First determine whether the block affects one browser, one device, or every device on the network. Try the same URL in a second browser and on another device connected to the same network, and—if the network owner permits it—compare with a different network. Record the exact error or block-page wording. If it says “This website is blocked by your organization” or “Your network administrator has blocked access,” contact the administrator rather than trying to bypass the rule.
Identify what is failing before changing settings
A website can fail because of a browser or device problem, a network connection or filter, an account restriction, or a rule enforced by the website itself. The error alone may not identify which one applies. For example, HTTP 403 indicates an authentication or access problem, but does not establish whether the website, your account, a proxy, or an organization’s policy denied access. Microsoft’s Edge troubleshooting guidance recommends comparing other websites, browsers, and networks when diagnosing failures.

Before troubleshooting, note the complete URL, including whether the main page or only a subpage fails. Record the error text, time and time zone, device, browser, account type, network, and whether other sites load. This makes the pattern more useful to an administrator, ISP, or site operator.

Compare browsers, devices, and networks
- Try the URL in another browser. If it works there, inspect the affected browser’s settings, extensions, and error details. Google’s Chrome troubleshooting guidance also recommends checking whether one site or multiple sites are affected and considering browser, network, and security software.
- Try another device on the same network. If only one device fails, the cause may be local to that device or its configuration. If several devices fail, the issue may be network-side, but that comparison alone does not identify the specific component.
- If permitted, test another network. A personal mobile connection can help distinguish a network-specific problem from one that follows the device or account. Do not use a different connection or other workaround to evade a workplace, school, or network owner’s access rules.
Microsoft’s Windows Wi-Fi guidance and Edge troubleshooting advice cover connection checks, but a pattern across devices is evidence—not proof—of where the fault lies.

What the symptoms can tell you
| Observed pattern | What it suggests | Next step |
|---|---|---|
| Only one browser fails | A browser setting, extension, or browser-specific error may be involved. | Check that browser’s error details and settings; compare with another browser. |
| One device fails across browsers | The issue may be device-specific, including its configuration or security software. | Record the device and test results; seek help from its administrator if managed. |
| Multiple devices fail on one network | A network-side issue or rule may be involved; the pattern does not identify which one. | Contact the network administrator or ISP with the URL, time, and comparison results. |
| An explicit organization block or managed-account message appears | An account, endpoint, or network policy may be enforcing access. | Ask the responsible organization’s administrator to review the applicable policy. |
| HTTP 403 appears | The request was denied as an access or authentication problem; the status does not identify who denied it. | Include the status and URL when contacting the site operator or administrator. |
Try Windows connectivity checks only for ordinary connection problems
If there is no explicit policy block and the symptoms look like a general Windows connection problem, Microsoft’s Wi-Fi guidance includes checking proxy settings and a network troubleshooting sequence. It includes resetting the TCP/IP stack, releasing and renewing the IP address, and flushing the DNS client cache with ipconfig /flushdns. Follow Microsoft’s operating-system guidance and use elevated commands only when appropriate for your device. These steps may help ordinary connectivity faults; they do not remove an intentional access rule.
When an organization or administrator controls access
For employees, students, and other users
Send the responsible administrator the exact URL, block-page wording, timestamp and time zone, device and browser, account context, affected network, and results of comparisons you were allowed to make. Ask them to identify the matching policy or filter event and review the access reason—not to apply an unreviewed bypass. For work or school tenant restrictions, Microsoft states: “Only your work or school account organization’s administrator can update security policy to unblock access to other organizations.” See Microsoft’s tenant restrictions guidance.

For Microsoft Defender for Cloud Apps administrators
For a suspected Conditional Access App Control block, check the affected sign-in’s Conditional Access details in Microsoft Entra sign-in logs. Then filter Defender activity logs by user, app, and time to locate the matching access or session policy. Review the policy conditions and service-disruption default behavior before making changes. Microsoft documents an admin-only bypass experience for confirming whether the proxy caused a fault; use it only as an authorized diagnostic and review the policy conditions before restoring enforcement. See Microsoft’s troubleshooting guidance for Conditional Access App Control.

For a suspected Network Protection false positive
Microsoft documents testing Network Protection in audit mode and reviewing its event logs to determine whether the feature would block a connection. Administrators can report false positives with diagnostic information. This is managed endpoint-security work; it is not a reason for an individual user to turn off protection. See Microsoft’s Network Protection documentation.
