker (SFC) tools in its Windows Update troubleshooting instructions. They are system-repair tools that may be relevant if you suspect broader Windows corruption; that guidance does not establish them as a specific fix for an unresponsive taskbar. Follow Microsoft’s instructions for the commands and their order rather than treating them as a guaranteed taskbar repair.

If the taskbar is still unresponsive
There is no single supported action established here as a fix for every Windows 11 taskbar or Start failure. Avoid assuming a particular root cause. If the built-in steps do not restore the interface, use Microsoft’s recovery options or contact your device support provider. Have your Windows version and recent change history ready; those details help narrow down what changed before the problem started.
